The Franklin County Commissioners met Thursday, November 10, 2016, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. The Board attended the Prison Board meeting at the Jail. Chairman Keller
presided and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the November 1, 2016 and November 3, 2016
meetings.
The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and Pennsylvania Emergency Management Agency to
receive grant funds in the amount of$41,717.00 to be used for the development of
improved county emergency planning and training, response capabilities to respond to
and recover from hazardous material spills and releases, exercises to measure these
capabilities, emergency planning and community right-to-know act of 1986 activities and
the reimbursement of certain response costs. This grant agreement is for the period of
July 1, 2016 through June 30, 2017.
The Board reviewed additional Emergency Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
agreement between the County of Franklin and Motorola Solutions c/o K& C
Communications for the County to purchase ten (10) portable radios to include
programming, mics, batteries, encryption, charges and three-year warranty at a cost of
$88,053.60. This purchase will update the current cache to the most recent radio line
from Motorola and allow intercounty communications to communicate with neighboring
counties such as Washington, Frederick and Adam Counties.
The Board reviewed Fiscal matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the supplemental
appropriation in the amount of$3,000.00 to record the first shift in the funding for fiscal
years 2016-2017 within the Human Services Block Grant. This appropriation shifts
funding from Children & Youth Services to the Human Services Development Fund to
provide partial funding for the Human Services Veteran's Expo.
The Board reviewed Grants matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the contract between the
County of Franklin and Keystone Health to provide services for the Franklin County Jail
Treatment program to include initial assessment for participant eligibility; schedule
outpatient appointments through Jail Treatment program in conjunction with work
release department and 6-8 weeks prior to release conducts group or individual
counseling sessions as determined by their level of care assessment. The total amount
of this contract is $21,000.00 and will be funded by the Residential Substance Abuse
Treatment Grant. The contract is for a term of November 3, 2016 through June 30, 2017.

Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract
between the County of Franklin and Pyramid Healthcare Inc. to provide services for the
Franklin County Jail Treatment program to include initial assessment for participant
eligibility; schedule outpatient appointments through Jail Treatment program in
conjunction with work release department and 6-8 weeks prior to release conducts group
or individual counseling sessions as determined by their level of care assessment. The
total amount of this contract is $20,624.00 and will be funded by the Residential
Substance Abuse Treatment Grant. The contract is for a term of November 3, 2016
through June 30, 2017.
The Board reviewed additional Grants matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract
between the County of Franklin and Gaudenzia Inc. to provide services for the Franklin
County Jail Treatment program to include initial assessment for participant eligibility;
schedule outpatient appointments through Jail Treatment program in conjunction with
work release department and 6-8 weeks prior to release conducts group or individual
counseling sessions as determined by their level of care assessment. The total amount
of this contract is $5,000.00 and will be funded by the Residential Substance Abuse
Treatment Grant. The contract is for a term of November 3, 2016 through June 30, 2017.
The Board reviewed Grants/CJAB matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Grant Application to the
PA Commission on Crime and Delinquency to request a grant in the amount of
$52,260.00 to be used for Franklin/Fulton Probation Ohio Risk Assessment System
(ORAS) training for Franklin and Fulton Counties probation officers, jail staff, court staff
and reentry programs.
The Board reviewed Information Technology Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote
from Morefield Communications to provide maintenance support on the Cisco network
switches used throughout the County at a cost of$3,290.34 for the term of November
15, 2016 through November 14, 2017. These switches provide the backbone for the
network between the buildings throughout County facilities.
The Board reviewed Planning matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the contract between the
County of Franklin and Pennsylvania Department of Community and Economic
Development for the 2015 Community Development Block Grant, for a grant amount of
$302,988.00 for the period of October 17, 2016 through October 16, 2021.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement,
Notice to Proceed and Waiver of Liens between the County of Franklin and Bonded
Applicators, Inc. for the Franklin County Roof Replacement Project for a total bid amount
of$170,733.00. The Board approved the bid on October 13, 2016.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote from
Chambersburg Waste Paper Company, Inc. to collect trash and recyclables from various
county buildings at a cost of$5,940.00 for the period of January 1, 2017 through
December 31, 2018. Requests for quotes were sent to 4 companies and 2 companies
provided quotes. Chambersburg Waste Paper Company was the lowest qualified quote.

The Board reviewed additional Property Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
service agreement between the County of Franklin and Cleveland Brothers Equipment,
Inc. to provide semi-annual preventative maintenance and inspection of county owned
stand by emergency generators and associated equipment. Agreement is for a cost of
$5,348.00 for the period of January 1, 2017 through December 31, 2017.
The Board reviewed additional Property Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
proposal from Andoco, Inc. dba CVR Rentals to provide biweekly mat cleaning service
for the tenant entrance of the Commissioners Complex to correct the amount from
$572.00 to $728.00. This is a correction to the minutes from October 20, 2017 only,
there is no change to the contract.
In accordance with PA Acts 14, 67, 68 and 127 notifications, AET Agricultural
Consulting notified the County of a Pennsylvania Department of Environmental
Protection Permit application being applied by Mt. Pleasant Farms for an existing duck
and heifer raising operation and associated manure storage facilities located in Greene
Township.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Martin and Martin,
Inc. notified the County of a Pennsylvania Department of Environmental Protection
NPDES Permit application being applied by Colby Nitterhouse for redevelopment for
existing warehouse facility located in Borough of Chambersburg.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Volvo Construction
notified the County of a Pennsylvania Department of Environmental Protection Title V
Operating Renewal Permit revised application being applied for the road machinery
manufacturing facility located in Shippensburg, PA.
In accordance with PA Acts 14, 67, 68 and 127 notifications, GHD notified the
County of a Pennsylvania Department of Environmental Protection Public Water Supply
Permit application being applied by Sheeley's Mobile Home Park for a Water Main
Extension located in Borough of Greencastle.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Triad Engineering,
Inc. notified the County of a Pennsylvania Department of Environmental Protection
NPDES Permit application being applied by Valley Creek Estates Wastewater Treatment
Facility for their wastewater treatment facility located in Montgomery Township.
In accordance with PA Acts 14, 67, 68 and 127 notifications, TeamAg, Inc.
notified the County of a Pennsylvania Department of Environmental Protection NPDES
Permit application being applied for a concentrated animal feeding operation and a water
quality part II permit located in Spring Run, PA.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Red Barn
Consulting Inc. notified the County of a Pennsylvania Department of Environmental
Protection NPDES CAFO Permit application being applied by Mark Bricker for renewal
of the permit on the existing operation for property located in Newburg, PA.

The Board reviewed appointments to the Tuscarora Managed Care Alliance
Steering Committee. On a motion by Robert L. Thomas, seconded by Robert G.
Ziobrowski; unanimously approved to appoint Steve Nevada, April Brown, Julia Dovey,
Teresa Beckner, Sheldon Schwartz and Jean Snyder for a term of July 1, 2016 through
June 30, 2017.
The meeting was adjourned at 9:53 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
