The Franklin County Commissioners met Tuesday, November 29, 2016, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
Sharon Brosious, from Cumberland Valley Breast Care Alliance, was present to
receive funds from the County's October Breast Cancer Fundraiser. Tiffany Bloyer,
Human Resources Director, introduced Ms. Brosious and the Committee that were the
driving force for the fundraiser. The committee consisted of Cori Seilhamer, Jessica
Kuhns and Sarah Hamel. Ms. Brosious said that all the money raised locally stays
locally. She said they are able to help hundreds of ladies a year. Chairman Keller
asked Ms. Brosious to clarify some of the types of services they provide. Ms. Brosious
responded that the Alliance turned 20 this year and they do many fundraisers to provide
free mammogram services for women who are uninsured or underinsured, and they also
provide a financial aid program. She said just recently they helped a woman and her
husband who is receiving chemo and were living in tents at Caledonia into a rental
apartment. She said if a need comes up, she reaches out to her sources or someone
she knows and receives the help she needs. She is grateful to the community for
keeping the Alliance going. Chairman Keller said he is grateful for the Alliance and
blesses them for all they do. He also thanked the employees who spearheaded the
event to raise the funds. Commissioner Thomas said that awareness is key and we
need to do all we can to make people more aware of this issue. Ms. Brosious said that
she is a retired nurse through Summit and they did a study and found that 43% of people
that had insurance were not going for their mammograms. She said they are doing
everything they can whether through health fairs and billboards using real faces on
them. Commissioner Ziobrowski said he met a man yesterday whose wife died two
weeks ago from breast cancer. He said the reason she didn't go for a mammogram was
because it hurt so we need to get more awareness out there.
The minutes of the November 22, 2016 meeting was reviewed. These will be
approved Thursday, December 1, 2016.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas asked Tiffany Bloyer, Human Resource Director, to explain action item #5,
contract with Summit Health. Ms. Bloyer explained that Summit/Results Therapy and
Fitness will go to the Jail to do an assessment to help them draft a job description for
what the correctional officers actually do. She said this will help with the fit for duty
performance as well. The following item was approved today while the remaining items
will be approved Thursday, December 1, 2016. Commissioner Thomas seconded the
following motion with a comment. He is not excited about this agreement at all, since
there are too many people in the Jail. He continued that in the paper today there were 4
juveniles that are charged as adults in there now and we can't have them in the general
population. This is a real challenge for the Warden and staff. Chairman Keller
responded that the population is too high but there are several initiatives that are being
done, but in the mean time we need to make reasonable accommodations so this is a
good temporary fix.

The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas; unanimously approved the agreement between the
County of Franklin and the County of Clinton to house Franklin County male and female
adult (over age 18) offenders at a cost of$70.00 per day, for the period of November 28,
2016 through November 27, 2017. Clinton County will accept offenders at their
discretion. All medical expenses and transportation costs will be the responsibility of
Franklin County. This facility is PREA certified and abides by all PA Title 37 regulations.
The Board reviewed Property Management/Custodial matters. This was the date
to award/reject bids for the Magisterial District Judge/Commissioners Complex Custodial
Services. Steve Rock, Property Management Director, was present and is
recommending the Board reject all bids for purpose of rebidding. On a motion by Robert
G. Ziobrowski, seconded Robert L. Thomas; unanimously approved to reject all bids
received due to the fact he believes we can achieve better pricing if we get information
out to more vendors.
The meeting was adjourned at 10:11 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
