The Franklin County Commissioners met Thursday, December 8, 2016, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
Chairman Keller announced there is a modification to the agenda in that Salary
Board and Personnel that was slated for 2:30 PM is not necessary at this time as the
request has been withdrawn. On a motion by Robert L. Thomas, seconded by Robert G.
Ziobrowski; unanimously approved to adopt the amended agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the November 29, 2016 and December 1, 2016
meetings.
The Board reviewed Adult Probation matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the purchase of 2 vehicles from Jennings, Chevrolet, Buick, GMC for
Adult Probation to conduct contacts in the community and transports when needed. The
first vehicle is a 2017 Chevy Impala at a cost of$22,449.53 with a trade in of$11,000 for
a 2013 Chevy Malibu for a final cost of$11,583.53. The second vehicle is a 2017 Chevy
Equinox at a cost of$28,538.25. The combined total for both vehicles is $33,271.78
with $16,635.89 from Act 35 and $16,635.89 county funds.
The Board reviewed Children and Youth matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation in the amount of$166,000.00 to increase the budget for additional grant
funded revenue and to increase the corresponding expenses.
The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the grant request to the Pennsylvania Emergency Management
Agency for Fiscal Year 2017 Emergency Management Performance Grant (EMPG) to
reimburse the county up to 50% of salary and benefits of the EMA Coordinator in the
amount of$38,488.29, for the period of October 1, 2016 through September 30, 2017.
The Board reviewed Information Technology matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the renewal quote from SADA Systems, Inc. for the county to
utilize Google Apps for Government which includes county email, instant messaging,
calendar retention, drive and application services for the period of December 22, 2016
through December 21, 2017, at a cost of$71,882.00. The company is on State
Contract.

The Board reviewed Planning matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the
County of Franklin and the Franklin County Library System to award $83,500.00 from
the Franklin County Tourism and Quality of Life Enhancement Grant, utilizing the
County's Hotel Tax Fund. This grant was created to fund projects which enhance the
quality of life and tourism within the county. Grant funds will be used for the Coyle Free
Library project.
The Board reviewed Tuscarora Managed Care matters. On a motion by Robert
L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the amendment
to the agreement between the County of Franklin and Tuscarora Managed Care Alliance
(TMCA) for the Franklin County Archives Department to provide imaging (scanning), file
conversion and file destruction services for TMCA medical records. This amendment is
to extend the agreement through February 28, 2017. All other terms and conditions of
the original agreement will remain in full force and effect.
In accordance with PA Acts 14, 67, 68 and 127 notifications, R. Lee Royer &
Associates notified the County of a Pennsylvania Department of Environmental
Protection NPDES Permit application being applied by Manitowoc— Grove US for
stormwater discharge associated with construction activities, located in Antrim
Township.
Phil Tarquino, Planning Director, and Sam Thrush, Planner, provided a
presentation on a public information meeting for the 2016 Community Development
Block Grant (CDBG) program. Mr. Tarquino explained that the Planning Office held
several planning meetings to explain the CDBG program and they also submitted
information to all the municipalities in the County. He explained they have received
several applications for the 2016 program year. Mr. Thrush explained there was a
kickoff meeting held on October 31, 2016 to discuss the program guidelines and the
requirements. He said they received 6 applications with a total requested amount of
$1,296,965.18 while the funding amount approved from the State totaled $299,741.00
with $245,787.00 being available for distribution due to administration costs. The
following submitted applications: Indian Lake Camp Corporation requested $78,000.00
to replace their water treatment building which is the final phase of the water system
improvement; Indian Lake Camp Corporation requested $93,000.00 for a new water
well; South Central Community Action Program requested $15,000.00 to help fund the
Gleaning Program; the Borough of Greencastle requested $62,042.00 for new curb
ramps in the Borough; and Quincy Township requested $1,048,923.18 for two projects.
The first project is for water lateral assistance for low to moderate income residents and
the second project is for water mainline extension from the Township Building to Quincy
Village along Mentzer Gap Road. Mr. Thrush explained that next week there will be a
public hearing to offer the Planning Department's recommendations and a proposed
budget. Then on December 27th, they will present the final budget and ask for approval
of the applications.
The meeting was adjourned at 9:59 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
