The Franklin County Commissioners met Tuesday, December 13, 2016, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of the December 6, 2016 and December 8, 2016 meetings were
reviewed. These will be approved Thursday, December 15, 2016.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas said item #6 is the newest advancement in technology that will enhance the
services at the Jail. He said the RFID program is supported by CCAP and it was
approved during the CCAP conference in the summer. Major Douglas Burget explained
that the system is a real time based information system that will generate reports which
are extraordinary. Jail staff will be able to tell where an inmate is while inside and
outside the facility. He explained that during the presentation he attended that the
paperwork will go away and everything will be logged in electronically. He can look at a
monitor in real time to see how the process is being conducted. This system will be tied
into the UCM system. The system can be modified to suit the Jail's needs. He could not
find anything wrong with this system during the presentation and it will help immensely if
there is litigation because there is a tremendous amount of records that they can draw
from the system. Commissioner Thomas said that he understands that medical
treatment can be tracked also so that will reduce risks. Major Burget responded that the
system will track medication and it will be record based and real time. He said it's an
outstanding system. Chairman Keller said that he attended the breakout session on this
program and he was impressed with it. He said it's good for inmates, the correctional
officers and good for the county in general as it will raise the level of information and
mitigate liabilities that go with running a jail. Commissioner Ziobrowski asked if they can
provide a presentation on this system at the next prison board. The following item was
approved today while the remaining items will be approved Thursday, December 15,
2016.
The Board reviewed Children and Youth matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the purchase of a
2017 Dodge Caravan from Apple CDJR of Hanover in the amount of$23,147.00. Act
148 will pay $18,054.66. This vehicle is needed to transport CYS staff and clients.
Request for quotes were completed and this was the lowest qualified quote.
John Hart, Chief Clerk, explained that when the preliminary budget was
presented, staff met the outline and objectives with no mill increase, using reserves from
last year and there are a multitude of initiatives that will be presented to the Board in the
future. He said every day we are working on projects and trying to streamline and doing
more with less. Staff met the goals and objectives with this budget and there are only
minor changes from when it was presented a few weeks ago. Teresa Beckner, Fiscal
Director, said that when staff looked at everything that needed adjusted it was so small
that they decided to let it flow as is. According to county code, expenditures haven't
increased by more than 10% in total or 25% in function. She explained that the budget
was posted on the county's website and in the Commissioners' Office. She did not
receive any questions from the outside or inside of the county. Chairman Keller said
he's been out in the community several times at speaking engagements and he has
heard nothing but positive feedback from constituents. He sees no reason not to move
forward with final approval today.

The Board presented the 2017 Franklin County budget for adoption this date. On
a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously
approved the following resolution adopting the 2017 budget:
RESOLUTION #2016 - 13
WHEREAS, the 2016 Franklin County Budget has been prepared in accordance with the
County Code Act of August 9, 1955 (P.L. 323, No. 130) as amended.
WHEREAS, the 2017 Franklin County Proposed Budget was approved on Tuesday,
November 22, 2016 and was made available for public inspection for at least 20 days.
WHEREAS, the Proposed Budget and date set for the final action on the budget has
been made a matter of public notice.
WHEREAS, the Adopted Budget does not have increased expenditures of more than ten
(10) per centum in the aggregate or more than twenty-five (25) per centum in any
function over the proposed budget as made available for public inspection.
WHEREAS, the Adopted Budget reflects as nearly as possible the estimated revenues
and expenditures for the year 2017.
BE IT RESOLVED AND ENACTED, and is hereby resolved and enacted by the Board of
Commissioners of the County of Franklin, PA, to adopt the 2017 Budget as presented
this date.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved that the following Resolution be adopted fixing the millage rate
for real estate taxes for the year 2017 and the specific sums established to be required
for the specific purposes of County Government; hereinafter, set forth during the current
fiscal year:
RESOLUTION #2016 - 14
BE IT RESOLVED AND ENACTED, and is hereby resolved and enacted by the Board of
Commissioners of the County of Franklin, PA.
SECTION 1 - That a tax be set and the same is hereby levied on all real property within
Franklin County subject to taxation for the County purposes for the fiscal year 2017 as
follows: Tax rate for general purposes, the sum of twenty-five (25) mills of each dollar
assessed valuation with an additional two and six tenths (2.60) mills for the purposes of
retirement of County debt services.
SECTION 2 - That for the expenses of the County for the fiscal year 2017 the following
amounts are hereby appropriated from the revenue available for the fiscal year for the
specific purposes, which amount are fully itemized in the County budget.
SECTION 3 - That any Resolution, or part of a Resolution, conflicting with this
Resolution be and the same is hereby repealed in so far as the same affects this
Resolution.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved the following Resolution imposing a total of one and five
hundreds (1.05) mills of real estate taxes for the purpose of the County Library in voting
districts that have approved imposition of such tax by referendum and as authorized
under the laws of the Commonwealth of PA in those voting districts.

BE IT RESOLVED, that a tax at the total rate of one and five hundreds (1.05) mills on
each dollar of assessed valuation for the fiscal year 2017 for the County Library
purposes, shall be and the same is hereby imposed upon all taxable real estate in
Franklin County as heretofore authorized by the voters of the various voting districts and
as authorized under the laws of the Commonwealth of PA.
The meeting was adjourned at 10:09 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
