The Franklin County Commissioners met Tuesday, January 2, 2018, with the following
members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Commissioner
Keller presided and after calling the meeting to order, moment of silence and the Pledge of
Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously
approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; approved to
appoint David S. Keller as Chairperson of the Board of Commissioners of Franklin County for
2018. Chairman Keller abstained from voting.
On a motion by David S. Keller, seconded by Robert G. Ziobrowski; Robert L. Thomas
was elected as Vice-Chairperson of the Board of Commissioners of Franklin County for 2018.
Commissioner Thomas abstained from voting.
On a motion by Robert L. Thomas, seconded by David S. Keller; Robert G. Ziobrowski
was elected as Secretary of the Board of Commissioners of Franklin County for 2018.
Commissioner Ziobrowski abstained from voting.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved the regular meetings of the Franklin County Commissioners, Salary Board, Election
Board and Retirement Board in the Commissioners' Office on Tuesdays and Thursdays of each
week beginning at 9:30 a.m. prevailing time, with the exception of the following dates: Tuesday,
May 15, Tuesday, August 7, Tuesday, November 6, Thursday, November 22; Tuesday,
December 25, 2018 and Tuesday, January 1, 2019. The following dates the meetings will be
held beginning at 2:00 PM due to the Commissioners attending the County Commissioners
Association of PA Conference: Tuesday, March 20 and Tuesday, November 20, 2018.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved the County office hours being maintained between the hours of 8:30 a.m. and 4:30
p.m., Monday through Friday. Lunch breaks will be one-half (1/2 hour) in duration and each
department head will be responsible for staggering employee lunch breaks so as to provide
services to the public for the full eight (8) hours of each business day.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved the following holidays:
MARTIN LUTHER KING DAY - January 15
GOOD FRIDAY— March 30
MEMORIAL DAY - May 28
INDEPENDENCE DAY - July 4
LABOR DAY - September 3
VETERANS DAY - November 12

approved to appoint Robert L. Thomas to serve on the Franklin County Soil Conservation
District Board for the year 2018.

approved to appoint David S. Keller to serve on the Mental Health/Intellectual Disabilities
Advisory Board for the year 2018.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint Robert L. Thomas to serve on the Franklin County Children and Youth
Advisory Board for the year 2018.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint David S. Keller to the Drug &Alcohol Advisory Board for the year 2018.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint David S. Keller to the Franklin County Library Board for the year 2018.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint David S. Keller, Robert L. Thomas, and Robert G. Ziobrowski to the Local
Emergency Planning Committee for the year 2018.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint David S. Keller to the Criminal Justice Advisory Board for the year 2018.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint Robert G. Ziobrowski to the Council of Governments Board for the year
2018.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint Robert G. Ziobrowski as the local elected official to the South Central
Workforce Development Board for the year 2018.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint David S. Keller, Robert L. Thomas and Robert G. Ziobrowski to the
Tuscarora Managed Care Alliance for the year 2018.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint Robert L. Thomas to serve on the Franklin County Penn State
University Cooperative Extension Board for the year 2018.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint David S. Keller to the Franklin/Fulton County Community Coalition for the
Prevention of Substance Use &Abuse for the year 2018.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint Robert L. Thomas to serve on the Hagerstown Eastern Region
Metropolitan Planning Organization for the year 2018.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint Robert G. Ziobrowski to serve on the Penn State Mont Alto Campus
Advisory Board for the year 2018.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint Robert G. Ziobrowski to serve on the Franklin County Blighted Review
Committee for the year 2018.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint David S. Keller to the Franklin County Visitors Bureau Board for the year
2018.

approved to appoint David S. Keller, Robert L. Thomas and Robert G. Ziobrowski to the Franklin
County Metropolitan Planning Organization for the year 2018.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved to appoint Jodi Martin as Chief Assessor for the year 2018.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved to appoint Carrie E. Gray as Chief Clerk as per resolution 2018-01 which is attached
and made a part of these minutes.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved to appoint Carrie Gray, Jean Byers and Loretta McClure as the Administrators for the
Franklin County Flexible Benefits Program for the year 2018.
The Board reviewed appointments to the Agricultural Land Preservation Board. On a
motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to
appoint Linda Golden, Timothy Sponseller, Sam Small for a 3 year term to expire on December
31, 2020 and J. Samuel Rotz, IV to fill a vacancy to expire on December 31, 2018.
The Board reviewed appointments to the Planning Commission Board. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to appoint David
Mackley, Andrew Paszkowski and Chris Ardinger for a four (4) year term to expire on December
31, 2021.
The Board reviewed appointments to the Letterkenny Industrial Development Authority
Board. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint Lamar Law, III, Stacey Myers, and Christopher Lombardozzi for a five (5)
year term to expire on December 31, 2022 and Steve Christian (effective December 30, 2017
through April 4, 2021).
The Board reviewed appointments to the General Authority Board. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to appoint
Clayton Garthwaite for a five (5) year term to expire on December 31, 2022 and William Green
to fill an unexpired term through January 4, 2022.
The Board reviewed appointments to the Franklin County Emergency Services Alliance
Committee. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to appoint John Thierwechter and Jacob Crider as Primaries and
Matthew Kendall and Robert Povlich as Alternates for a one (1) year term to expire on
December 31, 2018.
The Board reviewed appointments to the Local Emergency Planning Committee. On a
motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to
appoint John Massimilla, Steven Swope and William Little for a three (3) year term to expire on
December 31, 2020.
The Board reviewed appointments to the Franklin County Soil Conservation Board. On
a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to
appoint Barry Best and Dennis Musser for a four (4) year term to expire on December 31, 2021.
The Board reviewed appointments to the Franklin County Redevelopment Authority
Board. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to appoint Jeff Shank for a five (5) year term to expire on December 31, 2022.

The Board reviewed appointments to the Metropolitan Planning Organization Board.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved
to appoint Samuel Cressler, Brad Graham, Jason Stains and Allen Coffman for a three (3) year
term to expire on December 31, 2020.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved to accept the Franklin County Handbook and Personnel Policies with amendments
and any policy conflicting with these policies is hereby repealed in so far as the same affects
these policies. A copy of this handbook is maintained in the Commissioner's Office file.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved to accept the Franklin County Jail Handbook and Personnel Policies with
amendments and any policy conflicting with these policies is hereby repealed in so far as the
same affects these policies. A copy of this policy is maintained in the Commissioner's Office
file.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved to accept the Franklin County Emergency Management Services Handbook and
Personnel Policies with amendments and any policy conflicting with these policies is hereby
repealed in so far as the same affects these policies. A copy of this handbook is maintained in
the Commissioner's Office file.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved to accept the Franklin County Court's Personnel Manual and include it as part of the
County's Policies with amendments and any policy conflicting with this manual is hereby
repealed in so far as the same affects this manual. A copy of this manual is maintained in the
Commissioner's Office file.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved to accept the Risk Management Health and Safety Manual and include it as part of
the County's Policies with amendments and any policy conflicting with this manual is hereby
repealed in so far as the same affects this manual. A copy of this manual is maintained in the
Commissioner's Office file.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved to accept the HIPAA Policies and include it as part of the County's Policies with
amendments and any policy conflicting with these policies is hereby repealed in so far as the
same affects these policies. A copy of these policies s maintained in the Commissioner's Office
file.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved the list of policies and any policy conflicting with these policies is hereby repealed in
so far as the same affects these policies. A copy of these policies is maintained in the
Commissioners' Office files.
The Board reviewed the Tax Return Days for Tax Duplicates. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the following tax return
days of tax duplicates:
■ County, Township/Borough, School, and the First, Second Interim/Supplement
duplicates for the Year 2017, along with 2016 Third and Fourth Quarter
Interim/Supplement duplicate will be returned by Friday, January 12, 2018.
■ Year 2017 Third and Fourth Quarter Interim/Supplement duplicates will be
returned by Tuesday, January 15, 2019.
■ Year 2018 Franklin County Tax Duplicates will be available at the Tax Services
office on Monday, January 29, 2018.
The Board reviewed Personnel matters. On a motion by Robert G. Ziobrowski,
seconded by Robert L. Thomas; unanimously approved the job description for the following
positions: Communications Coordinator, Project Manager, Tax Assessment Specialist I, Tax
Assessment Specialist II and Tax Assessment Specialist III.
The minutes of the December 28, 2017 meeting was reviewed. These will be approved
Thursday, January 4, 2018.
The Board reviewed Agreements, Contracts and Reports. The items will be approved
Thursday, January 4, 2018.
Chairman Keller informed the press of a public meeting to provide information on a Court
Facility Improvement Presentation. The presentation is scheduled for Wednesday, January 3rd
at 3 pm. at the Administrative Annex, 218 N Second Street, Chambersburg, PA 17201. He said
they will see information from architects Silling &Associates and Noelker and Hull, as well as
financial consultants Susquehanna Group. They will also hear from bond consultant John Frey
with PFM who will discuss debt service. The discussion will also include co-location
information.
The meeting was adjourned at 11:04 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
