THURSDAY, JANUARY 4, 2018
The Franklin County Commissioners met Thursday, January 4, 2018, with the
following members present: Robert L. Thomas and Robert G. Ziobrowski. Vice
Chairman Thomas presided and after calling the meeting to order, a Moment of Silence,
and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved all bills presented and ordered paid.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved the minutes of the December 28, 2017 meeting.
The Board reviewed TMCA matters. On a motion by Robert G. Ziobrowski,
seconded by Robert L. Thomas; unanimously approved the renewal administrative
agreement between the County of Franklin and Tuscarora Managed Care Alliance
(TMCA) to provide needed Human Resources, Benefits, Payroll, etc. to TMCA staff and
the operations for the period of July 1, 2017 through June 30, 2019 at a cost of
$70,052.00, to be reimbursed by TMCA, which provides medical services to persons
eligible for Medical Assistance.
The Board reviewed Planning Office matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the agreement
between the County of Franklin and the Franklin County Historical Society to award
$35,000.00 from the Franklin County Tourism and Quality of Life Enhancement Grant,
utilizing the County’s Hotel Tax Fund. Grant funds will be used to improve their climate
control for the period of December 28, 2017 through December 31, 2018.
The Board reviewed an appointment to the Franklin County Industrial
Development Authority Board. On a motion by Robert G. Ziobrowski, seconded by
Robert L. Thomas; unanimously approved to appoint Steve Christian to the Franklin
County Industrial Development Authority Board for a term of December 28, 2017 through
April 4, 2021 and correcting the previous appointment approved on January 2, 2018 to
the Franklin County Letterkenny Industrial Development Authority Board.
Commissioner Thomas informed John Hart, Project Manager, that he did a good
job presenting the Franklin County Court Facility Improvement Project recommendations
at the public meeting held yesterday. Mr. Hart responded he appreciates Commissioner
Thomas’s comment but the work was completed by the consultants who presented at
the meeting. He said it’s not a matter of if but when with this construction project. Mr.
Hart informed the Board that staff will be scheduling one or two Open Houses later
afternoon into early evening but the Board needs to decide how many they want to hold.
Commissioner Thomas said the money is not going to get cheaper and it will get more
expensive the longer we wait. Mr. Hart said there will be a year of reviewing schematic
drawings before going to bid. Commissioner Ziobrowski said there is a lot they can do
concurrently such as tearing buildings down and relocating offices. Commissioner
Thomas commented it was made clear yesterday that there has been no decision made
but it would take a lot to make him change his mind. It was a clear case and it was
presented well.

The Board met with the Loretta McClure, Acting Human Resources Director, the
Controller Harold Wissinger, and Mary Beth Shank, County Solicitor, for Salary Board
matters.
The meeting was adjourned at 10:11 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
