THURSDAY, JANUARY 11, 2018
The Franklin County Commissioners met Thursday, January 11, 2018, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the January 2, 2018 and January 4, 2018
meetings.
John Hart, Project Manager, asked the Board to extend the open house
scheduled for Tuesday, January 16, 2018 to 7:00 p.m. This request is being made to
accommodate the public that work out of town and can’t make it back to Chambersburg
by 6:00 p.m. The Board approved this request and asked that it be announced at the
open house tonight and on the county’s website.
The Board reviewed Children and Youth matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the list of
Subsidized Adoption Assistance Agreements on behalf of the Franklin County Children
and Youth Department to provide a subsidy to adoptive parents to be used for adoptive
children, for the period of October 1, 2017 through December 31, 2017. A contract
listing is maintained for proper accounting of all contracts.
The Board reviewed Planning Office matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the Certification of County Funds for 2018 Program Year for total funds
in the amount of $150,000.00 for purchasing agricultural conservation easements.
The Board reviewed additional Planning Office matters. On a motion by Robert
L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and the Totem Pole Playhouse to award $35,000.00
from the Franklin County Tourism and Quality of Life Enhancement Grant, utilizing the
County’s Hotel Tax Fund. Grant funds will be used for renovation/rehabilitation of the
playhouse, for the period of January 11, 2018 through January 11, 2019.
The Board reviewed Risk Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the agreements between the County of Franklin and NAC Divisions
to provide service and maintenance of the county’s building access, duress alarm and
video surveillance systems at a cost of $11,388.00, for the period of January 1, 2018
through December 31, 2018. Cost will be covered by the Worker’s Compensation Trust.

The Board reviewed Tax Services matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the quote from Printaway for printing and postage for tax collector
envelopes at a cost of $36,642.75; $1,957.00 for printing and $34,685.75 for postage.
The county will be reimbursed, in the amount of $12,901.44, by the townships and
boroughs. Quotes were requested, two vendors responded, and this was the lowest
qualified quote.
The Board reviewed Aging Office matters and conducted a bid opening for the
Sale of a 5500 Generator. The following bidders submitted bids: Justin Wagaman bid
an amount of $155.00 and Gary Shockey bid an amount of $260.00. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to award
the bid to Gary Shockey for a total bid of $260.00. This was the highest bid received.
The Board reviewed appointments to the Metropolitan Planning Organization
(MPO) Board. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to appoint Hugh Graham to fill an unexpired term to expire on
December 28, 2018.
The meeting was adjourned at 10:01 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
