The Franklin County Commissioners met Thursday, March 8, 2018, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the February 27, 2018 and March 1, 2018
meetings.
The Board reviewed Planning matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved Resolution#2018-04 to
authorize Carrie E. Gray, as Chief Clerk, to execute all legal documents, agreements
and other correspondence related to the Metropolitan Planning Organization (MPO) on
behalf of the Board of Commissioners of Franklin County.
The Board reviewed Register and Recorder matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and Kofile Technologies, Inc. to mend, preserve and
restore eight Register of Wills indexes from 1785 through 1999 at a cost of$20,225.00.
Cost will be paid through the Register of Wills Automation Fee fund.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Dominion Energy
notified the County of a Pennsylvania Department of Environmental Protection Water
Obstruction and Encroachment permit application being applied to conduct maintenance
activities at a valve site within the existing pipeline corridor off of Upper Strasburg Road,
located in Letterkenny Township.
In accordance with PA Acts 14, 67, 68 and 127 notifications, PA Department of
Environmental Protection notified the County of a Pennsylvania Department of
Environmental Protection permit modification application being applied by Letterkenny
Army Depot for the use of a flashing furnace to thermally treat outdated small arms
munitions, located in Letterkenny, Greene and Hamilton Townships.
The Board reviewed information regarding a Proclamation for Developmental
Disabilities Awareness Month. Lori Young, MH/ID Program Specialist, was present to
receive the proclamation and explained that the main focus is to recognize that our
communities are stronger when we see people for who they are and not their disability.
Also present was Stacie Horvath, Human Services Administrator, and Ashley Yinger,
MH/ID/EI Administrator. On a motion by Robert L. Thomas, seconded by Robert G.
Ziobrowski; unanimously approved to sign Franklin County Proclamation #2018-01
proclaiming the month of March as Developmental Disabilities Awareness Month and
that the attached proclamation be made a part of these minutes.

On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to enter an executive session at 9:49 a.m. this date for the
purpose of discussing real estate. The Board reconvened into regular session at 11:02
a.m.
The meeting was adjourned at 11:03 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.

Developmental Disabilities Awareness Month - March 2018
Proclamation #2018 - 01
WHEREAS, We believe in a Franklin County which recognizes the unlimited
potential for all our citizens, including those with developmental disabilities, to
live, work and thrive in our communities; and
WHEREAS, Developmental Disabilities Awareness Month is an opportunity to
recognize the importance of ensuring inclusive environments with equal access to
communication, education, employment, housing and public accomoclations; and
WHEREAS, Franklin County supports those with developmental disabilities to
make their own decisions.; live where and with whomever they choose and
receive the supports they need to be successful, productive and an independent
community member; and
WHEREAS, Weare changing Franklin County for the better by promornting
equality of opportunity, access, and choice for Franklin County Citizens with
developmental disabilities. We are committed to the promise of a Franklin
County where all people with developmental disabilities have the knowledge,
opportunity and influence to make a difference in their lives and the lives of
others.
Therefore, we , the Franklin County Commissioners , do hereby proclaim March
2018 as Developmental Disabilities Awareness Month and do commend this
observance to all of our citizens and recognize that our communities are stronger
when we see people for who they are and not their disability: "See me for Me".
