THURSDAY, MARCH 15, 2018
The Franklin County Commissioners met Thursday, March 15, 2018, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
Chairman Keller asked to include an executive session to discuss real estate
matters on the agenda today. On a motion by Robert L. Thomas, seconded by Robert
G. Ziobrowski; unanimously approved to adopt the amended agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the March 6, 2018 and March 8, 2018 meetings.
The Board reviewed Adult Probation matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the Intermediate Punishment Plan which is required in order for the
Courts to receive authority to sentence offenders to Intermediate Punishment Programs
in accordance with the Intermediate Punishment Sentencing Act and allows the County
to apply for funding administered by the PA Commission on Crime and Delinquency that
are available to support IP Programs. The plan is for the period of July 1, 2018 through
June 30, 2020.
The Board reviewed Aging Office matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the Food & Beverage License to the Pennsylvania Department of
Agriculture for the Greencastle Senior Center at a cost of $82.00. It is a state regulation
to have a food and beverage license renewed annually. There is no increase from last
year and is funded by the Pennsylvania Department of Aging Block Grant.
The Board reviewed additional Aging Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the agreement between the County of Franklin and Guilford
Township Supervisors for 2 pavilions at Norlo Park for the 2018 Senior Spring Break
picnic, at a cost of $120.00. This event is open to all seniors residing in Franklin County
and is funded by the Pennsylvania Department of Aging Block Grant.
The Board reviewed Commissioners’ Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Professional
Services Agreement between the County of Franklin and John Boozer D/B/A Franklin
Advisory to provide professional design and construction administrative consultant
services for the courthouse facility project at a cost of $9,750.00 per month for the
architectural design phase of the project. The agreement provides for the execution of
amendment(s) for any modifications to project cost once the project advances to the
construction management phase.

The Board reviewed Coroner matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the
County of Franklin and Jan Sulcove, Esquire to provide contract attorney services at a
cost of $125.30 per hour, not to exceed 100 hours, for the period of January 1, 2018
through December 31, 2018.
The Board reviewed Jail/Juvenile Probation matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement
between the County of Franklin and Cornell Abraxas Group, Inc. for residential care and
treatment of a juvenile at a per diem rate of $ 289.95 for the period of August 14, 2017
through July 31, 2018. This action was ordered by the Court of Common Pleas on
August 14, 2017.
The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved the addendum #7 to the original
agreement between the County of Franklin and PrimeCare Medical, Inc. at a cost of
$145,539.84 per month, for the period of January 1, 2018 through December 31, 2018.
This amendment will increase the catastrophic fund to $11,000 per month.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Dennis E. Black
Engineering, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NPDES permit application being applied by the Chambersburg Memorial
YMCA for the development of a youth soccer field, located in the Borough of
Chambersburg.
The Board reviewed an appointment to the Franklin County Library Board. On a
motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved
to appoint Patricia McClain to the Franklin County Library Board for a term of January 1,
2018 through December 31, 2019.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to enter an executive session at 9:42 a.m. this date for the
purpose to review real estate matters. No action will be required after executive session.
The Board reconvened into regular session at 10:14 a.m.
Timothy Abbey, Samantha Robison and Donna Scherer from Penn State
Extension provided a presentation on the Spotted Lanternfly. Mr. Abbey explained that
the Spotted Lanternfly is a pest that has spread throughout southeastern Pennsylvania.
This pest is a potential threat to agriculture in regards to hardwoods, apples, grapes,
peaches and state parks, but there is no record of it feeding on berries or vegetables.
Mr. Abbey provided details on the process of how the Lanternfly destroys the trees, what
a person is to do if the insect is spotted and the need of it to be reported to the state at
badbug@pa.gov. He also explained that $17.5 million from the USDA and $1.6 million
from PA has been allocated to address this issue. Mr. Abbey explained that the Master
Gardeners have been trained and are helping to get the word out. He continued that this
is not a health issue and they don't bite or cause damage to homes.

Chairman Keller acknowledged the potential harm to the economy and quality of
life in Franklin County and pledged the support of the County to help in the effort against
the Spotted Lanternfly.
The meeting was adjourned at 11:08 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
