THURSDAY, MARCH 22, 2018
The Franklin County Commissioners met Thursday, March 22, 2018, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the March 13, 2018 and March 15, 2018
meetings.
The Board reviewed Aging Office matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the Food & Beverage License to the Pennsylvania Department of
Agriculture for the Path Valley Senior Activity Center at a cost of $82.00. It is a state
regulation to have a food and beverage license renewed annually. There is no increase
from last year and is funded by the Pennsylvania Department of Aging Block Grant.
The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Software Support Agreement between the County of Franklin
and Geo-Comm, Inc. to keep the Geographic Information System and 911 Master Street
Index in line to assist in the transition into the Next Generation 911/upgrade
requirements at a cost of $1,268.00, for the period of May 1, 2018 through December
31, 2018. This will also improve the turnaround time when municipalities request
assistance assigning addresses. Cost will be covered by the 911 Surcharge Tax.
The Board reviewed additional Emergency Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the Software Support Agreement between the County
of Franklin and TriTech Software Systems for the Computer Aided Dispatch (CAD)
software at the 911 Center in the amount of $94,613.66, for the period of April 18, 2018
through April 17, 2019. Cost will be covered by Act 12 911 Universal Surcharge Tax.
The Board reviewed Fiscal matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Letter of Engagement
between the County of Franklin and Korn Ferry Hay Group to provide actuarial services
related to the County’s retiree health plan to do calculations required for annual financial
statements under GASB 45, 74 and 75 at a cost of $1,500.00, for the period of March
22, 2018 through June 30, 2018. Cost will be covered by OPEB Administration Funds.

The Board reviewed Grants Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the grant
application to PA Commission on Crime and Delinquency (PCCD) to provide a Mental
Health Co-Responder embedded with the Chambersburg Police Department to be
available to assist with the engagement of individuals with mental illness into the Mental
Health and Human Service system diverting the individuals away from the criminal
justice system. The grant amount request is for $150,000.00.
The Board reviewed Veterans Affairs matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Grant Agreement between the County of Franklin and the
Commonwealth of PA Department of Military and Veterans Affairs to provide a grant in
the amount of $13,583.00 for the continuation of the Operation Save-A-Vet, Save-A-Pet
program. The grant period is June 1, 2018 through May 31, 2019.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Epiroc notified the
County of a Pennsylvania Department of Environmental Protection General permit for
discharges of stormwater application being applied for industrial activities, located in
Peters Township.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Martin’s Famous
Pastry Shoppe, Inc. notified the County of a Pennsylvania Department of Environmental
Protection Synthetic Minor Operating Permit Renewal application being applied for their
current facility, located in Guilford Township.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Dennis E. Black
Engineering, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NPDES permit application being applied by LLT Partners, LLC. for a 21 unit
residential townhouse condo project, located in Washington Township.
Teresa Beckner, Fiscal Director, met with the Board to review the 2018 expense
and revenue budget performance through January, 2018. Ms. Beckner advised that the
county’s health insurance plan is a high deductible plan that includes a health savings
arrangement. Again this year, the county made a contribution to the HSA plan for all
eligible participating employees. This upfront contribution was properly recorded in
January, but as a result, created a year-to-date variance in expense budgets for most
departments. She continued that consistent with prior years, the impact will be softened
as the year progresses. Ms. Beckner explained there were also payroll taxes,
association fees and dues and maintenance agreement fees, but at this time she
expects them to balance out over the balance of the year. She said general fund
expenses are at 8.6% of budgeted expenses. Ms. Beckner said revenues are 1.5%
collected of general fund revenue budget which amounts to $673,740.00. Ms. Beckner
reported that the tax bills for 2018 went out at the beginning of this month so revenues
on the report pertain to prior year supplemental and interim billings as well as tax claims.
She explained that relating to revenues, Juvenile Probation receives the biggest part of
their annual revenue budget in January each year from the State. The Treasurer’s
revenues are trending ahead as a result of sales of dog licenses at the beginning of the
year.
The Board recessed at 9:45 a.m. and reconvened at 10:00 a.m. for an Election
Board meeting.
The meeting was adjourned at 10:07 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
