THURSDAY, MAY 31, 2018
The Franklin County Commissioners met Thursday, May 31, 2018, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
Mr. Allen Stine, a resident from Cider Press Road, Chambersburg provided
public comment. He lives across the street from the Chambersburg School bus garage
and the cross country trail. He knows the Commissioners are busy and received a lot of
letters on the Transource Power Lines and he understands there is a fine line on what
they are allowed to do with the school district. Mr. Stine indicated he has concerns
about the power lines. He is here because of the line moving closer to the Falling Spring
School and the cross country trail. There are a lot of kids that go to this school and a lot
of activity on the trail. He wants to stand up to Transource and work with the school
district to get this line moved away from the school and the cross country trail. He

continued that there is a school board meeting on June 12 and he would like a
representative from the Commissioners to speak to the concerns.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the May 22, 2018 and May 24, 2018 meetings.
The Board reviewed Aging Office matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the agreement between the County of Franklin and Susquehanna Door
Service to renew the maintenance agreement for the handicap service door at the
Chambersburg Senior Center at a cost of $320.00 for the period of July 1, 2018 through
June 30, 2019.
The Board reviewed Emergency Services maters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Products and Services Agreement between the County of
Franklin and CenturyLink to provide ISDN/PRI Services: ISDN (Integrated Services
Digital Network) is a set of international standards for a circuit-switched digital network
that supports access to any type of service (voice, data and video) over a single,
integrated local loop from the customer premises to the end of the network. PRI
(Primary Rate Interface) is a term for an ISDN circuit. A PRI is an interface within an
ISDN network. This technology will provide optimum speed and capability. The cost of
this agreement is $27,000.00 for the period of July 17, 2018 through July 16, 2021.
The Board reviewed additional Emergency Services maters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the Products and Services Agreement between the
County of Franklin and CenturyLink to provide T-1 Line between Tuscarora 911 Tower
and Warren Township 911 tower. A T-1 line is a specific type of fiber optic telephone
line that can carry more data than traditional telephone lines. The cost of this
agreement is $22,176.00 for the period of July 17, 2018 through July 16, 2021.

The Board Fiscal/Emergency Solutions Grant matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the supplemental
appropriation in the amount of $7,756.00 to record County support services for the
Emergency Solutions Grant which provides services for rapid rehousing and
homelessness prevention.
The Board reviewed ITS matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved the quote from SCW to upgrade the
$5,815.10. The existing server is running an old version which is no longer compatible
with newer software. The server provides database infrastructure for many of the
-virus.
The Board reviewed Juvenile Probation matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and the Waynesboro School District for the School-
Based Probation program. The school district agrees to provide $18,255.64 for the
services during the 2018-2019 school year. Franklin County will carry liability insurance
for its employees and the program.
The Board reviewed Fiscal/Register of Wills matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the supplemental
appropriation in the amount of $21,225.00 to cover the Register of Wills Estate indexes
contract with Kofile Technologies. This will be paid for with Register of Wills Records
Improvement funds.
In accordance with PA Acts 14, 67, 68 and 127 notifications, R. Lee Royer &
Associates notified the County of a Pennsylvania Department of Environmental
Protection NPDES permit application being applied by Franklin County Area
Development Corporation for industrial development on property located in Washington
Township.
In accordance with PA Acts 14, 67, 68 and 127 notifications, R. Lee Royer &
Associates notified the County of a Pennsylvania Department of Environmental
Protection NPDES permit application being applied for industrial development on
property located in Washington Township.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Dennis E. Black
Engineering, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NPDES renewal permit application being applied Shippensburg Borough for
the Shippensburg Borough Sewer Treatment Plant on property located in Shippensburg
Borough.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Gannett Fleming
notified the County of a Pennsylvania Department of Environmental Protection permit
application being applied by PA Department of Transportation for a culvert bridge
rehabilitation project on property located in St. Thomas Township.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Gannett Fleming
notified the County of a Pennsylvania Department of Environmental Protection permit
application being applied by PA Department of Transportation for a culvert bridge
rehabilitation project on property located in Hamilton Township.

The Board recessed at 9:42 a.m. and reconvened at 10:00 a.m. as the Election
Board.
The meeting was adjourned at 10:10 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
