TUESDAY, JUNE 5, 2018
The Franklin County Commissioners met Tuesday, June 5, 2018, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
Chairman Keller asked everyone to join him in remembering Jeff Coy who was a

long time legislator for the 89 district, a friend and a true public servant. He would like
to honor his memory and keep his wife and family in our thoughts and prayers.
Commissioner Thomas also wanted to remind everyone that today is the anniversary of

unanimously approved to adopt the agenda.
There was no public comment.
The minutes of the May 29, 2018 and May 31, 2018 meetings were reviewed.
These will be decided upon on Thursday, June 7, 2018.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas asked for more information on the Tax Services vehicle since it seems a shift
from individuals using their personal vehicles to county vehicles. Anita Keller, Tax
Services Director, explained that the vehicle is a gas vehicle that was bid and they are
also bidding a hybrid vehicle that will come before the board soon. Ms. Keller explained
these vehicles will be used by employees while out in the field and that the cost of using
a personal vehicle for county use is expensive a
increases for business use. Glenda Helman, Director of Grants Management, explained
board action #5, the grant modification request for the Intensive Reentry Case
Management program. She explained that this was a grant we received for $150,000
from PA Commission on Crime and Delinquency. This request is to increase the budget

by $15,000 to show actual costs since the grant was extended through June 30. Traci
Kline, Area Agency on Aging Director, explained action item #3, a grant award from PA
Department of Aging to purchase software for senior centers. Ms. Kline explained that
the software is a copilot system that will provide better documentation at three of the
largest senior centers . The seniors will be trained on the software and they will benefit
from using this touch screen system to sign in for lunch, bingo or other programs.
Chairman Keller said that this will modernize and give folks more time on other
initiatives. The following items were approved today while the remaining items will be
approved Thursday, June 7, 2018.
The Board reviewed Fiscal matters. On a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas; unanimously approved the pass through agreement
between the County of Franklin and Women In Need to pass federal grant funds to
Franklin County for the 2019 STOP grant in the amount of $37,500.00. The 2019 STOP
grant will pay for a portion of an Assistant District Attorney for time and effort spent
prosecuting cases involving domestic violence. There is a decrease of $2,500 from
2018.

The Board reviewed Juvenile Probation matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the quotes from
TriStar Ford of Tyrone to purchase two Ford Escapes and one Ford Focus to replace
three vehicles at Juvenile Probation for a total cost of $56,874.00. These vehicles are
used to transport offenders to placements, appointments and courts and to fulfill
mandated placement visits on a monthly basis for all committed youth. Quotes were
requested and several responses were received. This quote is the lowest qualified
quote.
The Board reviewed an appointment to the SCPa Works (South Central
Workforce Investment Board). Commissioner Ziobrowski explained that Mr. Williford is
the Director of Human Resources at Volvo and he is a productive and active member of
the board. He recommends approval for him to continue on the SCPa Works Board. On
a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously
approved to appoint Andrew Williford for a term of July 1, 2018 through June 30, 2021.
The meeting was adjourned at 9:44 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
