The Franklin County Commissioners met Tuesday, July 3, 2018, with the
following members present: Robert L. Thomas and Robert G. Ziobrowski. Vice
Chairman Thomas presided and after calling the meeting to order, a Moment of Silence,
and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda. Vice Chairman Thomas announced that
Chairman Keller will not be attending the board meetings this week.
There was no public comment.
The minutes of the June 26, 2018 and June 28, 2018 meetings were reviewed.
These will be decided upon on Thursday, July 5, 2018.
The Board reviewed Agreements, Contracts and Reports. Vice Chairman
Thomas asked for the status of the Jail to Community Treatment Program in relation to
board action #1 an agreement with Keystone Health to continue the program. Carrie
Gray, County Administrator, explained that the DOC grant ended at the end of April and
they anticipate having another round of grant opportunities totaling 3 million across the
Commonwealth. They want to replicate our program in the application process as a
model program. Glenda Helman, Grants Manager, explained there is a vivitrol
conference soon where they will review the Jail to Community Treatment Program model
and explain the grants coming forth. Ms. Gray indicated that Ms. Helman has worked
with the Warden to secure Act 198 funds which is a fee imposed on offenders with drug
and alcohol offenses which is shared 50/50 State/County. She explained further that the
Jail staff along with Drug & Alcohol staff and Keystone Navigators have been able to
enroll people into Medicaid faster so we have not utilized as much as originally planned
from the DOC Grant. Ms. Helman said that each vivitrol shot costs $1,500 so when
Medicaid kicks in and pays for that, it saves us a lot of money. The treatment is for
opioid, alcohol and cocaine addictions. Justin Lensbower from PrimeCare explained
that our model is different in that we start treatment in the jail before individuals get
released into the community. Ms. Gray said that Keystone Health and Pyramid have
been good to work with. They may encounter patients with criminal backgrounds and
were willing to accept the challenge and have risen to the occasion. The item will be
approved Thursday, July 5, 2018.
The meeting was adjourned at 9:41 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
