TUESDAY, JULY 17, 2018
The Franklin County Commissioners met Tuesday, July 17, 2018, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of the July 10, 2018 and July 12, 2018 meetings were reviewed.
These will be decided upon on Thursday, July 19, 2018.
The Board reviewed Agreements, Contracts and Reports. Glenda Helman,
Director of Grants Management, provided an overview of board action item # 2, grant
application for the Emergency Solutions Grant (ESG) to provide funding to South Central
Community Action Program, Maranatha/Candleheart and Waynesboro Human Services
that would provide essential services to homeless individuals and families in Franklin
County. Craig Newcomer, Executive Director of Maranatha, explained the programs that
the grant will fund for Maranatha and Candleheart. Ms. Helman noted that each agency
will match the grant award dollar-for-dollar. Denise Esser, Director of Waynesboro
Human Services, explained the programs that the grant will fund for Waynesboro Human
Services, Waynesboro Welfare Association and Waynesboro Area Human Services
Council. Commissioner Thomas stated there is collaboration and the County is engaged
and capa
community better. Commissioner Ziobrowski commented that they are the first
responders for housing services so he thanked them for their service. The following
items were approved today while the remaining items will be approved Thursday, July
19, 2018.
The Board reviewed Grants/Human Services matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Grant
Application to the Pennsylvania Department of Community and Economic Development
for the Emergency Solutions Grant (ESG) in the amount of $623,943.00 to support
South Central Community Action Program (SCCAP), Maranatha/Candleheart, and
Waynesboro Human Services. These agencies provide essential services to homeless
individuals and families in Franklin County. Grant funds will cover operating costs, case
management, financial assistance, homelessness prevention, street outreach and rental
assistance for eighteen months (anticipated January 2019 through June 2020).
The Board reviewed Risk Management matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the Chairman of
the Board to execute the quote from AUTOClear, LLC for repair of the x-ray machine
unit at the Administration Annex for an estimated cost of $4,725.00. The County will
only be invoiced for parts used.
The Board reviewed additional Risk Management matters. On a motion by
Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the
Chairman of the Board to execute the Maintenance Agreement between the County of
Franklin and AutoClear, LLC to provide preventative maintenance checks of five x-ray
scanners owned by the County to include inspection, adjustments, cleaning and re-
calibration, report showing condition of equipment, and radiation survey. The agreement
is at a total cost of $3,000.00 per year. Either party may terminate the agreement with
30-day written notice.

Christy Unger, Director of Programming at Healthy Community Partnership, and
Karen Johnston, Executive Director at Healthy Community Partnership, provided a

presentation on the 2017 PA Youth Survey Data (PAYS) that provides survey data of 6,
ththth
8, 10 and 12 graders at all Franklin County school districts. The surveys are
experiences concerning alcohol, tobacco, other drugs and violence. Ms. Johnston
explained how helpful it is to ha
thanked the Board for making that happen. They now have participation in all the school
districts. She continued that 75% of students in the selected grades participated and
less than 1% of surveys were eliminated for dishonest or incomplete surveys. Ms.
Unger provided information on the data from the survey and explained that vape use is
increasing among youth mainly due to the many fruity or bubblegum flavors that are
offered but most youth are unsure of what they are vaping. She reported that alcohol is
the most widely used in every grade and marijuana use is higher in 12th graders. She
explained that prescription narcotics are on the rise and that more education is needed .
Adults should to lock up all prescriptions in their household. Karen Johnston provided
information on Chambersburg Cares, an organization that engages community members
and aligns resources to promote healthy youth behaviors and reduce substance use and
other risk factors. Ms. Johnston stated that the Chambersburg Cares priorities include:
underage drinking, tobacco/vaping, prescription narcotics, low commitment to school
and youth depression. Their current initiatives include: Parents Who Host campaign,
alcohol retailer outreach, Power of Parents, vaping awareness campaign, PAStop
campaign and Teens for a Better Tomorrow (Youth Advisory Board). The group meets
the first Tuesday of every month at 12 p.m. at the Coyle Free Library. Ms. Johnston
encouraged everyone to get involved and attend the meetings. Chairman Keller thanked
Ms. Unger and Ms. Johnston for their presentation and that the information is important
especially for getting grants. Commissioner Thomas said that the information is
beneficial to him and it is very important that the community hears this information.
Commissioner Ziobrowski asked why narcotics is not included in the presentation. Ms.
Unger responded that the numbers are very low, practically non-existent and that
cocaine is higher than heroin in the data. She explained further that early initiation
substances including alcohol, inhalants, and marijuana are the first substances that are
used. Chairman Keller responded that our children are our future and this survey gives
us a glimpse into their lives and that the healthier and safer they are the more likely they
are to be successful in school.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to enter an executive session at 10:40 a.m. this date for the
purpose to review real estate matters. No action will be required after the executive
session. The Board reconvened into regular session at 10:58 a.m.
The meeting was adjourned at 10:59 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
