TUESDAY, SEPTEMBER 4, 2018
The Franklin County Commissioners met Tuesday, September 4, 2018, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of the August 28, 2018 and August 30, 2018 meetings were
reviewed. These will be decided upon on Thursday, September 6, 2018.
The Board reviewed Agreements, Contracts and Reports. Noll Wilt, ITS Director,
was present to explain board action item #4, the purchase of replacement data storage
hardware from Candoris. The following item was approved today while the remaining
items will be approved Thursday, September 6, 2018.
Mary Beth Shank, County Solicitor, explained that the County acquired a B&O
Hopper railroad car during the acquisition of the property on Hood Street. Mr. Hart was
looking for the best use for the railroad car and was contacted by the Cumberland Valley
Rail Trail Council to include the car as part of a museum in Shippensburg. They are
happy to move the car at their expense. Ms. Shank explained the resolution that is
before the board today and said that it would authorize the County to donate the
Stanton explained that he was part of the group that started the railroad museum in
Shippensburg that will open this month and they will have an open house next month.
He continued that this railroad car will be placed next to the Shippensburg University
steam plant where the coal would have been unloaded so this will show the historical
context on the rail trail. The Commissioners thanked Mr. Stanton and Mr. Stahlman for
their efforts and all that they do. On a motion by Robert G. Ziobrowski; seconded by
Robert L. Thomas; unanimously approved Resolution #2018-08 authorizing the donation
of the B&O Hopper Railroad car to Cumberland Valley Rail Trail Council, which is
attached and made a part of these minutes.
The meeting was adjourned at 9:48 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
