TUESDAY, NOVEMBER 13, 2018
The Franklin County Commissioners met Tuesday, November 13, 2018, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. The Board attended the Prison Board meeting at the Jail. Chairman Keller
presided and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance, proceeded with the business of the day.
Chairman Keller asked to amend the agenda to move the proclamation to the
head of the meeting and to include an award/reject for the purchase of fencing to the
agenda. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The Board was asked to consider Proclamation 2018-20 on the Importance of
Executive Director of TMCA, explained the history and how they have achieved great
success since the beginning of the program. She continued that the c
been integral along with the support of the Commissioners from both Franklin and Fulton
Counties. They are improving the quality of services in both counties and have made
the system a lot better for the clients in the programs. Chairman Keller introduced Shelly
Schwartz who is Chairman of the TMCA Steering Committee and Jim Laughman,
President of PerformCare and ID/IDD Solutions, and gave them a chance to say a few
words. Mr. Laughman said they appreciate the partnership with the County and that the
relationship has been great with TMCA. Chairman Keller responded that PerformCare
has been a great partner with the network that has developed in both counties. They are
also a great partner in the community with most recently making a contribution to the
PerformCare provided support and it cost no tax dollars and it was a huge event. He
said that Sherri Plummer, prior commissioner, saw the vision of this program. It brought
the cost of services down and PerformCare brought services to us that we are able to

staff and Jim and his staff for all they do. Commissioner Ziobrowski wanted to
complement Missy and her staff. He continued that a few years ago Governor Wolf
provided more funds for Medicaid and more people are being served. Chairman Keller
said that more people are being served because of the expansion. Normally
down and it was impactful in Central PA. When Medicaid expanded it brought a lot of
help to our county and individuals with need for mental health and co-occurring
treatment services. With Healthchoices being funded by Medicaid we have to be
cognizant of that. We are providing more services to more people because of the efforts
of good people like Missy and her staff and the partnership with Fulton County and
PerformCare. Representatives from the Mental Health Association, Drug & Alcohol, PA
these programs, including the person-centered decision-making, and how they are
helping individuals in the community. On a motion by Robert G. Ziobrowski, seconded
by Robert L. Thomas; unanimously approved to sign Franklin County Proclamation
#2018-20 proclaiming the importance of Pennsylvania Behavioral HealthChoices
Medicaid Program and that the attached proclamation be made a part of these minutes.

This was the date to award/reject the bids for Franklin County Judicial Center
Construction Fence. John Hart, Project Manager is recommending approving the Notice
of Intent to Award to Long Fence and upon the return of proper documents he will
forward the Notice of Award and Notice to Proceed for approval to keep the project
moving. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to award the bid to Long Fence for a total bid price of $20,975.00
for the 8 foot high fence. This proposal is the lowest responsive bidder.
Sarah Hamel, Wellness Coordinator, along with a few members of the Wellness
Committee were present to provide a fundraising check to Sharon Brosious from the
Cumberland Valley Breast Care Alliance. Ms. Hamel explained that in October, the
County raised $1,658 through fundraising. Sharon Brosious thanked everyone and
noted how she enjoys working with the County and participating in the walk/run that was
held. Ms. Brosious explained that all money raised stays locally and 98% of every dollar
raised goes to help someone with breast cancer. Chairman Keller asked how many are
from 140-160 residents. She said they have their free mammogram program where 118
individuals participated and 8 women and 1 man were diagnosed with breast cancer.
She said that even men can get breast cancer. She explained that they gave over
Ziobrowski noted that this is near and dear to his heart since his wife is a breast cancer
survivor. He indicated that he had participated in the cycle ride. Ms. Brosious said if

On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved the bills presented and ordered paid.
The minutes of the November 8, 2018 meeting were reviewed. These will be
decided upon on Thursday, November 15, 2018.
The Board reviewed Agreements, Contracts and Reports. The items will be
approved Thursday, November 13, 2018.
Phil Tarquino, Planning Director, was present to provide the Franklin County
Tourism and Quality of Life Enhancement Grant Committee recommendations. Mr.
Tarquino explained the committee consists of Carrie Gray, Steve Nevada, Teresa
recommendations for the hotel tax funds: $1,200 to Amberson Valley Historical Society
to be used towards a book of history of Amberson Valley; $20,000 to Capitol Theatre
Center to be used for upgrades for electronics, lighting, food service equipment,
restrooms equipment and event furnishings; $10,000 to Chambersburg Volunteer
to be used for building repairs; $20,000 to Conococheague Institute
for the Study of Cultural Heritage to be used for the Davis-Chambers House structural
repairs; $25,259 to Fort Loudon (Peters Township Supervisors) to be used for timber
frame guild project for reconstruction of the basions of historic Fort Loudon; $12,000 to
Historic Letterkenny Chapel and FC Veterans & 911 Memorial Park to be used to repair
decorative masonry on Letterkenny chapel bell tower and place a/c, and install camera
system; $14,000 to Greencastle Area Youth Foundation to be used for high line train
station restoration plus displays; $20,000 to Mainstreet Waynesboro, Inc. to be used for
the 21 W Main Street Redevelopment Project; $1,600 to Mont Alto Historical Society to
be used for setup of society headquarters; $941 to Waynesboro Area Industrial Heritage
Trust to be used to update museum hardware and software. The following is the

and $87,824 to the Borough of Waynesboro to be used for the Renfrew trail system
improvement project. The Board finds these recommendations acceptable. On a
motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved
the recommendations as presented by Mr. Tarquino.
The meeting was adjourned at 10:50 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
