TUESDAY, NOVEMBER 27, 2018
The Franklin County Commissioners met Tuesday, November 27, 2018, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of the November 20, 2018 meeting was reviewed. These will be
decided upon on Thursday, November 29, 2018.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas asked Jean Byers, Deputy Chief Clerk, to explain action item #3, HAVA Election
Security Grant. Ms. Byers explained that the State has allocated money for all counties
but we have to request the funds. She continued that they have allocated the funds
based on our registered number of voters. Our allocation is $152,000 that we can use to
so they are available if we have to purchase new equipment. Chairman Keller said that
was his understanding also and our equipment is more than capable of serving us for a
few more years but the opportunity for grant dollars is appreciated and when we need to
upgrade, we can use these funds. Commissioner Thomas said that this is the number
one focus at CCAP, and there are thoughts that some counties are already using paper
ballots and there is nothing wrong with the equipment so counties were hoping to wait
several more years before replacing their equipment. The following items were
approved today while the remaining items will be approved Thursday, November 29,
2018.
The Board reviewed Election matters. On a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas; unanimously approved the Notice of Intent to
Pennsylvania Department of State, Bureau Commissions, Elections and Legislation
requesting HAVA Election Security Grants funds in the amount of $152,626.04 to assist
in the purchase or lease of a new HAVA compliant voting system.
The Board reviewed Emergency Services matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the motion to
approve the grant agreement between the County of Franklin and Pennsylvania
Emergency Management Agency (PEMA) for Radiological Emergency Response Funds
(RERF) in the amount of $6,585.00, for the period of July 1, 2018 through June 30,
2019. This provides funding for the development of a detailed nuclear emergency
response plan for areas surrounding nuclear generation facilities through incident
training and purchase of specialized radiation instruments and supplies.

The meeting was adjourned at 9:41 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
