TUESDAY, DECEMBER 4, 2018
The Franklin County Commissioners met Tuesday, December 4, 2018, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of the November 27, 2018 and November 29, 2018 meetings were
reviewed. These will be decided upon on Thursday, December 6, 2018.
The Board reviewed Agreements, Contracts and Reports. John Thierwechter,
Director of Emergency Services, provided an update on the South Central Intercounty
Communications Network (SCICNet) initiative. He explained that in early 2018 he met
with the Board to request partnering with Dauphin and Adams County in moving the
regional radio system to SCICNet that will provide better redundancy and it will save the
County about $1.3 million over seven years. He continued that the ordinance was
approved by the Board on May 10, 2018, with Dauphin County shortly after that and
Adams County approving their ordinance in. He explained that we were awarded
$154,000 from PEMA toward this project which will be approved by the Board on
Thursday. These funds will cover the maintenance expenses for a year. Mr.
Thierwechter said that there could be additional counties that may get involved in the
future which would provide us additional cost savings. Commissioner Thomas said that
users of the 911 system will not see any difference. Chairman Keller pointed out that
any
additional funding we obtain will help. The following items were approved today while
the remaining items will be approved Thursday, December 6, 2018.
The Board reviewed Human Services Administration matters. On a motion by
Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the
Chairman of the Board to execute the agreement between the County of Franklin and
Team LMI Hiring Services to provide hiring consulting services to be used in filling the
Mental Health/Early Intervention/Intellectual and Developmental Disabilities
Administrator position at a cost of $2,175.00.
The Board reviewed ITS matters. On a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas; unanimously approved for the Chairman of the Board to
execute the Business Service Order Agreement between the County of Franklin and
Comcast Business to move voice service from CenturyLink to Comcast Business
services and move the service from Ag Heritage Building to the Human Services
Building on Franklin Farm Lane at a cost of $508.95 per month. Moving this service will
reduce the complexity and the amount of equipment needed to support that service.
The Board reviewed additional ITS matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the Chairman of
the Board to execute the Business Service Order Agreement between the County of
Franklin and Comcast Business to move voice services at the Greencastle Magisterial
District Judge Office from CenturyLink to Comcast Business services at a cost of
$214.70 per month. This will combine voice and internet into one bill from one provider.

On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to enter an executive session at 9:45 a.m. this date for the
purpose to review potential litigation matters. No action was required after the executive
session. The Board reconvened into regular session at 10:19 a.m.
The meeting was adjourned at 10:20 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
