THURSDAY, DECEMBER 13 2018
The Franklin County Commissioners met Thursday, December 13, 2018, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved all bills presented and ordered paid.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved the minutes of the December 4, 2018 and December 6, 2018
meeting.
The Board reviewed Children & Youth matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the supplemental
appropriation in the amount of $786,450.00 to increase the revenue and corresponding
expenditures for additional State, Federal, and Program Income received during
calendar year 2018.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the lease
agreement between the County of Franklin and the Pennsylvania State University to
lease the stable, indoor arena, two outdoor arenas, pasture, Franklin Farm Lane Barn
facility and garden areas all located on the east side of 191 Franklin Farm Lane,
Chambersburg at a cost of $1.00 per year for the period of January 1, 2019 through
December 31, 2020.
The Board reviewed Court Administration matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the Chairman of
the Board to execute the quote from Keyser Consulting Group for the purchase of one
Polycom unit for Court of Common Pleas and ten Polycom real presence applications for
Magisterial District Judges at a cost of $6,148.94. Cost of the purchase will be
reimbursed by AOPC grant funds.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved the correction to the action taken on 11/8/18 for Court
Administration for a quote from Keyser Consulting Group for the purchase of a Polycom
video conferencing unit at a cost of $10,519.60. Cost of the purchase will be reimbursed
by AOPC. This will correct the description of the purchase from a Polycom video
conferencing unit to the purchase of a video conference bridge. The bridge allows
multiple video conference calls to be routed through ITS. This is a correction to the
board action product description only, there is no change to the quote.
The Board reviewed Early Intervention matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the Supplemental
Appropriation in the amount of $51,630.00 to transfer unspent 2017 funds for fiscal year
2017-2018 to calendar year 2018 for expenditures.
The Board reviewed Grants/Veterans Affairs matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the Chairman of
Veterans Trust Fund grant in the amount of $20,000.00 to cover costs associated with
dog training services for Operation Save A Vet, Save A Pet for the term of June 1, 2019
through June 1, 2020.
The Board reviewed Human Resources matters. Harold Wissinger, Controller,
was present to express his support for the resolution relating to self-funded dental
insurance program. He explained that his office has been working with Human
Resources and County Administration and they are in support of this action and even
looked at how this would lower the costs and also to evaluate how the process works
and gain a better understanding of the process with the potential of doing this for health
insurance. He understands with the additional savings there can be additional risks so
he wanted to see how it operates. His office is willing to work with the group on it being
successful and sees it as a win for the County. On a motion by Robert G. Ziobrowski,
seconded by Robert L. Thomas; unanimously approved the consideration of a resolution
to authorize the payment of certain ongoing claims related to the County's self-funded
dental insurance program.
The Board reviewed additional Human Resources matters. On a motion by
Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the
Chairman of the Board to execute the contract between the County of Franklin and
Penncares Support Services to provide five compassion fatigue trainings at $400 per
training, which will focus on compassion fatigue; differentiate burnout vs. compassion
fatigue; secondary traumatic stress related to various traumatization from repeated
exposure to traumatic material. There will be a mix of lecture, activities and video. The
trainings will last approx.2-3 hours and all of the trainings will take place in 2018. The
county will also reimburse the presenters for mileage and food, not to exceed $400.
The Board reviewed Human Services Administration matters. On a motion by
Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the
supplemental appropriation in the amount of $20,141.00 for the Human Services
Development Fund to transfer unspent 2017 budget for fiscal year 2017-2018 into
calendar year 2018 for expenditure.
The Board reviewed Planning matters. On a motion by Robert G. Ziobrowski,
seconded by Robert L. Thomas; unanimously approved the agreement between the
County of Franklin and Amberson Valley Historical Society to award $1,200.00 from the
Hotel Tax Fund. Grant funds will be used for publishing a book on the history of
Amberson Valley, for the period of December 13, 2018 through December 31, 2019.
The Board reviewed additional Planning matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the agreement
between the County of Franklin and Capitol Theatre Center to award $20,000.00 from
the Franklin County Tourism and Quality of Life Enhancement Grant, utilizing the
Theatre, for the period of December 13, 2018 through December 31, 2019.
The Board reviewed additional Planning matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the first amendment
to the 2017 Franklin County Tourism and Quality of Life Enhancement Grant between
the County of Franklin and the Franklin County Historical Society for the climate control
for the Old Jail project. This amendment is to extend the original agreement to
December 31, 2019. All other terms and conditions of the original agreement will remain
in full force and effect.
The Board reviewed additional Planning matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the agreement
between the County of Franklin and Historic Letterkenny Chapel and Franklin County
Veterans and 911 Memorial Park to award $12,000.00 from the Franklin County Tourism
funds will be used for repairs to the bell tower, replacement of the air conditioning
system and installation of interactive cameras, for the period of December 13, 2018
through December 31, 2019.
The Board reviewed Planning matters. On a motion by Robert G. Ziobrowski,
seconded by Robert L. Thomas; unanimously approved the agreement between the
County of Franklin and MACWell to award $5,625.00 from the Franklin County Tourism
and Quality of Life Enhancement Grant, utilizing the Marcellus Shale funds. Grant funds
will be used for signage for Johnstons Run Streamside Trail, for the period of December
13, 2018 through December 31, 2019.
The Board reviewed additional Planning matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the agreement
between the County of Franklin and Mainstreet Waynesboro, Inc. to award $20,000.00
from the Franklin County Tourism and Quality of Life Enhancement Grant, utilizing the
Redevelopment Project, for the period of December 13, 2018 through December 31,
2019.
The Board reviewed additional Planning matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the agreement
between the County of Franklin and Mont Alto Historical Society to award $1,600.00
from the Franklin County Tourism and Quality of Life Enhancement Grant, utilizing the
headquarters, for the period of December 13, 2018 through December 31, 2019.
The Board reviewed Risk Management matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the quote from
Everbridge, Inc. to implement an internal mass notification system which will be used by
Administration, DES, Commissioner's Office and Risk Management for immediate
notification of incidents and/or events that affect county employees, departments,
buildings and operations, at a cost of $75,166.79 for the period of December 13, 2018
through December 31, 2023. A RFP was issued for this service, three companies
responded, and Everbridge provided the best qualified proposal.
The Board reviewed Tax Services matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the quote from SSS
Printing to prepare and print the county tax bills for 2019 in the amount of $5,677.00
Request for quotes were requested with 2 responses. SSS Printing was the lowest
qualified quote
In accordance with PA Acts 14, 67, 68 and 127 notifications, Falling Spring
Environmental Services, Inc. notified the County of a Pennsylvania Department of
Environmental Protection NPDES permit application being applied by Harman Snack
Group, Inc. for discharges of stormwater associated with the Wastewater Treatment
Facility on property located in Antrim Township.
Justin Slep, Director of Veterans Affairs, was present to provide a certificate of
completion to a service dog and her handler, Charles Martin who is a veteran of the
Korean Conflict. Mr. Slep provided an update on the program and that there are 10
dogs that are currently in training. There is one more dog that will be getting placed in
the next few months. They are also in the process of teaming up two more veterans with
program dogs. Mr. Slep explained that the service dog named Abby is a 3 year old
chocolate lab mix who was trained by Helen Carlson with Good Dog Training. She
completed her required testing in November. Helen Carlson said she is always honored
Commissioner Thomas said that these programs are getting more recognition due to
orrectional
Institute in Hagerstown, MD. He asked Ms. Carlson how a dog adjusts when something
Carlson explained that dogs are very resilient and can transition very well. The Board
presented Mr. Martin with a plaque and thanked him for his service.
The meeting was adjourned at 9:54 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
