THURSDAY, JANUARY 9, 2020
The Franklin County Commissioners met Thursday, January 9, 2020, with the
following members present: David S. Keller, John T. Flannery and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; approved the
minutes of the December 31, 2019 and January 2, 2020 meeting.
The Board reviewed Children and Youth matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved the list of
Subsidized Adoption Assistance Agreements on behalf of the Franklin County Children
and Youth Department to provide a subsidy to adoptive parents to be used for adoptive
children, for the period of October 1, 2019 through December 31, 2019. Contract listing
is maintained for proper accounting of all contracts.
The Board reviewed Coroner Office matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved the lease agreement
between the County of Franklin and Jeffrey and Phoebe Conner for the lease of office
space, to conduct Coroner business at 1497 Loudon Road in Chambersburg at a cost of
$325.00 per month, for the period of January 1, 2020 through December 31, 2020.
The Board reviewed Grants/ CJAB matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved the amendment #1 to the
contract between the County of Franklin and Gaudenzia dated December 27, 2018 to
provide a Good Wolf Treatment Court Case Manager. This amendment is to extend the
contract through December 31, 2019. All other terms and conditions of the original
contract will remain in full force and effect.
The Board reviewed Grants Management matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved the Project
Modification to PA Commission on Crime and Delinquency for grant #29317,
Endowment Act Child Advocacy Centers to fund the new Executive Director and
departure.
The Board reviewed Planning matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved the for the Chairman of the
Board to execute the Certification of County Funds for 2020 Program Year for total funds
in the amount of $150,000.00 for purchasing agricultural conservation easements.

The Board reviewed Reentry Service Center matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and Mental Health Association of Franklin and Fulton
Counties to provide peer support services for Case Assisted Re-Entry (CARE) program
participants who do not have active insurance. This agreement is at a cost of $3,000.00
for the term of January 1, 2020 through December 31, 2020.
The Board reviewed Tax Claim matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved to accept bids on the
repository list made by Mariela Contreras in the amount of $100.00 to purchase a mobile
home, located in Chambersburg and UMH Properties, Inc. in the amount of $100.00 to
purchase a mobile home in Chambersburg.
The Board reviewed an appointment to the Franklin County Library Board.
Chairman Keller said that Sue McLaughlin was a previous Library Board member and
her appointment would fulfil the requirement of appointing a member from the
Chambersburg area. On a motion by John T. Flannery, seconded by Robert G.
Ziobrowski; unanimously approved to appoint Sue McLaughlin to the Library Board for a
term of January 1, 2020 through December 31, 2021.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski;
unanimously approved to enter an executive session at 9:45 a.m. this date for the
purpose to review real estate and potential litigation matters. No action will be required
after the executive session. The Board reconvened into regular session at 11:40 a.m.
The meeting was adjourned at 11:42 a.m. with a motion by John T. Flannery;
seconded by Robert G. Ziobrowski.
