TUESDAY, FEBRUARY 4, 2020
The Franklin County Commissioners met Tuesday, February 4, 2020, with the
following members present: David S. Keller, John T. Flannery and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by John T. Flannery;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of the January 28, 2020 and January 30, 2020 meetings were
reviewed. These will be decided upon on Thursday, February 6, 2020.
The Board reviewed Agreements, Contracts and Reports. Chairman Keller
asked for more explanation on item #4, Triad Engineering agreement. John Hart,
Project Manager, explained that the proposal is for soil testing due to the contractor
finding soils that are unsuitable at the Elks demo site on the east end of the property.
Mr. Hart continued that based on the determination by Triad the contractors will
excavate what they need to and then backfill to have a stable subsurface for the parking
lot or whatever it will be used for in the future. He said that we need Triad to take a look
at it to make sure what they are taking out and putting back in is adequate.
Commissioner Flannery noticed the solicitor agreement on the list, and he asked if we
have a standard that we are able to require all row officers to monitor the hours or have
a county practice. Can we hold that true for Jeff Conner also? Carrie Gray explained
capabilities with tracking hours using software or provide them with a template to use.
Chairman Keller asked for more information on action #1 for Adult Probation who is
looking at a new vendor to provide electronic ankle monitoring services. Ms. Gray
explained that this would be a new vendor to provide ankle monitoring bracelets to
individuals. She continued that even though it states General Fund will pay for this
service there is the opportunity to claim costs from the offenders. Chairman Keller
asked for more information on items 7 & 8, supplemental appropriations. Teresa
Beckner, Fiscal Director, explained the one supplemental deals with record improvement
funds and funds collected by elected officials. We have always added these to the
books after the fact but new GASB (Government Accounting Standard Board) rules
changed that we need to add throughout the year. Because of the County Code we
the elected official. Ms. Beckner continued that the other supplemental is to account for
mostly from increased activities
that include human service programs and insurance programs for employee benefits.
The following item was approved today while the remaining items will be approved
Thursday, February 6, 2020.
The Board reviewed Commissioners Office matters. On a motion by Robert G.
Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of
the Board to execute the proposal from Triad Engineering, Inc. to provide construction
observation and testing services at the Chambersburg Elks Lodge site at an estimated
cost of $4,320.00.
On a motion by Robert G. Ziobrowski; seconded by John T. Flannery;
unanimously approved to enter an executive session at 9:47 a.m. this date for the
purpose to review real estate matters. No action will be required after the executive
session. The Board reconvened into regular session at 10:55 a.m.
