HomeMy WebLinkAbout2019-09-12 Addendum to Meeting Minutes Human Services Block Grant Addendum to the 9/12/19 Meeting V. Fiscal Year 18/19: Review of Non-expensed Monies and Discussion of Requests for Utilization Strengthening Families Program (HSDF) = Healthy Communities Partnership (HCP) has proposed the amount of $18,000, with the estimated number of individuals to be served is 120. An email was sent out on September 17, 2019 requesting a funding request to approve to fund Healthy Communities Partnership (HCP) for $18,000 to provide two (2) cohorts Strengthening Families engagement programs. September 20, 2019, the final email was sent out with the tabulated votes of the six (6) voting members. This resulted in a tie vote of three (3) Yes and three (3) No to fund the Strengthening Families Program requested by Healthy Communities Partnership. As per our current by-laws for the Franklin County Human Services Block Grant, Stacie Horvath’s position, as the Human Services Administrator, will be responsible to cast the tie-breaking vote for matters such as these funding requests. In this matter, Stacie’s vote was yes to approve the Strengthening Families funding request for this fiscal year. This is the second year for funding this program and a discussion will be held with Healthy Communities Partnership that Block Grant has an expectation of sustainability through other funding sources as to not annually rely upon HSBG monies as a continuous source of funding. This is the same expectation for any requestor of Block Grant funds and this caveat is detailed in the Human Services Block Grant (HSBG) funding request form which is completed by those asking for assistance. Stacie also noted, that she had heard from each of the voting members in regards to accountability and responsibility for the public dollars utilized on programs and services. Human Services Administration is in agreement that we must continuously improve our quality efforts by moving forward with enhanced efforts to request, collect, disseminate and study specific data measurements and benchmarks for each HSBG funded projects and initiative.
