WEDNESDAY, JULY 22, 2020
The Franklin County Commissioners met Wednesday, July 22, 2020, with the
following members present: David S. Keller, John T. Flannery and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of the July 15, 2020 meeting were reviewed. These will be decided
upon in the afternoon approval session.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Ziobrowski asked for more clarification on items one and three. Stacie Horvath, Human
Services Administrator, explained item #1 is a grant agreement with PA Department of
Aging which was pre-COVID to continue the CoPilot program that is currently in a few
centers. This grant would allow the remaining centers to have the CoPilot program
installed. Ms. Horvath continued that the second piece of the grant is to assist with
adding additional activities in the Centers Without Walls to encourage more seniors to
attend the senior center activities. The plans are moving forward to utilize the money for
more outdoor activities to keep social distancing and to slowly get folks back to the
centers but with outside activities. Sandra Bolinger, Community Services Director,
explained further that we may ask the State for funds to be used for more virtual or to
modify the request for more outdoor activities since this grant was written pre-COVID.
Ms. Bollinger provided more details on the CoPilot program. Tim Atherton and Tony
Padilla from AllCom provided more information on the proposal for the new Milestone
surveillance system that will integrate two systems together which would be the best
direction for the County going forward. This system would include all cameras for
Archives, New Judicial Center and Administration buildings. The items will be approved
in the afternoon approval session.
Mark Orndorf, County Solicitor, met with the Board to explain the need for a
Radio Repeater Ordinance. He explained the reason for the ordinance is due to Antrim
Township having concern that some of the warehouse structures in Antrim Township
may not have radio capabilities inside their buildings. Mr. Orndorf explained further this
is in line with County Code and it will ensure the emergency response team has
adequate radio coverage. This ordinance that is drafted applies to new construction and
it will enhance emergency network capabilities. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved to proceed with advertising of
the Ordinance and approval at the next Commissioners meeting.
The Board reviewed appointing an individual to the Franklin County Board of
Assessment Appeals Board. Chairman Keller said that Nicole Scott is a professional in
the real estate business and he recommends her appointment but not only because of
her real estate experience she will also provide some gender diversity on the Board. On
a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously
approved to appoint Nicole Scott for the term of July 22, 2020 through December 31,
2023. Commissioner Ziobrowski wanted to mention that the County received three
qualified applicants and he hopes if another appointment would be needed in the future
that they would consider that appointment.

The Board discussed appointing an individual to the AMERICA250PA committee.
Chairman Keller explained that the committee was established by the Governor and
th
legislature to plan for the 250 anniversary of the founding of the United States which
will occur in 2026. He explained that the County advertised to the general public and we
received four applicants. All applicants were qualified but he feels that Janet Pollard
from the Visitors Bureau would be the best fit for this committee. On a motion by Robert
G. Ziobrowski, seconded by David S. Keller; unanimously approved to appoint Janet
Pollard to the AMERICA250PA committee. Commissioner Flannery asked for further
discussion and that he has gone back and forth on this appointment and he has received
a lot of feedback by email and letters about appointing Robert Thomas to the committee.
He asked if the State could appoint someone down the road for Franklin County for a
different appointment. Chairman Keller responded that was his understanding.
The Board recessed and will reconvene at 1:00 p.m. for final approval of the
items that were reviewed.

There was no public comment.

unanimously approved all bills presented and ordered paid.

unanimously approved the minutes of the July 15, 2020 meeting.
The Board reviewed Aging Office matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved the grant agreement
between the County of Franklin and PA Department of Aging to allocate $40,448.00 in
funds to be appropriated for the development and improvement of our Senior Centers by
implementing the CoPilot system into the (5) remaining Senior Activity Centers for data
management and to provide equipment and advertising for the Centers Without Walls
(CWOW), a fluid mobile program that engages, educates and provides activities for
seniors.
The Board reviewed Commissioners Office matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved Resolutions
#2020-11 and #2020-12 to authorize the County Administrator and Assistant County
Administrator to be the authorized signatories for agreements, notifications and invoices
(ECMS) and required Reimbursement Agreement System.
The Board reviewed Risk Management matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved the proposal from
AllCom Global Services for the new robust Milestone surveillance system at a cost of
$59,624.57. The system is being installed for the camera systems in our new
construction buildings, at present. As surveillance systems are upgraded at the Jail and
existing county facilities, they will be migrated over to this new system, as well.
In accordance with PA Act notifications, St. Thomas Development, Inc. notified
the County of a Pennsylvania Department of Environmental Protection General Renewal
NPDES Permit being applied for St. Thomas Development Quarry located in St. Thomas
Township.

Teresa Beckner, Fiscal Director and John Frey, Director of PFM Financial
Advisors were present to provide information to the Board on debt refinancing request
for proposals. Mr. Frey explained that a little over a month ago he met with the Board to
discuss refinancing some bonds for the County. They received great responses. After
sending requests for proposals to 20 banks they received 7 bids which was a great
result. He continued that the interest rates have remained stable. Mr. Frey provided the
board with more information on the debt summary of all bonds that the county pays on
its debt, summary of the bids received. The lowest overall interest rate was Chase Bank
and he explained the two bids they provided. He continued there was a big range
difference in the lowest bid provided by Chase and the next lowest bidder. Mr. Frey
th
explained that the interest rates will be locked in the morning of July 29then the Board
can pass the ordinance at the Commissioners meeting that afternoon. He feels that the
rates will remain stable in the next week. He recommends option 1A since that will save
the county $385,879. He will work with bond counsel on advertising the ordinance and
paperwork and next Wednesday he will make sure the rate is locked in. The Board
informed Mr. Frey to proceed with the ordinance.
