HomeMy WebLinkAbout2020-09-09 Commissioner Minutes WEDNESDAY, SEPTEMBER 9, 2020 The Franklin County Commissioners met Wednesday, September 9, 2020, with the following members present: John T. Flannery and Robert G. Ziobrowski. Vice Chairman Flannery presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved to adopt the agenda. Commissioner Flannery announced that Commissioner Keller is unable to attend due to personal reasons. There was no public comment. The minutes of the September 2, 2020 meeting were reviewed. These will be decided upon in the afternoon approval session. The Board reviewed Agreements, Contracts and Reports. The items will be approved in the afternoon approval session. The Board reviewed information presented by Christy Unger, Franklin/Fulton Drug & Alcohol Administrator; John Lloyd f State - Mont Alto and District Attorney Matt Fogal regarding the National Recovery Month. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved to sign Franklin County Proclamation #2020-09 proclaiming the month of September as Franklin County Recovery Month and that the attached proclamation be made a part of these minutes. The Board recessed and will reconvene at 1:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 1:00 p.m. There was no public comment. County Administrator Carrie Gray introduced On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved all bills presented and ordered paid. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the minutes of the September 2, 2020 meeting. Ziobrowski; seconded by John T. Flannery; unanimously approved Change Order #19 from Lobar, Inc. to provide GWB enclosures for specific columns plus a credit for time and material $1,083.96 for the new Administration Building. The Board reviewed Human Resource matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved plan year 2021 renewal with Aetna Life Insurance Company for health/prescription insurance coverage for retirees age 65 and older that are eligible under the County's Post Employment Healthcare Policy for the period of January 1, 2021 through December 31, 2021. Rates per member per month have decreased by almost 4%. No change is being proposed to plan design. The cost to the County is based on eligibility criteria for each member and varies slightly from month to month. Continued on page 2 The Board reviewed Information Technology Services matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved an addendum with AccessIT Group for additional licensing for VPN usage. This allows connectivity for employees to work from home and still be able to safely and securely connect to the county network. Up to this point, Checkpoint has given us a 6-month grace period for licensing to cover the increase in need due to COVID19. Now we have to pay for the increased licensing since we continue to have a significant portion of the staff teleworking. The cost for 200 licenses and one year of support is $4280.00. The Board reviewed additional Information Technology Services matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved a quote from Corl Communications in the amount of 8968.85 to run dark fiber lines between the new Archives building and the new Administration Building. It is also to run dark fiber between the new Administration Building and the garage. This will allow the new building to connect to the County's existing data and phone networks. Quotes were received from several vendors with this one being the lowest responsible bid. The Board reviewed additional Information Technology Services matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved an amendment to our contract with Quest Software due to the change in the way they license the backup software we use, RapidRecovery. Due to this license change, we must purchase 13 additional licenses in order to remain compliant and able to backup all our servers. The amendment is for the period of September 2, 2020 through December 31, 2020 at a cost of $21,566.54. The Board reviewed Planning Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved a Subrecipient Agreement between Quincy Township and Franklin County to complete the CDBG FY 2016 Quincy Township - Tomstown Public Water Mainline Extension and Lateral Assistance projects. These projects will extend their main water line an additional 960 feet north-east, starting at the intersection between Tomstown Road and Mentzer Gap Road, to provide a potable water source to 9 families. This agreement has already been approved and signed by Quincy. This agreement is for the period of September 9, 2020 through November 6, 2022 with a total contract amount of $175,527.00.
