HomeMy WebLinkAbout2020-09-30 Commissioner Minutes WEDNESDAY, SEPTEMBER 30, 2020 The Franklin County Commissioners met Wednesday, September 30, 2020, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. The minutes of the September 23, 2020 meeting were reviewed. These will be decided upon in the afternoon approval session. The Board reviewed Agreements, Contracts and Reports. The items will be decided upon in the afternoon approval session. ort Veterans Affairs Director explained how the scholarship utilizes outreach funds. John McPaul, Community Outreach Coordinator, met with school guidance counselors and principals to explain the scholarship and to receive applications from qualified students. The scholarship is open to seniors in high school, college students and spouses who are in need of financial support in pursuing their higher education. He announced that the first recipient is Jacob Troupe who is a 2020 graduate of James Buchanan High School who graduated with highest honors and in the top 1% of his class. His parents are Mark and Kelly Troupe and Angela and Jerome Stanisewski. Mr. Slep said that Ja father, Mark Troupe, is a Franklin County Adult Probation Community Service Coordinator. Mark was a Corporal in the US Marine Corps from 1982-1986, serving as a Field Radio Operator. Mr. Slep explained the activities that Jacob was involved in include: Marching and Concert Band; Indoor Percussion; Drama Club- each for 4 years; National Honor Society Member; Tri-M Music Honor Society Member; Chorus for 4 years; Messa Voce Show Chorus- 4 year member; Varsity Tennis- 4 year member, 3 year Letterman; and Varsity Cross Country- 3 year member, 2 year Letterman. He taken probably the most rigorous course load possible for a student at our th school. Beyond our Honors Academy in 9 grade and almost all of our honors and AP courses, he has also chosen to take multiple dual enrollment courses. attending Virginia Tech majoring in history and is considering a second degree in National Security and Foreign Affairs or Political Science. Jacob is also enrolled as a US He is the recipient of a 4 year ROTC National Scholarship. Upon graduation he will be nd commissioned as a 2 Lieutenant in the US Army with an 8 year service obligation. Continued on page 2 Jacob participated remotely and thanked the Commissioners and Veterans Affairs for the award. He is grateful that they allocated these funds to support individuals like himself who are going to school. He also thanked his dad and stepmom for supporting him. He hopes that this award continues in the future so that other people can have the same opportunity He thanked Mr. Slep for developing this funding to honor folks and to support the work our veterans enough and he has known the Troupe family for some time and he expects nothing less. Commissioner Ziobrowski said that some folks go into the military for time could teach us a lesson in time management. The Troupe family was given a certificate and the check will be mailed to the college that Jacob attends. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to enter an executive session at 11:16 a.m. this date for the purpose to review pending litigation and contract negotiations matters. The Board reconvened into regular session at 12:21 P.M. No action was required after the executive session. The Board recessed and will reconvene at 1:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 1:00 p.m. There was no public comment. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the September 23, 2020 meeting. The Board reviewed Commissioners Office matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved Resolution #2020- 14 for the purpose of extending the period of time for five years for filing an application for exemption pursuant to the Local Economic Revitalization Tax Assistance (LERTA) Program relating to the Borough of Waynesboro LERTA Program adopted by Franklin County, Resolution No. 4 of 2014. The Board reviewed Election matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the amendment to the original request to the County Application for GEMS (Grants for Election Modernization and Security) Program Funds from PA Department of State requesting reimbursement in the amount of up to $28,203.43 for eligible expenses. This amount represents 60% of costs incurred for additional allowable expenditures. Continued on page 3 The Board reviewed GIS matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the quote from ESRI to provide a System-wide upgrade of all GIS infrastructure performed by the software provider. The current system is aging and most software versions or components are aging out of support cycles due to the vendor upgrades. The County needs to upgrade in order to receive support, be able to implement improved security features, handle expanded needs of the county and public, upgrade our aging infrastructure and software so that we can continue offering services, and bring us into compliance with our licensing agreement. This quote is at a cost of $61,039.00. The Board reviewed Human Services Block Grant matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved Fiscal Year 2019-2020 Human Services Block Grant Annual Income and Expenditure Report to PA Department of Human Services, Bureau of Financial Operations. The Board reviewed Managed Care matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the staffing agreement between the County of Franklin and Tuscarora Managed Care Alliance (TMCA) for the period of April 1, 2020 through March 31, 2021, to pay for personnel with payroll and benefits for the administration and oversight of the HealthChoices Behavioral Health Program for Franklin and Fulton County, at a cost not to exceed $600,000.00. Funds will be reimbursed to the County by TMCA. The Board reviewed additional Managed Care matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Tuscarora Managed Care Alliance (TMCA) for the period of July 1, 2020 through June 30, 2023 to pay for IT Services and technical support for the data warehouse at a cost not to exceed $234,729.41. Funds will be reimbursed to the County by TMCA. In accordance with PA Act notifications, Waste Management notified the County of a Pennsylvania Department of Environmental Protection Bureau of Air Quality Permit being applied for the reactivation of an existing landfill gas backup flare located in Greencastle. This was the date to award or reject the bids for the County Bridge Program for rd paving and guiderails that were received at the September 23 Commissioners meeting. Steve Malesker, C.S. Davidson Bridge Engineer explained that the bids were reviewed and he received approval by the County Solicitor. He explained the recommendation is to award for contract No. 1 to Lobar Associates, Inc. for the base bid of $219,759.50 and for contract No. 2 to William Orr & Sons for the low bid of $49,194.50. He explained these are the lowest bids received and the County has worked with Lobar Associates and William Orr & Sons in the past and they both have been successful contractors for the County. Commissioner Ziobrowski asked if the County receives reimbursement for the accidents that caused damage to the guiderails. Mr. Malesker responded that when the driver is identified and a police report is completed to show that the driver is at fault we may get some reimbursement from insurance companies. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to award contract #1 paving bid to Lobar Associates, Inc. for the base bid of $219,759.50 and for contract No. 2, guiderail bid to William Orr & Sons for the low bid of $49,194.50. Continued on page 4 The Board reviewed appointments to the Franklin County Mental Health/Intellectual & Developmental Disabilities/Early Intervention Advisory Board. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to appoint Jessica Pozzuto for a term of July 1, 2020 through July 1, 2023 and Juanita Comp for a term of October 1, 2020 through October 1, 2023. The meeting was adjourned at 1:12 p.m. with a motion by John T. Flannery; seconded by Robert G. Ziobrowski. Carrie E.
