WEDNESDAY, NOVEMBER 5, 2020
The Franklin County Commissioners met Wednesday, November 5, 2020, with
the following members present: David S. Keller, John T. Flannery and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by John T. Flannery;
unanimously approved to adopt the agenda.
Mayor Richard Starliper from the Borough of Waynesboro provided public
done by the Pennsylvania Economy League and the one thing that came out of it was
reassessment. They call it a politician nightmare but they have known for years that this
would come up. The reason is disparity and when the Chief of Police asks for an
additional $400,000 for radios it gets a little harder to find the money.
On a motion by Robert G. Ziobrowski; seconded by John T. Flannery;
unanimously approved all bills presented and ordered paid.
The minutes of the October 28, 2020 meeting were reviewed. These will be
decided upon in the afternoon approval session.
The Board reviewed Agreements, Contracts and Reports. John Hart, Project
Manager, explained the following change orders from Lobar, Inc. for the Judicial Center:
Change Order #32 is to revise door controls to improve the push button capability on the
doors; Change Order #33 is for additional waterproofing membrane in 10 bathrooms.
They thought it would be wise to put more protection down; Change Order #34 is for
additional circuits for lighted hand railing. Commissioner Ziobrowski asked if this could
be done with solar power since it would be cheaper and would not need to add circuits
and wires. Mr. Hart said he will research that option and get back to the Board. The
items will be approved in the afternoon approval session.
The Board recessed and will reconvene at 1:00 p.m. for final approval of the
items that were reviewed.
The Board reconvened at 1:00 p.m.
There was no public comment.
On a motion by Robert G. Ziobrowski; seconded by John T. Flannery;
unanimously approved the minutes of the October 28, 2020 meeting.
Carrie Gray, County Administrator, asked to pull item #3, Change Order #34 from
Lobar, from the actions today for further review based on discussions this morning
regarding using solar lights instead of wired lights.
The Board reviewed Commissioners Office matters. On a motion by Robert G.
Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of
the Board to execute Change Order #32 from Lobar, Inc. to revise hardware at doors
1001A, 1001C, and 1002A to provide electric latch retraction in the non-automatic door
operated leaf at the Judicial Center Project for an increased cost of $1,046.69.

The Board reviewed additional Commissioners Office matters. On a motion by
Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the
Chairman of the Board to execute Change Order #33 from Lobar, Inc. to provide
waterproof membrane under floor tile at specific restrooms at the Judicial Center Project
for an additional cost of $3,430.00.
The Board reviewed Grants/CJAB matters. On a motion by Robert G.
Ziobrowski; seconded by John T. Flannery; unanimously approved amendment No. 3 to
Treatment Court participants. This amendment is to extend the contract through
September 30, 2021 and increase the maximum encumbrance by $6,000. All other
terms and conditions of the original contract will remain in full force and effect.
The Board reviewed additional Grants/CJAB matters. On a motion by Robert G.
Ziobrowski; seconded by John T. Flannery; unanimously approved the Project
Modification Request to PA Commission on Crime and Delinquency to request an
additional $45,904.00 to be utilized to assist the Courts and Criminal Justice
departments with the purchase of PPE during the COVID-19 pandemic.
The Board reviewed Department of Emergency Services matters. On a motion
by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the
Chairman of the Board to execute the proposal from DVL Group, Inc. for a new UPS
system for the back-up center located at the Courthouse Annex for an amount of
$19,385.00 for the period of October 28, 2020 through October 31, 2021.
The Board reviewed Department of Emergency Services matters. On a motion
by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the
Chairman of the Board to execute grant agreement from the PA Emergency
Management Agency for the FFY 2020 State Homeland Security Grant Program in the
amount of $1,331,961.00 for a performance period of September 1, 2020 through
August 31, 2023. Funds are for planning, organization, equipment, maintenance,
training and exercise needs for acts of terrorism and other catastrophic events. Franklin
County is a subgrantee within the South Central Counter Terrorism Task Force, which
includes the counties of Adams, Cumberland, Dauphin, Franklin, Lancaster, Lebanon,
Perry, Schuylkill and York.
The meeting was adjourned at 1:08 p.m. with a motion by Robert G. Ziobrowski;
seconded by John T. Flannery.
