The Franklin County Commissioners met Thursday, January 15, 2009, with
the following members present: Robert L. Thomas, David S. Keller and Robert G.
Ziobrowski. Chairman Thomas presided and after calling the meeting to order, and
the Pledge of Allegiance proceeded with the business of the day.
On a motion by David S. Keller, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
Public Comment was received from Bud Bennett who wanted to make the
Board aware that grants for the Visitors Bureau are still tax payer funds and the
billboard campaign will only benefit the merchants so they should pay for them.
On a motion by David S. Keller, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by David S. Keller, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of January 5, 2009, January 6, 2009 and
January 8, 2009 meetings.
The Board reviewed Children & Youth matters. On a motion by David S. Keller,
seconded by Robert G. Ziobrowski; unanimously approved the Purchase of Service
Agreement between the County of Franklin and Katherine Fitz-Patrick to provide legal
clerking services at a cost of $15.00 per hour not to exceed $15,000.00 for the period of
January 20, 2009 through June 30, 2009.
The Board reviewed FSNRC matters. On a motion by David S. Keller, seconded
by Robert G. Ziobrowski; unanimously approved the Addendum to the Agreement (dated
February 1, 2007) between the County of Franklin and Pharmcare Consultants to extend
the agreement through February 1, 2010 at a rate of $64.00 per hour. All other terms
and conditions of the original agreement will remain in full force and effect.
The Board reviewed MIS matters. On a motion by David S. Keller, seconded by
Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute
the Letter of Agreement between the County of Franklin and the Commonwealth of
Pennsylvania, Office of Administration, Office for Information Technology (OA/OIT) and
Peripherals Plus Technologies, Inc. for annual support of the PA Dynamic Site
Framework (PA DSF) for an annual cost of $3,206.00 for the period of January 1, 2009
through December 31, 2009.
The Board reviewed Planning Office matters. On a motion by David S. Keller,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the Certification of County Funds for 2009 Program Year for total funds
in the amount of $135,000.00 for the purchasing of agricultural conservation easements.
The Board reviewed Planning Office matters. On a motion by David S. Keller,
seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the
County of Franklin and Department of Conservation and Natural Resources of the
Commonwealth of Pennsylvania to participate in the gypsy moth suppression program at
a cost of $21.00 per acre for a maximum of $9,240.00 for the year 2009.

The Board reviewed Property Management matters. On a motion by David S.
Keller, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Service Agreement between the County of Franklin and Ehrlich
Pest Control to provide pest control services at the nursing home at a cost of $273.91
per month for the period of January 1, 2009 through December 31, 2009.
The Board reviewed additional Property Management matters. On a motion by
David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the Service Agreement between the County of
Franklin and Ehrlich Pest Control to provide bio rem services in the dietary department
at the nursing home at a cost of $72.00 per month for the period of January 1, 2009
through December 31, 2009.
The Board reviewed additional Property Management matters. On a motion by
David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the Service Agreement between the County of
Franklin and NAC Divisions to provide semi-annual inspection and annual preventative
maintenance on the fire alarm system at the Courthouse at a cost of $70.00 per month
for the period of January 1, 2009 through December 31, 2009.
The Board reviewed Prothonotary matters. On a motion by David S. Keller,
seconded by Robert G. Ziobrowski; unanimously approved the Contract between the
County of Franklin and Clinton Barkdoll, Esquire to provide contracted attorney services
at a cost of $1,741.00 per year for the period of January 1, 2009 through December 31,
2009.
The Board reviewed Sheriff Office matters. On a motion by David S. Keller,
seconded by Robert G. Ziobrowski; unanimously approved the Contract between the
County of Franklin and Redding Law Office, LLP to provide contracted attorney services
at a cost of $13,354.00 per year for the period of January 1, 2009 through December 31,
2009.
The Board reviewed Visitors Bureau matters. On a motion by David S. Keller,
seconded by Robert G. Ziobrowski; unanimously approved the Professional Services
Agreement between the County of Franklin and Magnum Broadcasting/FM Talk 103.7 to
provide fifty-six, 60 second commercials to promote the upcoming Live and Learn
weekend at a cost of $280.00 for the period of January 15, 2009 through February 27,
2009.
The Board reviewed Visitors Bureau matters. On a motion by David S. Keller,
seconded by Robert G. Ziobrowski; unanimously approved the Professional Services
Agreement between the County of Franklin and Celebrate Gettysburg, Inc. to provide
two full-page, full-color ads in the January/February and March/April issues of Celebrate
Gettysburg magazine at a cost of $2,500.00 for the period of January 15, 2009 through
March 31, 2009.
The Board reviewed Visitors Bureau matters. On a motion by David S. Keller,
seconded by Robert G. Ziobrowski; unanimously approved the Professional Services
Agreement between the County of Franklin and AAA Touch/AAA World Publishing
Group, LLC to provide cone-sixth page, full-color ad in the winter issue of AAA Touch at
a cost of $850.00 for the period of January 15, 2009 through March 1, 2009.
In accordance with PA Acts 14 notification, TB Woods notified the County of a
renewal Pennsylvania Department of Environmental Protection NPDES Permit for non-
contact cooling water on property located in the Borough of Chambersburg.

In accordance with PA Acts 67 and 68 notifications, Brinjac Engineering notified
the County of a Pennsylvania Department of Environmental Protection General Permit 5
and NPDES Water Quality Management Part II Applications being applied for ATMA Lift
station No. 4 Elimination located in Antrim Township.
The Board reviewed Visitors Bureau matters. On a motion by David S. Keller,
seconded by Robert G. Ziobrowski; unanimously approved to award the bid for the
Franklin County Visitors Bureau 2009 Billboard Campaign to Kegerreis Outdoor
Advertising for a total bid price of $33,640.00. This proposal is the lowest
responsible bidder.
The Board met with the Human Resources Director to review Personnel matters.
The Board reviewed Personnel matters. On a motion by David S. Keller,
seconded by Robert G. Ziobrowski; unanimously approved the Revised Franklin
County Family and Medical Leave Policy #204.2, which is attached and made a part
of these minutes for the purpose of being in compliance with the Family and Medical
Leave Act.
On a motion by David S. Keller, seconded by Robert G. Ziobrowski;
unanimously approved to enter an executive session at 9:44 a.m. this date for the
purpose to review Personnel and Real Estate matters. The Board reconvened into
regular session at 10:04 a.m.
The Board met with the Human Services Administrator to review related
matters.
The Board recessed at 10:30 a.m. and will reconvene at 11:00 a.m.

seconded by Robert G. Ziobrowski.
