The Franklin County Commissioners met Thursday, February 26, 2009, with
the following members present: Robert L. Thomas, David S. Keller and Robert G.
Ziobrowski. Chairman Thomas presided and after calling the meeting to order, and
the Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved all bills presented and ordered paid.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved the minutes of February 17, 2009 and February 19, 2009
meetings.
The Board reviewed Adult Probation matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Application
to Pennsylvania Commission on Crime and Delinquency for the Franklin County
Intermediate Punishment project for a grant amount of $530,250.00 for the project period
of July 1, 2009 through June 30, 2012.
The Board reviewed Aging matters. On a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas; unanimously approved for the Chairman of the
Board to execute the Advertising Agreement between the County of Franklin and Public
Opinion for advertising in the Active Living at a cost of $155.50 per month for the period
of March 26, 2009 through March 26, 2010.
The Board reviewed Criminal Justice Advisory Board matters (CJAB). On a
motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously
approved the Project Modification Request to Pennsylvania Commission on Crime and
Delinquency for the CJAB Jail Diversion Project Grant to change the project period to
July 1, 2008 through December 31, 2009.
The Board reviewed Commissioners' Office matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the
Chairman of the Board to execute the Contract between the County of Franklin and
Borough of Chambersburg, Greene Township, Hamilton Township, Guilford Township
and West Shore Ambulance to provide for Basic Life Support and Advanced Life
Support services at a cost of $50.00 for each chargeable call for the period of January 1,
2009 through December 31, 2011.
The Board reviewed Commissioners' Office matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Consultant
Service Agreement between the County of Franklin and Bill Beyrer to provide consulting
services and oversight on an as need be bases for the installation of retirement software
and hardware at a cost of $75.00 per hour for meeting fee and $95.00 per hour for
consultant fees for the period of February 26, 2009 through December 31, 2009.
The Board reviewed Emergency Services matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the
Chairman of the Board to execute the Service & Equipment Agreement between the
County of Franklin and Embarq to provide Integrated Services Digital Network- Primary
Rate Interface (ISDN-PRI) at a cost of $765.60 per month for the period of February 26,
2009 through February 25, 2014.

The Board reviewed additional Emergency Services matters. On a motion by
Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the
Request to U.S. Department of Homeland Security for the Emergency Management
Performance Grant funds be provided to support 50% of the salary and benefits for the
Operations and Training Officer Position. If approved this would be a savings of 50% to
the County.
The Board reviewed Fiscal matters. On a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas; unanimously approved the Engagement letter from
Zelenkofske Axelrod, LLC to provide the County's independent audit for the year 2008 at
a cost of $96,275 to be completed by July 31, 2009.
The Board reviewed Visitors Bureau matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Professional
Services Agreement between the County of Franklin and Capitol Theatre to be the 2009
Spring season sponsor at a cost of $2,200.00 for the period of February 26, 2009
through May 15, 2009.
In accordance with PA 67, 68 and 127 Notifications, Urban Engineers, Inc.
notified the County of a NPDES Permit Renewal Notification being applied by
Pennsylvania Department of Transportation for a bridge replacement on Black Gap
Road located in Greene Township.
Commissioner Keller entered the meeting room at 9:38 a.m.
Art Cook from Nassaux-Hemsley met with the Board for the purpose of
conveying bridge safety inspection reports for the years 2007-2008 and discussed
their contents. On a motion by Robert G. Ziobrowski, seconded by David S. Keller;
unanimously approved for the Chairman of the Board to execute the Local Bridge
Inspection Program Consultant Owner Meeting form in accordance Municipal
Agreement No. 088363.
Dr. Barry Parks, Nursing Home Administrator, Carol Knisely, QUnique
President CEO, Mary Kimmel, Finance Manager and Alma Cullers, Director of
Nursing met with the Board to review the Falling Spring Nursing and Rehabilitation
Center Governing Board Report which is attached and made a part of these minutes.
The meeting was adjourned at 11:11 a.m. with a motion by David S. Keller;
seconded by Robert G. Ziobrowski.
