WEDNESDAY, FEBRUARY 3, 2021
The Franklin County Commissioners met Wednesday, February 3, 2021, with the
following members present: David S. Keller, John T. Flannery and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by John T. Flannery;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert G. Ziobrowski; seconded by John T. Flannery;
unanimously approved all bills presented and ordered paid.
The minutes of the January 27, 2021 meeting were reviewed. These will be
decided upon in the afternoon approval session.
The Board reviewed Agreements, Contracts and Reports. John Hart, Project
Manager explained change order number 53 from Lobar, Inc. for the Judicial Center
project and change order number 27 from Lobar, Inc. for the Administration Building.
The items will be decided upon in the afternoon approval session.
The Board reviewed an appointment to the SCPa Works (South Central
Workforce Investment Board). On a motion by Robert G. Ziobrowski; seconded by John
T. Flannery; unanimously approved to appoint Keith Baker for a term of July 1, 2020
through June 30, 2022.
The Board recessed and will reconvene at 2:00 p.m. for final approval of the
items that were reviewed.

On a motion by Robert G. Ziobrowski; seconded by John T. Flannery;
unanimously approved the minutes of the January 27, 2021 meeting.
The Board reviewed Commissioners Office matters. On a motion by Robert G.
Ziobrowski; seconded by John T. Flannery; unanimously approved the indemnification
agreement between the County of Franklin and J.C. Orr & Son, Inc. This agreement
holds the County harmless against claims arising from a dispute between J.C. Orr &
Son, Inc., and Harrisburg Glass, LLC, regarding work performed by Harrisburg Glass,
LLC, at the Judicial Center project. The fully executed agreement is required by the
County in order to process final payment to J.C. Orr & Son, Inc.
The Board reviewed additional Commissioners Office matters. On a motion by
Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the
Chairman of the Board to execute change order #27 from Lobar, Inc., to provide
bulkheads at windows for proper ceiling termination in two restrooms at the
Administration Building for an additional cost of $1,502.38.

The Board reviewed additional Commissioners Office matters. On a motion by
Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the
Chairman of the Board to execute change order #53 from Lobar, Inc., to revise door
pulls at doors 1001A, 1001B, and 1003B at the Judicial Center project for an additional
cost of $1,774.74.
The Board reviewed additional Commissioners Office matters. On a motion by
Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the
agreement between the County of Franklin and Ragged Edge Swim Club, Inc., for the
County to provide funding to Ragged Edge Swim Club, Inc., in the amount of $9,093.24
as part of a 501(c)(3) Grant Program.
The Board reviewed additional Commissioners Office matters. On a motion by
Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the
Chairman of the Board to execute the renewal agreement between the County of
Franklin and DexYP for yellow page listings for the Area Agency on Aging in the amount
of $29.00 per month for the period of March 1, 2021 through May 31, 2022.
The Board reviewed additional Commissioners Office matters. On a motion by
Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the lease
agreement between the County of Franklin and Jeffrey and Phoebe Conner for the lease
of office space, to conduct Coroner business at 1497 Loudon Road in Chambersburg at
a cost of $325.00 per month, for the period of January 1, 2021 through December 31,
2021.
The Board reviewed Fiscal matters. On a motion by Robert G. Ziobrowski;
seconded by John T. Flannery; unanimously approved Supplemental Appropriation in
the amount of $20,000.00 for OPEB premiums that in total were higher than originally
budgeted for 2020.
The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski;
seconded by John T. Flannery; unanimously approved for the Chairman of the Board to
execute the agreement between the County of Franklin and MCImetro Access
Transmission Services Corp., for a right of access to perform a circuit upgrade for AOPC
for the period of January 31, 2021 through January 31, 2041. Any costs associated with
this agreement are being funded by AOPC.
The Board reviewed MH/IDD/EI matters. On a motion by Robert G. Ziobrowski;
seconded by John T. Flannery; unanimously approved contract listing for all contracts
and addendums for Fiscal Year 2020/2021 for the Franklin/Fulton MH/IDD/EI
departments. Contract listing is maintained for proper accounting of all contracts to
include vendor name and address, type(s) of service provided and rate(s) charged for
services.
The Board reviewed Planning matters. On a motion by Robert G. Ziobrowski;
seconded by John T. Flannery; unanimously approved the motion to approve effective
February 4, 2021, Notice to Proceed to Herbert, Rowland, & Grubic (HRG) for the 2021-
2025 NBIS Inspection Agreement for Franklin County bridges twenty (20) feet or over.
The Board reviewed additional Planning matters. On a motion by Robert G.
Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of
the Board to execute a motion to approve the Grant Agreement between the County of
Franklin and the Pennsylvania Department of Environmental Protection for the Mosquito-
borne Disease Control Grant in the amount of $96,237.20 for the period of January 1,
2021 through December 31, 2021.

In accordance with PA Act notifications, Civil & Environmental Consultants, Inc.,
notified the County of a Pennsylvania Department of Environmental Protection State-
Only Operating Permit being applied for by Mine Planning and Capital Specialty
Granules, LLC, for a plant located in Waynesboro.
The Franklin County Commissioners and Tiffany Bloyer, Human Resources
Director on behalf of the STAR Committee (Special Thanks and Recognition) proudly
presented the Employee of the Month award to Ms. Morgan Yiengst. Ms. Yiengst has
been employed with Franklin County since August of 2016. She currently serves as the
HR Generalist in charge of Employee Benefits. The selection for the January 2021
Employee of the Month was determined by the STAR Committee. There were a total of
ten nominations. The STAR nomination form asks what recent event or occurrence
made you select Morgan and the answers stated: Morgan is able to show compassion,
kindness, and respect to all she comes into contact with. She deals with very difficult
situations and consistently and willingly helps those around her. Her job is anything but
easy right now but she starts each day with a great attitude and has persevered through

available to talk to when I had questions about anything and always answered in such a

ensure that each department is safe. Morgan has gone beyond her normal job
responsibilities and responds to all emails and questions in a timely manner. She even
responds to concerns that happen after work hours, including weekends. Morgan has
especially been extremely helpful with our department and helping me to manage

professional, responsive, courteous, and knowledgeable. Morgan also exhibits
perseverance, compassion and adaptability. We are grateful to Ms. Morgan Yiengst as
she exudes a high standard of customer service, excellence, and respect to the
employees and residents of Franklin County. Morgan Yiengst stated that she is
speechless and she thinks of the other hardworking county employees out in the field
while she sits at her desk to do her job. Chairman Keller said he is always impressed
with how she handles and understands all the benefits and helping him to understand
them is a true accomplishment. Commissioner Flannery thanked her and
commissioners and every time Morgan comes before them she explains everything very
well. The Board congratulated Ms. Yiengst on receiving the award.
The Board met with Tiffany Bloyer, Human Resources Director and the Controller
Harold Wissinger for Salary Board matters. Also in attendance was Missy Reisinger,
Tuscarora Managed Care Alliance (TMCA) who attended virtually and William Bechtold,
Warden and Michelle Weller, Deputy Warden.
The Board reviewed Personnel matters. On a motion by Robert G. Ziobrowski;
seconded by John T. Flannery; unanimously approved revising the Aging Care Manager
Supervisor II position description in the Area Agency on Aging Office. The Board will
also consider establishing the following position descriptions: Deputy Warden of Inmate
Custody and Records Supervisor at the Jail and Health and Human Services Data
Analyst at Tuscarora Managed Care Alliance department.

John Thierwechter, Assistant County Administrator provided a vaccination
update for the county. He explained that the Department of Emergency Services is
working with the PA Department of Health and medical providers to develop a plan for a
mass vaccination site should the vaccines become available. They are currently
evaluating a couple of different sites and are hopeful to have a site within the next week.
The Board thanked him for the update.
The meeting was adjourned at 2:24 p.m. with a motion by Robert G. Ziobrowski;
