WEDNESDAY, FEBRUARY 24, 2021
The Franklin County Commissioners met Wednesday, February 24, 2021, with
the following members present: David S. Keller, John T. Flannery and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
The minutes of the February 17, 2021 meeting were reviewed. These will be
decided upon in the afternoon approval session.
The Board reviewed Agreements, Contracts and Reports. Carrie Gray, County
Administrator, explained action items #7, 8 and 9 are invoices with AllCom Global
Services to add security cables for access controls and duress hardware and
surveillance equipment at the new Judicial Center. The security costs were greater than
anticipated but we within budget when looking at the overall project budget. The items
will be decided upon in the afternoon session.
Teresa Beckner, Fiscal Director, met with the Board to provide information on
information since its year-end and they have different requirements related to the cut-off
to be recorded back to 2020. Also the revenue figures shown may change as additional
information is known and adjustments are made for year-end accruals. Her department
is still working on final adjustments in order to formally close the year and prepare the
presenting a different format than the Board has received in the past in order to show a
higher level review, as well as a visual picture. This format also presents information

performance, and then show the General Fund separately since it reflects the
operational activities related to property taxes. For All Services they can see that the

$147.0 million, or 90.1% of the budget. This compares to $114.4 million in 2019, an
increase of $32.6 million or 28.5%. The primary reasons for the increase relate to
spending on the Court Facility Improvement Project construction, the County Relief
Block Grant (CARES funds), as well as refinancing of some debt. All three of these
areas had offsetting revenue, whether bond proceeds, revenue from the refinancing, or
the receipt of the grant funds for the County Relief Block Grant (CRBG). Ms. Beckner
mentioned the chart shows budget performance of all county operations by function,
comparing the 2020 revised budget to preliminary year-end totals and 2019 final

numbers. She said the larger operations of the County, outside of General Fund
operations include: Children & Youth Services account for $13.6 million actually spent;
Internal services of HR, Risk Management, Fiscal, Procurement, and Information
Technology spent $3.8 million; and the 911 Center spending $3.9 million. The total
revised revenue budget was $133 M, of which 85% was recognized, amounting to $113
M. This is an increase of $10.3 M over 2019, which shows $102.6 M in revenue. The
increases here relate to items mentioned on the expense side, primarily proceeds from
refinancing debt, as well as funds received under the County Relief Block Grant (CRBG).
with property taxes, the revised budget was $53.4 M, of which $49.9 was spent as of our
preliminary numbers for December. She said that is right on with 2019 at $50.0 M. With
expenses the general fund reflects operations such as Court Administration, Adult and
Juvenile Probation, the Jail, Planning, Elected Official offices and Property Management,
as well as others. By function, they can see that public safety shows the largest amount
of spending. This includes the Jail and Probation operations. In several functions,
actual spending was less than 2019. This is primarily the result of reduced activity due to
the coronavirus pandemic. The exception is in transfers, where additional county funds
were needed to support Human Service programs. Operations still need to finalize their
figures, including balancing their revenues and expenses. These amounts are expected
to change. The largest county share for Human Services goes to Children & Youth
services. Ms. Beckner continued that she highlighted the three largest operations of the
General Fund. The jail spent $15.8 M of its $16.0 M budget. Of note is that the PPE
purchases for the jail were paid with CARES funding and are not reflected here,

Court and Probation operations are almost $1.2M under budget and this relates directly
to reduced operations as the courts operated under emergency orders. On the revenue
side, the GF recognized $47.5M (95.2%) of its $49.9M budget, compared with $48.4M in
2019. The primary reductions in revenues are in fees and charges and several grants
with the Register & Recorder being the only area to exceed their budget. The Clerk of
Courts tracked with their budget. She said the Board can see the reduction from 2019 in
the chart. Looking specifically at taxes, they included general operating taxes as well as
the budget. Billings compared to collections were pretty close to historic levels with
collecting 97.8% of what was billed in the current year. Overall tax revenue reflects an
increase of $1M over 2019. She explained that again these are preliminary numbers
with final adjustments to be made over the next several weeks as they put together the

unanimously approved the minutes of the February 17, 2021 meeting.
The Board reviewed Aging Office matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved the amendment to the
agreement between the County of Franklin and Cumberland County for the ACL-PA Link
CARES project funding. The funds have been added as #7 specifying a "Winter Blues
Packet" to be provided to consumers 60+ that contain activities and supporting safety
measures issued by CDC and PA Department of Health in order to bring awareness to
social isolation caused by the current pandemic.

The Board reviewed Commissioners Office matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Certification of County Maintenance of Effort for the HAVA II
Financial Assistance to the Department of State for the reporting period of January 1,
2020 through December 31, 2020. To qualify for HAVA grant funds the County must
certify each year that they are maintaining an expenditure level not less than the level of
expenditures maintained by the County for the 2000 fiscal year. For FY 2020, the
County has expended $649,282.02 while only spending $218,984.00 for the entire 2000
fiscal year.
The Board reviewed additional Commissioners Office matters. On a motion by
John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute Change Order #56 from Lobar, Inc. to provide wood
cost of $6,292.65
The Board reviewed additional Commissioners Office matters. On a motion by
John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute Change Order #57 from Lobar, Inc. to modify
countertop and provide mailbox casework in mailroom 1044 at the Judicial Center
project for an additional cost of $6,494.60.
The Board reviewed additional Commissioners Office matters. On a motion by
John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the
agreement between Franklin County and the Franklin County Area Development
Corporation (FCADC) for the administration of the County Hospitality Industry Recovery
Program Block Grant (CHIRP) in the amount of one million seven hundred fifty five
thousand eight hundred ninety two dollars ($1,755,892.00).
The Board reviewed additional Commissioners Office matters. On a motion by
John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the
Memorandum of Understanding between Franklin County and WellSpan Health for the
development and implementation of a Community Vaccination Center (''CVC") to serve
south-central Pennsylvania residents especially those in Franklin County. Wellspan will
provide the design, processes for scheduling, communication strategies, and cold chain
storage as well as other vaccine-related processes. The County will secure a lease for
the CVC, manage parking and traffic, provide site security, and provide certain
infrastructure.
The Board reviewed Risk Management matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved the proposal from
AllCom Global Services for low voltage cable and cabling for the Judicial Center at a
cost of $208,863.13. The cabling is necessary for IT network communication in the
building and for staff, along with the security systems communication for access control,
surveillance, and duress. Three quotes were obtained and best pricing made available.
The Board reviewed additional Risk Management matters. On a motion by John
T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the proposal
from AllCom Global Services for purchase and installation of access control & duress
hardware for the Judicial Center at a cost of $696,789.58. The same equipment is being
installed as used in the Administration Building. The equipment will be controlled by the
Lenel OnGuard system already in place. GSA and best price discounts have been
applied to the final price.

The Board reviewed additional Risk Management matters. On a motion by John
T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the proposal
from AllCom Global Services for the purchase of surveillance equipment (i.e., cameras,
switches, power supply, etc.) and related installation for the Judicial Center at a cost of
$133,098.78. This is the same equipment installed at the Administration Building and it
will be monitored through the existing Milestone surveillance system. GSA and special
discounts have been applied to pricing.
The Board reviewed Tax Claim matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved to accept a bid on the
repository list made by Bruce M. Cubbage in the amount of $150.00 for purchase of a
mobile home located in Antrim Township.
In accordance with PA Act notifications, martin and martin, inc. notified the
County of a Pennsylvania Department of Environmental Protection PAG-02-NPDES
Permit application being applied by DRINE LLC for Hamilton Hills Subdivision on
property located in Hamilton Township.
In accordance with PA Act notifications, ECS Mid-Atlantic, LLC notified the
County of a Pennsylvania Department of Environmental Protection joint permit
application being applied for Green Conococheague Creek Water Trail Parking lot on
property located in Greene Township.
The Franklin County Commissioners on behalf of the STAR Committee (Special
Thanks And Recognition) proudly presented the Employee of the Month award to Ms.
Nicole Shindle. Tiffany Bloyer, Human Resources Director said that Ms. Shindle has
been employed with Franklin County since July of 2006. She currently serves as the
Human Resources Payroll/HRIS Administrator. The selection for the February 2021
Employee of the Month was determined by the STAR Committee. There were a total of
six nominations, three of which were for Nicole! The nomination form is attached and
made a part of these minutes. Ms. Shindle said she is honored to be selected for
Employee of the Month and she appreciates the people that nominated her. She does
her job every day and makes sure employees are paid timely and correctly. She
appreciates her team which she referred to as family. Chairman Keller said that we do
take it for granted that the pay happens without incident year after year so he apologizes
for that. Commissioner Flannery said that his wife handles payroll for their business and
on the days that she is working on payroll she is not happy so he greatly respects what
Nicole does. Commissioner Ziobrowski said when the nomination form mentioned she is
not overwhelmed or stressed that stood out to him. The Board congratulated her on
receiving the award this month.
The Board held a discussion on Coroner Office space. John Thierwechter
reported that there have been ongoing discussions concerning office space for the

barracks building on Franklin Farm Lane. They would like to explore that option and
come back to the Board with cost proposals. He continued that there was a meeting
with Jeff Conner recently and he is ok with this option. Commissioner Ziobrowski
-improve the building. The balance will be to make
it look nice for the Coroner but not to have him move in permanently. Chairman Keller
responded that there will not be an acquisition of coolers since he has purchased that

would not want to hamstring that land. But he is ok with modest improvements but if
there is interest in the land they could find another space. Mr. Thierwechter responded
that Mr. Conner is only interested in it for a temporary solution. He will work with Steve
Rock to see what Property Management could do first then maybe engage an architect.
Commissioner Ziobrowski said that when developers want to act, time is of the essence
to move twice. The Board agreed for staff to proceed to work with the coroner and staff
to review the building on Franklin Farm Lane and determine the costs.
The meeting was adjourned at 2:19 p.m. with a motion by Robert G. Ziobrowski;
seconded by John T. Flannery.

The Franklin County Commissioners on behalf of the STAR Committee (Special Thanks And
Recognition) proudly present the Employee of the Month award to Ms. Nicole Shindle.
Ms. Shindle has been employed with Franklin County since July of 2006. She currently
serves as the Human Resources Payroll/HRIS Administrator. The selection for the February
2021 Employee of the Month was determined by the STAR Committee. There were a total
of six nominations, three of which were for Nicole!
The STAR nomination form asks what recent event or occurrence made you select Nicole
and the answers stated:
“Nicole has put a lot of extra time into her position lately due to not having a payroll
specialist, since November. She has put in many hours to make sure our employees get paid
and paid correctly. The busiest time is the very end and beginning of the year due to pay
increases coming in and all of the holidays. From what I've seen, all of it has gone smoothly.
She has done a lot all by herself.”
Another nomination form states, “Nicole is such a pleasure to work with and sets a great
example for her co-workers and the employees that she interacts with on a daily basis. You
can always count on Nicole to provide clear direction, no matter what questions you may
have. Nicole is always quick to respond to emails and phone calls no matter how many
projects or deadlines she may have in front of her. She was able to work through the year-
end tasks while keeping payroll on schedule, even though the department was short staffed
during that time. She works through her day without showing any signs of being
overwhelmed or stressed. Nicole is a wonderful asset for the County and also the Human
Resources Department.”
Additionally, a co-worker wrote: “Nicole has been a one-person team for the past few
months and she still managed to accurately update all of the following for every County
employee: adjust the salaries to compensate for the raises County employees received;
updating the new rates of benefit elections employees selected for 2021; converted Sick

Leave Reserve requests; and updated the amounts of PTO for every employee. These
background processes takes place without many even giving it a thought! If you're an
employee...think back to the last time you had an issue with your paycheck. If you're like
me, every two weeks, I get an email that my money has been deposited into my account and
that's about as much thought as some may give it. You know why....because Nicole has
made certain the entire process is seamless and flawless. (and so is her hair!)
In addition to her regular tasks, Nicole has been working with a vendor on a large-scale
project and doing test piloting of those programs to ensure their accuracy, prior to it being
rolled out County-wide. Nicole is not afraid to let the vendor know when an issue arises.
She points out what needs to be corrected and provides feedback. After all, we are paying
for their services and she requires the processes to work accurately, as she has the ability
to see the big picture of the project taking place.
Meanwhile, Nicole is also in the midst of articulating a plan of action for storage and
disposal of records prior to our move to the new Admin Annex building. She has kept a
level head and her nose to the grindstone. There is no doubt she will accomplish every task,
in a timely fashion with 100% accuracy.”
Ms. Shindle’s outstanding characteristics are attributes that have not gone unnoticed by her
peers. The nomination forms describe her as being prudent with her time, responsive,
detail-oriented, and efficient. Nicole also exhibits self-control and is dedicated and
trustworthy.
We are grateful to Ms. Nicole Shindle as she exudes a high standard of customer service,
excellence, and respect to the employees and residents of Franklin County.
