HomeMy WebLinkAbout2021-03-24 Commissioner Minutes WEDNESDAY, MARCH 24, 2021 The Franklin County Commissioners met Wednesday, March 24, 2021, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. Chairman Keller asked to amend the agenda to move the Health Care Heroes Proclamation immediately following approval of the vouchers out of respect to the folks that have joined the meeting virtually for the proclamation. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to adopt the revised agenda. There was no public comment. The Board reviewed information on Proclamation #2021-02 for the purpose of proclaiming the week of March 23-30, 2021 as Health Care Heroes Appreciation Week. Chairman Keller announced that there are many representatives from WellSpan and Keystone Health attending virtually. He extended a heartfelt welcome to all the guests. the meeting remotely. She explained that today the County is joining with the Greater Chambersburg Chamber of Commerce to honor local healthcare heroes for Health Care Heroes Appreciation Week. Signs were placed along second street to recognize health care heroes. Ms. Gray explained that Keri Kenney and the Human Resources team raised funds through dress down days. Keri Kenney, HR Coordinator, explained that the and $150 worth of lunches from Veroni Cafe to the health care heroes. Ms. Gray explained how they have worked with staff at WellSpan to identify staff that will receive the lunches tomorrow. Dr. Michael Colli, Medical Director for Keystone Health, explained that at Keystone their overall mission was to identify COVID patients to get the care they needed and getting people vaccinated who need it. Since the pandemic they have taken these roles seriously. He mentioned the Keystone staff that were honored yesterday at the Chamber awards. Dr. Colli said he appreciates every one of their members for everything they have done through the pandemic. John Massimilla, WellSpan Vice President and Chambersburg Hospital President, thanked the County on behalf of the folks that will be beneficiaries of the lunches tomorrow. He said that most people on this call have huddled every day and they are true heroes and dedicated folks physicians down to the housekeepers. Chairman Keller thanked all of them for making themselves available. He was honored to be on the call yesterday to honor the heroes. He thanked them for everything they do. He continued that the word mentioned often lives of everyone was an inspiration. He thanked them for all they do and thanked the county employees for their generosity and raising the funds. He also thanked the restaurants for their help in delivering the meals to the health care heroes. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved Proclamation #2021-02 for the purpose of proclaiming the week of March 23-30, 2021 as Health Care Heroes Appreciation Week and that the attached proclamation be made a part of these minutes. Commissioner Ziobrowski had two comments and one question. frontline workers have done is phenomenal but for the folks in management it was all hands on deck so he appreciates their efforts as well. Dr. Colli said that was his opinion and it did not come from the CDC. He reiterated that with variants coming out that are much more contagious, it will be harder and harder for people to avoid the virus. Anyone unvaccinated may end up getting the virus. He hopes that more people will see the importance of getting the vaccine. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. The minutes of the March 17, 2021 meeting were reviewed. These will be decided upon in the afternoon approval session. The Board reviewed Agreements, Contracts and Reports. The Board reconvened at 2:00 p.m. There was no public comment. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the March 17, 2021 meeting. The Board reviewed Commissioners Office matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute Change Order #EC -007 from Lobar, Inc. to provide electrical rough-in and grounding at three additional gas lanterns to be installed by the Borough at the Judicial Center project for an additional cost of $1,281.68. The Board reviewed additional Commissioners Office matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute Change Order #008- Plbg from Stouffer Mechanical Contractors to replace the sewage ejector pumps with 2.5 HP pumps of the same model to accommodate the unexpected additional head height at the Judicial Center project for an additional cost of $5,366.42. The Board reviewed additional Commissioners Office matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute Change Order #031 from Lobar, Inc. to revise wall framing around door 824 and chair storage 826 and 827 to seal off room and create space for building utilities at the Administration Building project for an additional cost of $2,086.18. The Board reviewed additional Commissioners Office matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute Change Order #032 from Lobar, Inc. to delete swing gates, total of three and provide credit for the labor involved at the Administration Building project for a decreased amount of $366.72. The Board reviewed Department of Emergency Services matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Space Lease Agreement between the County of Franklin and the American Red Cross for the use of the multi-purpose training room, office space (when available), and storage space at the Department of Emergency Services, located at 390 New York Avenue, for the period of November 1, 2021, through October 31, 2023. Continued on page 3 The Board reviewed Grants matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the contract addendum to the agreement dated March 17, 2021 with South Central Community Action Program (SCCAP) to provide financial assistance to eligible households to pay rent and other related housing expenses incurred due to COVID-19. The Addendum incorporates, fully, instructions and requirements released by the PA Department of Health also on March 17, 2021. The Board reviewed Property Management matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute contract between the County of Franklin and Diamond Automatic Sprinkler for the annual inspection of the sprinkler system and the clean agent suppression system at the new Archives Building at 340 N. Second Street for the period of February 26, 2021, and December 31, 2021. The total amount of this contract is $1,280.00. The inspection of the sprinkler system will be billed through Property Management in the amount of $300.00, with the remaining $980.00 billed through ITS for the inspection of the clean agent suppression system. The Board reviewed Tax Claim matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to accept a bid made by Yamel Quintana in the amount of $1,107.00 on the repository sale of property on Buchanan Drive in Peters Township. In accordance with PA Act notifications, Suez Franklin County General Authority notified the County of a Pennsylvania Department of Environmental Protection NPDES Renewal of a WWTP Permit being applied for a plant located in Greene Township. The Board reviewed appointments to the Tuscarora Managed Care Alliance Steering Committee. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to appoint David Keller, Sheldon Schwartz, Stacie Horvath, Stacey Brookens, Christina Unger and Teresa Beckner for a term of April 1, 2021 through March 31, 2022. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to enter an executive session at 2:04 p.m. this date for the purpose to review real estate matters. The Board reconvened into regular session at 2:52 p.m. No action was required after the executive session. The meeting was adjourned at 2:53 p.m. with a motion by John T.
