The Franklin County Commissioners met Thursday, March 19, 2009, with the
following members present: Robert L. Thomas, David S. Keller and Robert G.
Ziobrowski. Chairman Thomas presided and after calling the meeting to order, and
the Pledge of Allegiance proceeded with the business of the day.
On a motion by David S. Keller, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
Public Comment was received from Mr. Lightfoot who would like to know if
the Nursing Home will require staff to wear uniforms like the hospital that have to
wear different color uniforms for identification purposes.
On a motion by David S. Keller, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by David S. Keller, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of March 10, 2009 and March 12, 2009
meetings.
The Board reviewed Emergency Services matters. On a motion by David S.
Keller, seconded by Robert G. Ziobrowski; unanimously approved the Grant
Agreement between the County of Franklin and Pennsylvania Emergency Management
Agency for the Hazardous Material Emergency Preparedness Grant requesting a grant
amount of $10,600.00.
The Board reviewed Fiscal matters. On a motion by David S. Keller, seconded
by Robert G. Ziobrowski; unanimously approved the Contract between the County of
Franklin and Policy Research Associates, Inc. to provide a training and mapping session
for outlining the needs/recommendations for proceeding with a Mental Health Court
Initiative at a cost of $17,315.00 for the period of March 15, 2009 through May 1, 2009.
These funds are being covered by the Mental Health Court Grant.
The Board reviewed Planning matters. On a motion by David S. Keller,
seconded by Robert G. Ziobrowski; unanimously approved the Housing Trust Fund
Grant Agreement between the County of Franklin and South Central Community Action
Program to provide an amount of $100,000.00 to perform housing rehabilitation in
Franklin County to be completed by December 31, 2010.
The Board reviewed additional Planning matters. On a motion by David S.
Keller, seconded by Robert G. Ziobrowski; unanimously approved the Agreement
between the County of Franklin and the Chambersburg Borough to provide funds in the
amount of $50,000.00 for the HOME Rehabilitation project to be completed by June 15,
2012. These funds are being covered by home recaptured funds.
The Board reviewed Property Management matters. On a motion by David S.
Keller, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman
of the Board to execute the Proposal from Overhead Door Company of Harrisburg-York
to furnish and deliver a right hand outswing spring and gear assembly to repair the door
at the Administration Annex at a cost of $685.00.

The Board reviewed Visitors Bureau matters. On a motion by David S. Keller,
seconded by Robert G. Ziobrowski; unanimously approved the Contract between the
County of Franklin and Quality Inn & Suites for the Visitors Bureau to hold a hospitality
training on March 31, April 21 and May 5, 2009 at a cost of $750.00 for the period of
March 19, 2009 through May 31, 2009.
The Board reviewed additional Visitors Bureau matters. On a motion by David
S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Contract
between the County of Franklin and Civil War News to place a total of ten full-color, half-
page ads in the Civil War News at a cost of $3,700.00 for the period of March 19, 2009
through May 31, 2009.
In accordance with PA Act 14 Notification, Franklin County Conservation District
notified the County of an application for a Pennsylvania Water Obstruction and
Encroachment Permit being applied by Elam Beiler for property located in Fannett
Township, Franklin County.
In accordance with PA Act 14 Notification, Franklin County Conservation District
notified the County of an application for a Pennsylvania Water Obstruction and
Encroachment Permit being applied by Mark Stoner for property located in Peters
Township, Franklin County.
In accordance with PA Act 14 Notification, Fannett Township notified the County
of an application for a Pennsylvania Water Obstruction and Encroachment Permit being
applied by George Rotz for property in Fannett Township, Franklin County.
In accordance with PA Acts 67, 68 and 127 Notifications, William A. Brindle
Associates, Inc. notified the County of an NPDES Permit being applied by Dan Ryan
Buildings for property located in Franklin County.
The Board reviewed Property Management matters and conducted a bid
opening for the Sale of 48 Warehouse Area Light Fixtures. One bidder submitted a
bid. On a motion by David S. Keller, seconded by Robert G. Ziobrowski;
unanimously approved to award to Mechanics S.F.E. & Hose Company for a total
bid of $50.00.
The Board conducted a Budget Review with the Treasurer.
The Board of Assessment and Revision of Taxes met to hear tax assessment
appeals.
The Board conducted a Budget Review with the Chief Clerk/County
Administrator.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to enter an executive session at 12:16 p.m. this date for the
purpose to review Personnel matters. The Board reconvened into regular session at
12:22 p.m.
The Board reviewed appointments to the Tuscarora Managed Care Alliance
Steering Committee. On a motion by David Keller, seconded by Robert G. Ziobrowski;
unanimously approved to appoint Traci Kline, Richard Wynn and Becky Greenawalt for a
one (1) year term to expire on December 31, 2009.

The Board recessed at 12:23 p.m. and will reconvene at 1:00 p.m.
The Elected Officials met with the Board and gave them a list of suggestions for
county budgetary cost savings. The Board accepted these suggestions and will provide
feedback in the near future.
The Board reviewed Sheriff Office matters. On a motion by David Keller,
seconded by Robert G. Ziobrowski; unanimously approved the Proposal from Rogers
Uniforms for purchase of uniforms for the Sheriff's Office at a cost of $6,465.00. Four
proposals were received and this was the lowest proposal.
The meeting was adjourned at 3:20 p.m. with a motion by David S. Keller;
seconded by Robert G. Ziobrowski.
