Home My WebLink About2021-04-28 Commissioner Minutes WEDNESDAY, APRIL 28, 2021 The Franklin County Commissioners met Wednesday, April 28, 2021, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. Carrie Gray, County Administrator, asked to amend the agenda to include s for occupying the old police barracks on Franklin Farm Lane for that purpose. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to adopt the amended agenda. There was no public comment. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. The minutes of the April 21, 2021 meeting were reviewed. These will be decided upon in the afternoon approval session. The Board reviewed Agreements, Contracts and Reports. John Hart, Project Manager explained all change orders from Lobar for the Judicial Center Project, Board action items # 2 through #7. Mr. Hart explained that as of April 6, 2021, all change orders for the downtown project total 1.93% which is less than 2% so we are tracking very well. He explained further that we are on track with the budget to keep the projects moving. The items will be decided upon in the afternoon approval session. Teresa Beckner, Fiscal Director, met with the Board to provide information on months of the year so on the expense side they will see 16.7% for a proportional amount of appropriated expenses actually incurred. They will see the same on the revenue side as the receipts work the same way. Ms. Beckner said this format is intended to show the visual form and shows performance from the 2021 budget compared to the 2020 budget. She continued that on the general fund Public Safety shows the largest amount of spending with a total budget of over $23M. This includes the Jail and Probation operations. In most functions, actual spending is trending consistent with 2020. Ms. Beckner said from a different perspective, breaking out personnel costs, operating costs, personnel costs, budgeted at $31 million, of which $4.8 million has been incurred through February. That comes to 15.5%. In addition, of the budgeted transfers for support to other county operations, only $708,000 (12.4%) has been incurred through February, with the largest amount going to Children and Youth services, followed by the Emergency Services operations. She also highlighted the three largest operations of the General Fund. Through February, the Jail has spent 15.5% of its $17 million budget. In $195,000 under budget. Property Management, while adapting to new facilities coming online is at 16.2% of their 2021 budget. Due to the difficulty in predicting the costs of the closely throughout the year. Ms. Beckner said on the revenue side the General Fund (GF) has recognized $1.1M which is 2.1% of its $50.2M budget which is about $100,000 less than last year. The primary source of revenue for the GF is taxes, budgeted for $38.2M and making up 76.1% of all GF revenues budgeted. Tax revenues will be reflected in a subsequent report when billing is recorded. Ms. Beckner said with all services from the overall county perspective, all services and operations of the county are budgeted at $145M which includes the -Funded Health benefits. Ms. Beckner presented a chart that shows budget performance for all county operations by function, showing Human Services separately from Public Safety and Capital Projects, etc. in all areas except for Human Services and judicial operations, 2021 actual amounts through February are less than the same period in the prior year. She believes this to be related to the impact of the pandemic. Similar to the GF, we show significant (large operations) of the County, outside of General Fund operations: through February; Internal services of Human Resources, Risk Management, Fiscal, Procurement, and Information Technology have spent $570,000 (12.8%) of their 2021 budget; 911 Center is at 17.8% through February with the variance related to personnel and capital spending, most of which was a postponement from 2020. Ms. Beckner ended the presentation by explaining the total revenue budget for 2021 is $118.8M with 8% being recognized through February amounting to $9.5M. This is an increase of $2M over 2020, primarily in fiduciary activities. The Board reviewed appointments to the Franklin County Housing Authority Board. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to appoint Wesley Fugate (term to end on 5/31/25), Samuel Smith (term to end on 5/31/26) and Maureen O'Malley (term to end on 5/31/26) to fill vacancies on the Board. Carrie Gray provided an update on the former PSP building on Franklin Farm plans and costs for renovating the former PSP building for the purpose of coroner office and operation space. John Thierwechter is heading this up and he is working on getting estimates. She continued that the Coroner has a new secretary hired and he has staff working out of title to help with light duty cleaning and space prep of the new space. He would like to move in his secretary and other staff in offices that are ready that will not be he review and costs are completed. She said this in no way eliminates their ability to have the project move forward or the costs to have that happen. Commissioner Ziobrowski asked if there are upgrades needed to the utilities or HVAC? John Thierwechter responded that Steve Rock and Property Management staff are going through and there is no need to have any major repairs on those systems. He will have numbers in the next 2-3 weeks from Risk Management, Property Management and IT. Chairman Keller said he is in favor of renovations will not be in the areas they are preparing to occupy. His concern was having people move in and having to move them out once renovations started. He Flannery said currently the Coroner works out of his home and he asked where his staff works out of now. Ms. Gray responded that they mostly work remote or out of the coroner vehicles. He asked if the lease at his home will stop. And Ms. Gray said that she will look into that before the 2:00 session. Commissioner Ziobrowski said for the record the space was rented at his house because he liked it that way and it was his choice. The other aspect is use of the PSP building is considered temporary use and we will not over renovate it because at some point that property will be sold. This is a fix that works out for now and that works out for everyone. Commissioner Ziobrowski said the Coroner has been cooperative and the Board appreciates that. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the applications to PA Department of Agriculture to renew the Greencastle, Upper Strasburg, Path Valley and Fort Loudon Senior Activity Center's Food and Beverage License which will expire in May, 2021. The cost of the license is $82.00 each and is required in order for the center to serve congregate and home- delivered meals. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute Change Order #GC-073 from Lobar, Inc. to lower final grades in Central Alley in the project area at the Judicial Center Project for an additional cost of $16,787.86. Ziobrowski; unanimously approved for the Chairman of the Board to execute Change Order #GC-075 from Lobar, Inc. to replace the sanitary sewer lateral from the Historic Courthouse to the sewer main in Central Alley, replace approximately 200 sf of sidewalk and curb at the location of this replacement and patch the affected asphalt paving in the alley at the Judicial Center Project for an additional cost of $14,619.73. Ziobrowski; unanimously approved for the Chairman of the Board to execute Change Order #GC-076 from Lobar, Inc. to install an acoustical ceiling in room 1081A as requested by owner at the Judicial Center Project for an additional cost of $662.72. The Board reviewed Fiscal matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation in the amount of $59,996.00 to record the third shift in funding for FY 2020-2021 within the Human Services Block Grant. This action shifts funding to the Housing Assistance Program for additional shelter support and case management services and the Drug & Alcohol Program for recovery support services. Ziobrowski; unanimously approved the Supplemental Appropriation in the amount of $20,000.00 to provide a budget for the grant from the PA Department of Military and Veterans Affairs for veterans outreach services and the corresponding expenses. The Board reviewed Grants/CJAB matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the grant application to PA Commission on Crime & Delinquency (PCCD) to request an Intermediate Punishment Grant to fund two Probation Officers and case manager positions along with the programs and services related to the Franklin County Probation with Restrictive Conditions program requesting a grant amount of $250,000.00 for the period of July 1, 2021 through June 30, 2022. The Board reviewed Information Technology Services matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the quote from Southern Computer Warehouse to provide power distribution equipment for the wiring closets that will be in the new Judicial Center at a cost of $6,044.10. The Board reviewed Planning Office matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the letter from C.S. Davidson, Inc. for a two month time extension to Part 4 Construction Consultation Agreement L00155 in order to extend the agreement the time extension. The two-month contract extension will extend Part 4 Construction Consultation until July 20, 2021. The Board reviewed additional Planning Office matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the letter from TRC to request an eighty-one (81) day time extension for Agreement L00466 for Bridge 121. The bridge replacement project extension will allow TRC to complete inspection and documentation services because of utility delays at the start of the project. The extension will be no additional cost to the County and extends the completion date to 09/01/2021. The Franklin County Commissioners and Tiffany Bloyer, Human Resources Director on behalf of the STAR (Special Thanks and Recognition Committee) were present to award the Employee of the Month award to Ms. Libby Strayer. Ms. Strayer has been employed with Franklin County since February 2017. She currently serves as an Adult Probation Officer III. The selection for the April 2021 Employee of the Month was determined by the STAR Committee. There were a total of nineteen nominations. The nomination form is attached and made a part of these minutes. Chairman Keller asked Officer Strayer where she received her first aid training. Officer Strayer explained that she receives training through the Adult Probation Office and they also are required to do firearms training which also goes over tourniquet training each time. She also has been to nursing school which helped also. Commiss difference between nursing and what she does now, is it the heat of the moment or does she like to be out. Officer Strayer said she grew up on a farm and was always outdoors. She loves interacting with the community and trying to make a difference in their lives. Commissioner Flannery said when they say compassion and friendly, Chairman Keller said it best that he admires her. She greatly deserves this award and he also admires her. Commissioner Ziobrowski with the fact that she takes these folks and guides them Officer Strayer is one of the hardest working individuals and takes time with compassion with everyone on her caseload especially with COVID in 2020 she has taken on the burden of adding more to her caseload.
