HomeMy WebLinkAbout2021-05-12 Commissioner Minutes WEDNESDAY, MAY 12, 2021 The Franklin County Commissioners met Wednesday, May 12, 2021, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. Carrie Gray, County Administrator asked to amend the agenda to include a contract with TeamLMI to help engage and hire the Children & Youth Services Director for $4,500 to cover costs up to 15 candidates. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to adopt the amended agenda. There was no public comment. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. The minutes of the May 5, 2021 meeting were reviewed. These will be decided upon in the afternoon approval session. The Board reviewed Agreements, Contracts and Reports. The items will be decided upon in the afternoon approval session. Carrie Gray, John Thierwechter and Coroner Jeff Conner were in attendance to present the costs for upgrading the former Pennsylvania State Police (PSP) Barracks building on Franklin Farm Lane for Coroner space. Mr. Thierwechter explained that the past couple of weeks he has worked with the Coroner, Property Management, Risk Management and Information Technology Services to develop estimates. The first proposal is to upgrade the building at a cost of $98,000 and the second quote is to build costs with the current construction market so the price could be less but they did their best to have accurate information. Commissioner Flannery said they did a good job without design or engineering services. His only concern is part B and spending $150,000 on a garage that most likely may be turned into rubble in the next couple of years. Is there any other option to get the Coroner what he needs? Coroner Conner responded that the estimate is very high but that is for a two bay garage versus. A new building that has four bays. He did look at two buildings previously but the problem is with his utility v he was told a couple of years ago to wait and see if prices drop but they have doubled. He feels that the renovations to the building could be less than $98,000. He has staff that would have a hard time shoveling out vehicles in the winter time and he is a 24 hour operation so a garage is needed for two of his vehicles. He continued that this could be a 10 year project not two or three years. His staff repaired the floor in the building and hung pictures where there were holes in the walls. He will use the front of the building looking at the possibility to use COVID funds to help with the project since they would move a vehicle that houses COVID items. Commissioner Ziobrowski asked what vehicles he has and where they are housed now. Coroner Conner responded that he has a utility vehicle that was an old ambulance which is used as the main vehicle for responses that is housed in the maintenance garage on Second Street. He also has a Suburban that is used as a deceased transport that is used for long trips to Allentown and for local transports depending on the situation that sits in the parking lot beside the maintenance garage. Commissioner Ziobrowski said that he would like to see the PSP building torn down because they are tempted to keep using it. He does not remember discussions on construction of a new building. He would be interested in looking at another option. A new building was never part of the deal as far as he was concerned. His thought would be if the Coroner has to that when he first looked at the site he refused it because he was against spending taxpayer dollars on it. He was told this was the only option and he heard every excuse pick up a vehicle but everyone sa asked how long remodeling the interior of the building will take and the Coroner responded six months, his staff has done a lot of work already and explained what they have done so far. If a garage is a little closer to the PSP building he is ok with that but human services building, it would still accommodate the Coroner as far as moving bodies. Coroner Con option we need to building. They should look into this further. Chairman Keller asked the Coroner how winter. Chairman Keller said the consensus is to proceed with part A and to move forward but to do more due diligence on part B and have something in place by winter. Commissioner Ziobrowski said when developers build new buildings they build it in a way that they can reuse it for something else so if we do something and can reuse it for something else down the road and do it on our land that will not be developed he approves to research that more. He does not want another building added to the PSP building. Mr. Conner said that there is an area where transportation buses are parked that a building could be added. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to move forward with part A for an estimated cost of $98,000. The Coroner said he will work on part B down the street which is not a problem. He just does not want to come downtown to retrieve the vehicles. He said he is flexible. The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 2:00 p.m. There was no public comment. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the May 5, 2021 meeting. The Board reviewed Grants Management matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the grant application to CCAP-PCoRP Loss Prevention Grant Program for a grant in the amount of $20,000.00 to be used to offset the cost of two X- Main St., Chambersburg, PA 17201. The Board reviewed Children & Youth matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the proposal from TeamLMI Hiring Services to provide hiring assessment and support services for hiring of the Children & Youth Director position at a cost of $4,500.00. Continued on page 3 The Board reviewed Information Technology Services matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the proposal from Capital Area Communications for a Public Safety DAS/BDA system at the new Franklin County Courthouse building at a cost of $11,449.40. The system is designed for approximately 100% coverage throughout the building using Franklin County Public Safety communications channels. The Project design extends the signal from the existing Radio site with coax cable runs to the new building. This design greatly reduces the cost compared to a typical donor Antenna BDA design. The Board reviewed Jail matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the amendment to the contract (dated May 29, 2019) between the County and Global Tel*Link (GTL). The adjustment is that instead of the originally agreed upon $25,000.00 annual technology grant for intelligence, GTL will provide their intelligence platform which includes: initial voice biometrics, continuous voice biometrics, call IQ, call IQ advanced, and data IQ external. This agreement includes training for this new platform. All updates are for the life of the contract and no cost to the county. In accordance with PA Act notifications, CES Engineering, LLC notified the County of a Pennsylvania Department of Environmental Protection Water Supply Permit being applied by Quincy Mini Mart to provide water to their existing facilities on property located in Quincy Township. The Board reviewed an appointment to the Planning Commission Board. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to appoint Ronald Madison to fill a vacancy to end on December 31, 2024. The Board held a Retirement Board meeting. Lee Martin, Marquette Associates Managing Director, met with the Board to provide a report of the Franklin County Other Post-Employment Benefits (OPEB) Fund. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to allocate 5% of equities to infrastructure-related mutual funds in the OPEB Fund. The meeting was adjourned at 4:24 p.m. with a motion by John T. Flannery; seconded by Robert G. Ziobrowski. Carrie E.
