HomeMy WebLinkAbout2009-04-09 Commissioner MinutesTHURSDAY, APRIL 9, 2009 The Franklin County Commissioners met Thursday, April 9, 2009, with the following members present: Robert L. Thomas, David S. Keller and Robert G. Ziobrowski. Chairman Thomas presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. The Board attended a Franklin County Prison Board meeting On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. Allen Piper, Citizens for Responsible Government, provided public comment concerning the 1 % tax that municipalities are considering. Mr. Piper does not agree with the Council of Governments and is opposed to this tax because tax payers are taxed to death but recommends eliminating property tax by adding 1 % onto the State sales tax as proposed by Governor Rendell. Mr. Piper would also like an explanation why board meeting times can be moved and the public or the press not informed of the change. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the minutes of March 31, 2009 and April 2, 2009 meetings. The Board reviewed Adult Probation matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Program Authorization to Pennsylvania Commission on Crime and Delinquency for the Intermediate Punishment Programs for the year 2009-2010 Grant Funding Cycle. The Board reviewed additional Adult Probation matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Memo to Kevin McCarthy Counseling Services to provide 30 day written notice to terminate the In-Jail Intensive Treatment Service Contract. The Board reviewed Emergency Services matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Contract Change Order No. MC-1-1 from Stouffer Mechanical Contractor for the Emergency Service Building Project to provide and install two 20-ton Liebert units for communications room for an additional amount of $139,450.00. The Board reviewed Day Reporting Center matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Amendment No. 2 to the Contract dated April 1, 2006 between the County of Franklin and BI Incorporated to extend the contract through March 31, 2014 and at a cost according to the pricing table listed on the Amendment which includes a $1.35 price reduction in each volume category. All other terms and conditions of the original contract will remain in full force and effect. The Board reviewed Fiscal matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the 2009 Budget Adjustment to re- shuffle certain global fixed costs, re-close funds as a result, increase Adult Probation revenues not budgeted, and add personnel for Jail Diversion grant. Continued on page 2 The Board reviewed Jail matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Purchase of Cert Gear from Chief Corporation in the amount of $6,832.50. Three quotes were received and this was the lowest qualified quote. The Board reviewed additional Jail matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Purchase of ammo from Witmer Public Safety Group in the amount of $3,026.73. Three quotes were received and this was the lowest qualified quote. The Board reviewed Property Management matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Maintenance Contract between the County of Franklin and Control Systems, Inc. to provide maintenance services on the Pneumatic Control System at the Human Services Building at an annual cost of $4,200.00 for the period of January 1, 2009 through December 31, 2009. This is a 25% reduction in last year's price. The Board reviewed additional Property Management matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Agreement between the County of Franklin and Cleveland Brothers Equipment Company, Inc. to provide preventive maintenance service on the generators at the Nursing Home at cost of $1,223.00, Courthouse Annex at a cost of $1,333.000, and Clarks Knob at a cost of $1,655.00 for the period of January 1, 2009 through December 31, 2009. This will also include the Emergency Services Building once completed at a cost of $1,403.00. The Board reviewed Visitors Bureau matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Professional Services Agreement between the County of Franklin and KG Media Solutions to provide scripting and creating three commercials for the annual Trout Derby and promotions of the 225tH anniversary and spring events celebrating the anniversary at a cost of $750.00 for the period of April 9, 2009 through June 19, 2009. The Board reviewed additional Visitors Bureau matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Professional Services Agreement between the County of Franklin and Collinson Publishing to provide advertising in the Dutch Country Roads Spring 2009 issue at a cost of $6,845.00 for the period of April 9, 2009 through May 1, 2009. This insert has been approved by the State Tourism Office. The Board reviewed additional Visitors Bureau matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Professional Services Agreement between the County of Franklin and Benchmark Group Media - Harrisburg Magazine to advertise the upcoming PA Quest for the Freedom Live and Learn Weekend in Carlisle on May 8-9 that Franklin County is a part of at a cost of $1,020.00 for the period of April 9, 2009 through May 15, 2009. The cost is provided from the Humanities Council Grant of which the county received $10,000.00. The Board reviewed additional Visitors Bureau matters. On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously approved the Professional Services Agreement between the County of Franklin and Public Opinion to provide a package of eight (8) ads in the Public Opinion at a cost of $1,700.00 for the period of April 9, 2009 through May 15, 2009. Continued on page 3 In accordance with PA 67, 68 and 127 Notifications, Ecotone, Inc. notified the County of a PA Department of Environmental Protection Water Obstruction and Encroachment Permit being applied by Falling Spring Greenway, Inc. to improve the health of the stream located in Guilford Township. In accordance with PA 67, 68 and 127 notifications, Martin and Martin, Inc. notified the County of a PA Department of Environmental Protection General Permits being applied by Antrim Township for replacing an existing cast-in-place concrete arch culvert, line east bank of Conococheague Creek and replace existing 12-inch diameter roadway drainage culvert on property located in Fannett Township. In accordance with PA 67, 68 and 127 notifications, Carl Bert and Associates notified the County of a PA Department of Environmental Protection NPDES Permit being applied by Volvo for stormwater discharges associated with construction activities on property located in Southampton and Borough of Shippensburg. Lisa Byers and Harry Fike were present to inform the Board of the MVPA 2009 Transcontinental Motor Convoy that will be traveling through Franklin County in June with as many as 50-100 army vehicles. This convoy is retracing the route of the first U.S. Army Transcontinental Motor Convoy in 1919 traveling from Washington D.C. to California along Lincoln Highway. The convoy will stop at Norlo Park on June 13th and the public is invited. The Board met with the Human Services Administrator and the MR Administrator to review related matters.
