Home My WebLink About2021-07-07 Commissioner Minutes WEDNESDAY, JULY 7, 2021 The Franklin County Commissioners met Wednesday, July 7, 2021, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. Chairman Keller asked for approval of the agenda with one slight alteration. He asked to slide the nursing scholarship presentation before they address board actions. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved all bills presented and ordered paid. The minutes of the June 30, 2021 meeting were reviewed. These will be decided upon in the afternoon approval session. The Board presented nursing scholarships to recent local high school graduates who are entering college nursing programs. Tiffany Bloyer, Human Resources Director, explained that one of her favorite tasks is giving out the nursing scholarships. She continued that there is a demand in Franklin County for nurses so she is honored to present six high school students with $2,500 scholarship each to pursue a degree in nursing. On behalf of her, the Commissioners and the citizens of Franklin County she congratulated them on receiving the scholarship. The following graduates were recognized today: Emily Brechbiel from Chambersburg Area Senior High School who will be attending Wilson College ; Brynn Hammond from Chambersburg Area Senior High School who will be attending Penn State University Main Campus; Ryleigh Timmons from Cumberland Valley Christian School who will be attending Penn State University Mont Alto; Alyssa St. Clair from Waynesboro Area Senior High School who will be attending Shenandoah University; Tori Brookens from Fannett-Metal High School who will be attending James Madison University; and Emily Horst from James Buchanan High School who will be attending Bloomsburg University. Chairman Keller explained that the nursing scholarships were created after the sale of the Falling Spring Nursing Home. He is proud of what the graduates have accomplished so far and wishes them well in their future endeavors. Chairman Keller thanked their families for all their support. He wished them luck and thanked them for their hard work and told them to keep in touch. Commissioner Flannery said that Chairman Keller covered it well but he honorable field, he commends them where they are at this point and wishes them the best going forward. Commissioner Ziobrowski said his fellow Commissioners said it well and congratulated them. The Board reviewed Agreements, Contracts and Reports. Chairman Keller asked Ms. Gray about item #1 the vehicle for Adult Probation and that the dealer we are buying the vehicle from is in Mount Joy. Normally they like to buy locally so he asked if s the only quote we received due to limited stock. Commissioner Flannery asked if it was budgeted and Ms. Gray responded that it was budgeted and Act 35 will help pay for half of the costs. The items will be decided upon in the afternoon approval session. Continued on page 2 The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 2:00 p.m. Commissioner Flannery announced that Chairman Keller is tied up in traffic from an accident on 81 but he will be here soon. There was no public comment. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the minutes of the June 30, 2021 meeting. Chairman Keller arrived for the meeting at 2:05 p.m. The Board reviewed Adult Probation matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the purchase of a 2021 Ford F-150 4x4 SuperCrew Cab Styleside truck from Whitmoyer Auto Group in the amount of $40,200.00. The vehicle will be used for the Community Service Program for various work projects throughout the County that are overseen as part of the Community Service Program. The vehicle will also be used for Jail Road Crew service projects within the County. The vehicle has a crew cab to allow for individuals who are serving on projects to be transported. The vehicle will also have the capacity to tow a trailer and utility space to support County roadway litter clean- up efforts. The Board reviewed Aging matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the application to renew the Waynesboro Senior Activity Center food and beverage license which will expire on August 31, 2021. The cost of the license is $82.00. The license renewal is required in order for the center to serve congregate and home-delivered meals. The Board reviewed additional Aging matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved the Memorandum of Understanding (MOU) between the County of Franklin and the County of Perry to authorize their respective ombudsmen to assist with caseloads of the other County upon request. The Board reviewed Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute Change order #003 from eciConstruction, LLC to revise toilet accessories at the Archives Phase II project to be consistent with the other buildings for an additional cost of $327.00. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute Change Order #004 from eciConstruction, LLC to provide a credit of $1,212.00 for providing less roof sheathing replacement than indicated on drawings, based on actual field conditions at the Archives Phase II project. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute Change Order #005 from eciConstruction, LLC to replace ceiling framing at the location of the former skylight and add ceiling/roof framing at areas of HVAC openings at the Archives Phase II project for an additional cost of $2,469.00. Flannery; unanimously approved for the Chairman of the Board to execute Change Order #006 from eciConstruction, LLC to add framing to create box headers at the top of the existing columns buried in new walls to run electric and data cables at the Archives Phase II project for an additional cost of $2,435.00. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute Change Order #007 from eciConstruction, LLC to demolish and remove existing shelving units in the basement and existing fixtures, cameras, and other devices from building exterior at the Archives Phase II project for an additional cost of $1,771.00. The Board reviewed Information Technology Services matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Lumen in the amount of $5,004.00 to provide a 50M internet connection to the PA State Police (PSP) building where the Coroner will be residing. The cost is $139 per month for a 36-month period. The Board reviewed additional Information Technology Services matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the quote from PhiVTech Solutions in the amount of $14,165.00 to provide the network cabling for the Archives Phase II project. The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and David H. Martin Excavating, Inc. to provide snow removal of parking lots, driveways, and any additional paved areas to $150.00 per hour. De-ice treatment is extra per contract rates. This is a back-up agreement if snow is too demanding or a situation occurs that additional snow removal is needed. There is no annual cost for this agreement. The Board reviewed Property Management matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the quote from Bonded Applicators in the amount of $6,975.00 for roof restoration repairs at the old State Police Barracks on Franklin Farm Lane currently being re vendors responding. Bonded Applicators was the less expensive of the two quotes received. The Board reviewed additional Property Management matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the quote from Interstate Garage Doors, Inc. in the amount of $1,452.25 for the garage door installation at the old State Police Barracks on Franklin Farm The Board reviewed additional Property Management matters. Flannery; unanimously approved for the Chairman of the Board to approve the quote from The Incredible Awning Company, Inc. in the amount of $1,200.00 for the installation of a gable awning at the old State Police The Board reviewed additional Property Management matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the quote from HPG Windows and Doors in the amount of $3,990.00 for hollow metal door installation at the old State Police Barracks Office. The Board reviewed Veterans Affairs matters. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the letter of agreement with Penn National Golf Club in the amount of $40.00 per golfer for a maximum of 128 golfers for the Veterans Affairs Golf Tournament being held on September 3, 2021. This event will be funded by golf registrations, sponsorships, donations and contributions. In accordance with PA Act notifications, St. Thomas Development, Inc. notified the County of a Pennsylvania Department of Environmental Protection Air Quality Program General Permit BAQ-GPA/GP-9: Diesel or No. 2 Fuel-fired Internal Combustion Engine(s) application for a facility located in St. Thomas Township. In accordance with PA Act notifications, Edge Rubber, LLC, notified the County of a Pennsylvania Department of Environmental Protection Air Quality Program General Renewal being applied for a facility located in Chambersburg. The Board provided a recognition certificate to Mike Ross, Executive Director of the Franklin County Area Development Corporation, for his help in securing the Chambersburg Mall as the community vaccination clinic for the County. Jacob Crider, Department of Emergency Services Director, explained that a year ago PEMA and the PA Department of Health asked counties to obtain a site for a mass vaccination center. We partnered with Wellspan Health and had to obtain a facility but we had to meet certain criteria especially a 10,000 square feet requirement. They ended up looking at 50 different locations but were having trouble finding a space with the required square footage. Mr. Crider said they reached out to Mike Ross for his expertise and he came up with the Chambersburg Mall as a good location. Mr. Ross helped negotiate with the owners who are in New York since it was hard for DES to get a hold of them. After the Commissioners presented Mr. Ross with the certificate of appreciation he stated he was happy to help and is willing to help in the future if needed. The Franklin County Commissioners and Tiffany Bloyer, Human Resources Director on behalf of the STAR (Special Thanks and Recognition Committee) were present to award Ms. Kerri Washabaugh as the Employee of the Month for June. Ms. Washabaugh has been employed with Franklin County since August 1987. She currently serves as Judicial Secretary for Judge Todd Sponseller. The selection for the June 2021 Employee of the Month was determined by the STAR Committee. There were a total of seven nominations, five of which were for her. The nomination form is attached and made a part of these minutes. Kerri thanked all of the coworkers that nominated her. President Judge Meyers said that Kerri helped him when he was a the month so he is happy that he is here to honor Kerri. She is deeply appreciated by his assistant. Judge Sponseller said he echoes everything that was read about her Continued on page 5 with her for 5 years and it seems like she is his supervisor. It is true that Kerri knows where he needs to be and when all the time. He is looking forward to many more years working with her. Chairman Keller said he is grateful for her years working for the County. Commissioner Flannery said to have a career that lasts that long, he congratulated her. Commissioner Ziobrowski congratulated her. The Board met with Tiffany Bloyer, Human Resources Director and the Controller Harold Wissinger for Salary Board matters. Also in attendance was Stacie Horvath, Human Services Administrator; Stacey Brookens, MH/IDD/EI Administrator; and Magdalena Radovic-Moreno, Director of Archives and Records Management. Flannery; unanimously approved to establish the following position descriptions: Archivist, Community Connection and Housing Navigation Coordinator, Housing Specialist and Information Access and Link Services Coordinator.
