The Franklin County Commissioners met Tuesday, April 28, 2009, with the
following members present: Robert L. Thomas and Robert G. Ziobrowski. Chairman
Thomas presided and after calling the meeting to order, and the Pledge of Allegiance
proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Public Comment was received from Allen Piper, Citizens for Responsible
Government. Mr. Piper addressed the Board on April 23~d covering six (6) items and
asked if planning any further cuts in the budget, asked that public comment be moved to
the end of the agenda, asked why meetings are held in the morning and not in the
evening when more people could attend. Mr. Piper is waiting for the board to respond to
his questions asked and got no reply. Also, would like his comments be made a public
record. They are elected officials and expect results, have not had any response to any
of his questions and its absurd and undemocratic. Other elected bodies are doing the
same thing and Mr. Piper will be insistent and expects the courtesy and response from
elected officials.
The minutes of April 21, 2009 and April 23, 2009 meetings were read. These will
be approved and signed on Thursday, April 30, 2009
The Board reviewed Agreements and Contracts. These will be approved and
signed on Thursday, April 30, 2009.
Richard Wynn, Human Services Administrator and Gloria Strine, Transportation
Director was present to explain the Pennsylvania Department of Transportation Grant
Agreement that is in for Board approval this week.
The Board reviewed Transportation matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the Chairman of
the Board to execute the Grant Agreement between the County of Franklin and
Commonwealth of Pennsylvania Department of Transportation for the Community
Transportation Capital Equipment Grant for a total grant amount of $594,000.00.
The meeting was adjourned at 9:42 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
