The Franklin County Commissioners met Thursday, April 30, 2009, with the
following members present: Robert L. Thomas and Robert G. Ziobrowski.
Chairman Thomas presided and after calling the meeting to order, and the Pledge of
Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved all bills presented and ordered paid.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved the minutes of April 21, 2009 and April 23, 2009 meetings.
The Board reviewed Community Services matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Report on
food distribution in the amount of $3,119.80 for personnel, travel, copies, telephone,
supplies/postage, space costs, & liability insurance for the period of January through
March 2009.
The Board reviewed Drug & Alcohol matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the updated
contract/amendment listing for 2008-2009 Fiscal Year.
The Board reviewed Magisterial District Judge matters. On a motion by
Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the
Lease Agreement between the County of Franklin and Effective Software Products,
Inc. for leasing of Magisterial District Judge office space located at 2038 Lincoln Way
East, Chambersburg at a cost of $3,650.00 per month for the period of May 1, 2009
through April 30, 2010; $3,774.00 per month for the period of May 1, 2010 through
April 30, 2011; $3,902.32 per month for the period of May 1, 2011 through April 30,
2012; $4,035.00 per month for the period of May 1, 2012 through April 30, 2013;
$4,172.19 per month for the period of May 1, 2013 through April 30, 2014;
The Board reviewed Risk Management matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the License
Agreement between the County of Franklin and ORL Productions for unlimited use
of infection control video on both Internet and Intranet "Why Don't We do It In Our
Sleeves" at a cost of $175.00. This will be paid by the WC Trust grant.
The Board reviewed Visitors Bureau matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Professional
Services Agreement between the County of Franklin and Magpie Productions to
perform John Brown and Mary Brown for the May 2"d dedication at the John Brown
House and in Sword of the Spirit and a May 4t" song and historical dramatization for
junior high students at a cost of $2,550.00 for the period of April 30, 2009 through
May 31, 2009.

The Board reviewed additional Visitors Bureau matters. On a motion by
Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the
Professional Services Agreement between the County of Franklin and Madden
Media to create e-brochure fulfillment for the Parade Vacation Getaway Guide insert
that is launching in Spring 2009 at a cost of $1,045.00 for the period of April 30,
2009 through June 30, 2009.
The Board reviewed additional Visitors Bureau matters. On a motion by
Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the
Professional Services Agreement between the County of Franklin and Anita Pfeuffer
to demonstrate the art of Scherenschnitte (paper cutting) as part of the 225t"
celebration of Taste of the Arts at a cost of $125.00 for the period of April 30, 2009
through May 31, 2009.
The Board reviewed additional Visitors Bureau matters. On a motion by
Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the
Professional Services Agreement between the County of Franklin and Barb Peshkin
to demonstrate spinning as part of the 225t" celebration at Taste of the Arts at a cost
of $125.00 for the period of April 30, 2009 through May 31, 2009.
The Board reviewed additional Visitors Bureau matters. On a motion by
Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the
Professional Services Agreement between the County of Franklin and Gary Geiman
to provide blacksmithing services as part of the 225t" celebration at Taste of the Arts
at a cost of $175.00 for the period of April 30, 2009 through May 31, 2009.
The Board reviewed additional Visitors Bureau matters. On a motion by
Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the
Professional Services Agreement between the County of Franklin and Pam Bartl to
demonstrate hand weaving as part of the 225t" celebration at Taste of the Arts at a
cost of $125.00 for the period of April 30, 2009 through May 31, 2009
The Board reviewed additional Visitors Bureau matters. On a motion by
Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the
Professional Services Agreement between the County of Franklin and
Ed Beard to demonstrate wood craftsmanship as part of the 225t" celebration at
Taste of the Arts at a cost of $125.00 for the period of April 30, 2009 through May
31, 2009.
The Board reviewed additional Visitors Bureau matters. On a motion by
Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the
Professional Services Agreement between the County of Franklin and Pat Beard to
demonstrate weaving and spinning as part of the 225t" celebration at Taste of the
Arts at a cost of $125.00 for the period of April 30, 2009 through May 31, 2009.
The Board reviewed additional Visitors Bureau matters. On a motion by
Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the
Professional Services Agreement between the County of Franklin and Sue Matson
to demonstrate basketry as part of the 225t" celebration at Taste of the Arts at a cost
of $125.00 for the period of April 30, 2009 through May 31, 2009.

In accordance with PA 14, 67, 68 and 127 Act Notifications, Lohman E. Glass
notified the County of a Pennsylvania Department of Environmental Protection Water
Obstruction and Encroachment Permit being applied to install a water pump to feed
snow making machines on property located in Southampton Township.
The Board reviewed appointments to the Franklin County Housing Authority.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously
approved to appoint Craig Cordell to serve a five (5) year term to expire on May 31,
2014.
The Board reviewed information regarding the National Crime Victims Rights
Week. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to sign Franklin County Proclamation #2009-03 proclaiming
the week of April 26 -May 2, 2009 as National Crime Victims Rights Week and that
the attached proclamation be made a part of these minutes.
Reverend Roddy Runyan from Fruitbelt Farmworker Christian Ministry met
with the Board regarding Farm Worker Month. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved to sign Franklin
County Proclamation #2009-04 proclaiming the month of May 2009 as Farm Worker
Month and that the attached proclamation be made a part of these minutes.
Carol Knisely, QUnique President CEO, Mary Kimmel, Finance Manager and
Alma Cullers, Director of Nursing met with the Board to review the Falling Spring
Nursing and Rehabilitation Center Governing Board Report which is attached and
made a part of these minutes.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to enter an executive session at 10:41 a.m. this date for the
purpose to review Personnel matters. The Board reconvened into regular session at
10:58 a.m.
The meeting was adjourned at 10:59 a.m. with a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas.
