The Franklin County Commissioners met Tuesday, May 5, 2009, with the
following members present: Robert L. Thomas, David S. Keller and Robert G.
Ziobrowski. Chairman Thomas presided and after calling the meeting to order,
and the Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by David S. Keller;
unanimously approved to adopt the agenda.
The minutes of April 28, 2009 and April 30, 2009 meetings were read.
These will be approved and signed on Thursday, May 7, 2009
The Board reviewed Agreements and Contracts. These will be approved
and signed on Thursday, May 7, 2009.
The Board met with the County Solicitor to review related matters.
On a motion by Robert G. Ziobrowski; seconded by David S. Keller;
unanimously approved to enter an executive session at 9:28 a.m. this date for
the purpose to review Real Estate matters. The Board reconvened into regular
session at 9:47 a.m.
The Board reviewed information regarding the Motorcycle Safety and
Awareness Month Proclamation. On a motion by Robert G. Ziobrowski;
seconded by David S. Keller; unanimously approved to sign Franklin County
Proclamation #2009-05 proclaiming the month of May as Motorcycle Safety and
Awareness Month and that the attached proclamation be made a part of these
minutes.
Phil Tarquino, Planning Director and Sherri Clayton, Senior Planner met
with the Board to discuss appointing members to the Policy Board and the
Advisory Board of the Rural Planning Organization. On a motion by Robert G.
Ziobrowski; seconded by David S. Keller; unanimously approved to appoint
Judith Chambers, Michael Christopher, Samuel Cressler, William McLaughlin,
Charles Sjoberg, John VanHorn, 2 PennDOT Representatives, the Board of
Commissioners and 1 Federal Highways Representative (non-voting). The
Board also accepted the recommendations to appoint Kerry Bumbaugh, Larry
Camp, Jason Cohen, C.Glenn Edgin, Kevin Grubbs, C. Lamar Hollar, Dod
Kiama, John Kohler, Jr., Richard Lawver, David Mackley, Craig Musser, Andy
Paszkowski, Frank Stern, Odessa Trinkle and Samuel Worley for the Advisory
Board with the Policy Board approving to appoint these members at a future
meeting.
Mr. Tarquino and Mrs. Clayton also provided an update on a region-wide
transit study proposal. On a motion by Robert G. Ziobrowski; seconded by David
S. Keller; unanimously approved to authorize the Planning Department to enter
into discussions to develop a scope of work through the Susquehanna Regional
Transit Partnership.

The Board reviewed information regarding Corrections Employee Week.
On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously
approved to sign Franklin County Proclamation #2009-06 proclaiming the week
of May 3-9, 2009 as Corrections Employee Week and that the attached
proclamation be made a part of these minutes.
The Board reviewed Mental Retardation matters. On a motion by Robert
G. Ziobrowski; seconded by David S. Keller; unanimously approved Revision #3
of the MH/MR/Early Intervention program report for Fiscal Year 07-08. This is a
correction to action taken on April 23, 2009.
The meeting was adjourned at 11:03 a.m. with a motion by Robert G.
Ziobrowski; seconded by David S. Keller.
