HomeMy WebLinkAboutEI-105 Training Requirements1 FRANKLIN/FULTON COUNTY MENTAL HEALTH/INTELLECTUAL & DEVELOPMENTAL DISABILITIES/EARLY INTERVENTION 425 Franklin Farm Lane Chambersburg, PA 17202 (717) 264-5387 MH/IDD/EI PROCEDURE STATEMENT PROCEDURE SUBJECT: Training Requirements PROCEDURE NUMBER: EI-105 Effective Date: April 19, 2010 Date Revised: October 30, 2023 Reference: 2014 Act 31 Title 55 PA Code §4226.29 and §4226.30 INTRODUCTION: The Franklin/Fulton Early Intervention Program must comply with the EI Regulations and other federal and state requirements, as well as the Supplemental Grant Agreement (SGA) for Infants, Toddlers and Families Medicaid Waiver signed on July 1st, 1998. In order to comply with the above noted requirements, the Franklin/Fulton EI Program must assure that providers comply with the following in regards to training requirements for staff: PROCESS: 1. Pre-service Training:  Early Intervention personnel who work directly with at-risk children or infants/toddlers with disabilities, including personnel hired through contract, shall receive training before working alone with at-risk children or infants/toddlers with disabilities or their families in the following areas: › Orientation to the Early Intervention service system of the Department, including the purpose and orientation of the State and local interagency coordinating councils. › The requirements of Title 55, Chapter 4426. › The duties and responsibilities of their position. › Methods for working with families utilizing family-centered approaches to encourage family involvement and consider family preferences. › The interrelated social, emotional, health, developmental and educational needs of the children. › The availability and use of available local and State community resources. › The principles and methods applied in the provision of services in the natural environment. 2 › The fiscal operations of the Early Intervention system and the specific funding sources. › Within 120 days of the date of hire, fire safety, emergency evacuation, first aid techniques and child cardiopulmonary resuscitation.  Records of pre-service training for all personnel shall be recorded on the Early Intervention Provider Registry at www.papdregistry.org. 2. Annual Training:  Early Intervention personnel who work directly with at-risk children and infants/toddlers with disabilities, including personnel hired through contract, shall have at least 24 hours of training annually, in addition to any pre-service training, relevant to Early Intervention services, child development, community resources or services for children with disabilities. Specific areas shall include cultural competence, mediation, procedural safeguards and universal health procedures.  Fire safety, emergency evacuation, first aid techniques and child cardiopulmonary resuscitation shall be renewed annually, unless there is a formal certification for first aid or cardiopulmonary resuscitation by a recognized health source that is valid for more than one (1) year, in which case, the time period specified on the certification applies.  Records of all annual training shall be recorded on the Early Intervention Provider Registry at www.papdregistry.org. 3. Requirements for training of Mandated Reporters:  Mandated Reporters who hold a health-related license under the Pennsylvania Department of State: › Training approved by the licensing board in consultation with the Department of Human Services. › Two hours of training for each licensing cycle.  Employees who have direct contact with children: › Training approved by the Department of Human Services. › Three hours of training is required every five (5) years. 4. Additional Franklin/Fulton Early Intervention training requirements:  Early Intervention personnel shall complete the following trainings, found on the Early Intervention Technical Assistance Portal at www.eita-pa.org, at least one (1) time and additionally, if needed: › Guidance for Writing Early Intervention Session Notes › ECO 101 Job Aide › ECO 201 Job Aide › EI Service Delivery Online Course › FGRBI Online Course 5. Documentation of Annual Training:  The agency is required to verify that all staff training is recorded on the Early Intervention Provider Registry at www.papdregistry.org at the following times: › At the end of the fiscal year (June 30). › Upon request of the MH/IDD/EI program for purpose of compliance monitoring.
