HomeMy WebLinkAboutMH-208 Scholarships for Continuing Education for Individuals and their Families1 FRANKLIN/FULTON COUNTY MENTAL HEALTH/INTELLECTUAL & DEVELOPMENTAL DISABILITIES/EARLY INTERVENTION 425 Franklin Farm Lane Chambersburg, PA 17202 (717) 264-5387 MH/IDD/EI PROCEDURE STATEMENT PROCEDURE SUBJECT: Scholarships for Continuing Education for Individuals and their Families PROCEDURE NUMBER: MH-208 Effective Date: January 1, 2006 Date Revised: October 15, 2020 INTRODUCTION: The Office of Mental Health and Substance Abuse Services (OMHSAS) and the Franklin/Fulton Mental Health/Intellectual & Developmental Disabilities/Early Intervention Office (MH/IDD/EI) support recovery through continuing education for individuals and their significant others regarding serious mental illness. Scholarships will be awarded to individuals and their significant others to attend continuing education in order to promote recovery, increase self-advocacy and to promote the support of individuals by their families. The scholarships will be dependent upon the availability of funds. Categorical funds from OMHSAS may also be included for the purpose of supporting families. PROCEDURE: All individuals utilizing Mental Health services who meet the Serious Mental Illness (SMI) diagnosis priority group and members of their immediate families (parents, step-parents, spouses, siblings, significant others who cohabitate with the individual) are eligible to apply for a scholarship. Scholarships will be available to support attendance at training programs and conferences related to mental health issues held within Pennsylvania. The scholarships will not be available for programs held out of state. All requests for scholarships are to be submitted in writing to the MH/IDD/EI Administrator at least two (2) weeks prior to the application deadline. Requests should include projected costs such as registration fees, mileage, meals, etc. All scholarships awarded will be in the form of reimbursement of costs and are not available for advance payment prior to the activity; therefore, receipts for costs must be retained for verification. Prior written approval by the MH/IDD/EI Administrator must be obtained in order to be eligible for reimbursement. 2 Costs incurred from registration, meals (not to exceed the amounts in the county travel reimbursement policy), travel (at current IRS reimbursable rate), and lodging expenses not to exceed three (3) days/two (2) nights will be considered for reimbursement. Total scholarship for any one (1) activity shall not exceed $500.00. Overnight accommodations will only be approved with advance notice and for distances beyond the greater Harrisburg area. Scholarship recipients may not participate in any political or lobbying activity while attending the program. Scholarships will be limited to two (2) funded activities per family per fiscal year (July 1 - June 30) and are dependent upon the availability of funds.
