TUESDAY, JULY 31, 2018
The Franklin County Commissioners met Tuesday, July 31, 2018, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of the July 24, 2018 and July 26, 2018 meetings were reviewed.
These will be decided upon on Thursday, August 2, 2018.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas asked for additional information on item #4; Mental Health First Aid Training.
Carrie Gray explained that the training is a collaboration with Franklin Together and that
county employees and other community members will be trained on how best to respond
to individuals with signs of mental illness. Carrie Gray and Mary Beth Shank also
provided background information on item #1; Social Media Public Comment Policy. The
following item was approved today while the remaining items will be approved Thursday,
August 2, 2018.

Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Franklin County
Social Media Public Comment Policy #107.00, which outlines the guidelines for
utilization of Franklin County social media sites by the public. Sites are available to
present matters of public interest in the county for the benefit of its residents, businesses
and visitors.
The Board reviewed Personnel matters. On a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas; unanimously approved to revise the Day Reporting
Center Director job description to Program DirectorReentry and Clinical Quality
Assurance in Human Services Administration.
Tiffany Bloyer, Human Resources Director, and members of the Special Thanks
and Recognition Committee (STAR) were present to honor the Employee of the Month
for July. Cristin Baker has been employed with Franklin County Children and Youth
Services since September 2015. She serves as a Caseworker II, performing intake
services. Ms. Baker was selected by the STAR Committee from 9 nominations. Reasons
for nomination included the following:
She shared that she recently had to cover for a co-worker to take on-call duty. It wasn't
her on-call shift and she had plans with her family that evening and weekend. When
asked to take the shift, Cristin accepted to help out her co-worker who could not be on-
call. While at dinner with her family for a celebration, Ms. Baker had to leave to respond.
Over the course of the weekend she was up for a total of well over 24 hours to transport
a child to a location. Although Cristin had a worker with her for the ride, she still had to
cases within Children and Youth Services. Ms. Baker is respected in the community by
law enforcement and other agencies. It is clear that Cristin was willing to help her co-
worker out who was unexpectedly unavailable. Working in Children and Youth Services
is a very tough job and it takes a special person to do the work they do. Cristin is
outstanding characteristics have not gone unnoticed by her peers. The nomination forms
describe her as a team player, dedicated, and committed to her career as a Caseworker

Ziobrowski thanked Cristin for her dedicated service. The Commissioners proudly
recognized Ms. Baker for her high standard of customer service, excellence in the field,
and respect for the employees and residents of Franklin County.
L. Michael Ross, President of the Franklin County Area Development
Corporation, was present to speak about item #2, Cooperation Agreement between
Franklin County and Franklin County Redevelopment Authority pertaining to the Leg Up
Farm Redevelopment Assistance Capital Program (RACP) project. Mr. Ross
emphasized that the Commissioners support of the $1 million grant is critical. Leg Up
Farm has the opportunity to be transforming to families with special needs children by
changing their quality of life. Mr. Ross stated that every school district will also benefit
from the Leg Up Farm and the services they provide.
The meeting was adjourned at 9:59 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
