HomeMy WebLinkAbout2019-10-15 Commissioner MinutesTUESDAY, OCTOBER 15, 2019 The Franklin County Commissioners met Tuesday, October 15, 2019, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. John Patterson, Field Organizer of Reform Alliance, provided public comment and explained that Reform Alliance is looking to reform the probation system in Pennsylvania. He continued that they had a decent local meeting on the topic but they only had a week to promote it. He said there were 25 people in attendance. He mentioned that there is an event this month in Harrisburg and provided a document to the Commissioners that highlight the aspects of community supervision that indicates it's a broken system since people end up unnecessarily incarcerated. The document also mentions the Smart Probation Act (Senate Bill 14 and House Bill 1555) that Reform Alliance has championed. Mr. Patterson said the key is to reduce incarceration and to keep people from recidivating. The minutes of the October 8, 2019 and October 10, 2019 meetings were reviewed. These will be decided upon on Thursday, October 17, 2019. The Board reviewed Agreements, Contracts and Reports. Commissioner Thomas shared that he talked to the Tax Office and asked why most of the mobile homes sell for only $100 and they explained that is the minimum bid the Tax Office can receive. Chairman Keller said that item #2, Supplemental Appropriation for Intellectual Disabilities is dollars allocated to us on a fiscal year basis by the State and we are on a calendar year basis. Ms. Gray responded that this is needed due to having different fiscal years then the State. The items will be approved Thursday, October 17, 2019.
