HomeMy WebLinkAbout2021-10-06 Commissioner Minutes WEDNESDAY, OCTOBER 6, 2021 The Franklin County Commissioners met Wednesday, October 6, 2021, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. John Jordan from Fayetteville provided public comment and saw there will be discussion on a grant for body cameras for the Chambersburg Police Department. He and to the public. Valarie Jordan from Fayetteville provided public comment as per the document that is attached to these minutes. Michele Jansen from Chambersburg provided public comment about the $2M request from the Borough of Chambersburg for the Southgate project that the Borough money will be spent on this project. The Borough said the property is worth $4M but Mike Ross did say that the property is not worth that much. She is concerned about decision back then and the county needed to make restitution to families that were affected. She asked how she could find out more about what happened i would be worth it for the public to understand this better and for the council to have more information. Chairman Keller asked for her current contact information and he will follow up with her. Kim Wertz from Chambersburg provided public comment and mentioned that Southgate was discussed at the 10 year comprehensive plan meeting held by the Borough of Chambersburg. They had two meetings in July and one was strictly for Southgate. The public was invited. She talked to Jack Jones from BOPiC at the last meeting and he said that the County used eminent domain to seize the property. Carrie Gray, County Administrator, announced that the Commissioners received a public comment from Eric Bell from Hamilton Township who is supportive of the Chambersburg Borough redeveloping the Southgate Mall property. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. The minutes of the September 29, 2021 meeting were reviewed. These will be decided upon in the afternoon approval session. Continued on page 2 The Board reviewed Agreements, Contracts and Reports. Chairman Keller asked for more information on board action item #7 regarding emergency operations. John Thierwechter, Assistant County Administrator explained that the backup center currently has 4 functional stations. This action will make the backup center more efficient when they have to use it. Chairman Keller asked for more explanation of board action item #8, body worn cameras that were referenced during public comment. Ms. Gray explained that the Commissioners had previously approved a grant application that involved cooperation with multiple municipal law enforcement entities. This agreement is with the Borough of Chambersburg so they can move forward with their portion. She explained that this agreement includes a 50% match and that each municipality is providing a match in order to participate in the grant. The items will be decided upon in the afternoon approval session. The Board reviewed Personnel matters. Ms. Gray explained that these positions needs. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to establish the Community Connections Housing Programs Specialist and the Director of Community Connection Division position descriptions in the Housing Department under the Community Connections Division. The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 2:00 p.m. There was no public comment. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the September 29, 2021 meeting. The Board reviewed Commissioners Office matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute Change Order #004 from Stouffer Mechanical Contractor, LLC to Courthouse for the Historic Courthouse project for an additional cost of $1,298.58. The Board reviewed additional Commissioners Office matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute Change Order #005 from Stouffer Mechanical Contractor, LLC to provide an exhaust fan and louver in the Historic Courtroom AV closet for the Historic Courthouse project for an additional cost of $2,990.56. The Board reviewed additional Commissioners Office matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute Change Order #004 from Stouffer Mechanical Contractor, LLC to provide one additional downspout boot for the rear canopy downspout at the Archives Phase II project for an additional cost of $735.88. The Board reviewed additional Commissioners Office matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute Change Order #014-Plbg from Stouffer Mechanical Courthouse at the Judicial Center project for an additional cost of $213.00. Ziobrowski; unanimously approved for the Chairman of the Board to execute Change Order #015-Plbg from Stouffer Mechanical Contractor, LLC to provide two access panels in the Historic Courthouse stair tower to access fire protection system valves at the Historic Courthouse project for an additional cost of $194.35. The Board reviewed Coroner Office matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation in the amount of $20,500.00 for additional budget in order for the Coroner to expend his discretionary funds. The Board reviewed Department of Emergency Services matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Lumen (Formerly CenturyLink) to add an additional VESTA 911 position to the 911 center and to move one VESTA 911 position from the Emergency Operations Center to the Back-up center located at the Courthouse, at a cost of $31,539.36. This cost includes four years of maintenance on the new position. The Board reviewed Grants/CJAB matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the Subgrant Agreement between the County of Franklin and The Borough of Chambersburg Police Department (CPD) for the County to award CPD a grant pursuant to the Law Enforcement and Corrections Re-Release Body-Worn Camera Policy and Implementation Program(BWC/PIP) in the amount of $45,813.50 pursuant to the terms and conditions set forth herein; and CPD agrees that it shall cooperate with any and all grant requirements so that the County shall not incur any penalties for failing to report or accurately report the use and disposition of the BWC's and related equipment purchased with the grant funds. CPD will match the grant by $45,813.50. CPD shall implement the use of BWC in a manner strictly consistent with The Franklin County District Attorney's Office's Body-Worn Camera Procedures dated May 2018 (revised 2021). The Board reviewed Information Technology Services matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Gettle to replace a failed network link between Adult Probation and Franklin Farm Lane at a cost of $8,750.00. Currently, the AirFiber link is failing and only working at half capacity. This will replace the current link and reroute it from the old Archives building to the Human Services Building instead. This link is necessary to connect the buildings on Franklin Farm Lane to the county's network. The Board reviewed Planning Office matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved Resolution #2021-06 to approve the modifications being made to the FY 2016 - FY 2017 CDBG contracts, specifically for projects being completed in the Borough of Greencastle. The details of these modifications were presented during the Public Hearing held on September 22, 2021, which includes details of the adjustments being made to both contracts. The Borough of Greencastle ADA Curb Ramp project has adjusted in scope to complete less curb ramps at different locations. Additionally, the Borough of Greencastle S. Jefferson Street project's budget has changed due to increased construction costs and adjustments in the rehabilitation necessary to bring the street up to current standards. Continued on page 4 The Board reviewed additional Planning Office matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the addendum to the FY 2019 Home Investment Partnership Program (HOME) Subrecipient Agreement between the County of Franklin and Luminest, Inc. to provide additional funds in the amount of $100,000.00 from Department of Community and Economic Development (DCED) grant to support the existing Home Investment Partnership Program (HOME) grant project with Luminest, Inc. located in the Borough of Waynesboro. All other terms and conditions of the original agreement shall remain in full force and effect. The Board reviewed Property Management matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the quote from Diamond Automatic Sprinklers, Inc. for an annual inspection of the automatic sprinkler system, fire pump inspection and additional backflow preventer testing at 14 North Main Street Judicial Center for a total of $2,750.00 for the time period of January 1, 2022 through December 31, 2022. The Board reviewed additional Property Management matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the quote from South Central Services for spray foam $7,098.00. Three quotes were requested and this was the only quote received. In accordance with PA Act notifications, Compliance Management International notified the County of a Pennsylvania Department of Environmental Protection Synthetic Minor Operating Permit being applied by the Signature Company American Stair & Cabinetry for renewal of the existing SMOP No. 28-05022 which includes three spray paint booths, One Makor Spray Paint System, adhesive & sealant usage and woodworking operations on property located in Greene Township. The Franklin County Commissioners and Charles Martin, Human Resources Generalist on behalf of the STAR (Special Thanks and Recognition Committee) were present to award Mr. Rusty Waltz as the Employee of the Month for September. Mr. Waltz has been employed with Franklin County since September 30, 2013. He currently serves as Systems Administrator with the Information Services Department. The selection for the September 2021 Employee of the Month was determined by the STAR Committee. There were a total of ten nominations. Mr. Martin read the nomination form which is attached and made a part of these minutes. Mr. Waltz thanked everyone for his recognition but there are a lot of other people that deserve recognition also. Chairman Keller said when someone calls 911 there is someone there to pick up the call and we have great folks at the 911 center but it takes a team and a village and Rusty is a big the taking on that project. Mr. Waltz said it took him and another IT person 20-25 hours to get down to the bare floor and identify the cabling, then the installers installed the furniture and he had to pull the cables back up through the floor. He said they did find some anomalies and had to have the cable manufacturer come in to identify some unused cables that could be discarded. Commissioner Ziobrowski said Rusty has helped him every time he needed it and mentioned that the 911 center has a raised floor and Mr. Waltz responded that everything had to be fished up through so it was a challenge and he mentioned that he had to add an additional console. Commissioner Ziobrowski said Rusty is not getting this award for just this instance, he also has a great attitude. Chairman Keller thanked the STAR Committee for an excellent job since he Continued on page 5 Keri Kenney, Human Resources Training and Development Coordinator was present for the Commissioners to hold a drawing for prizes to County employees who donated to the United Way Campaign. Ms. Kenney explained that the county raised $7,368 for the United Way Campaign and that 16% of employees donated in some way. The Board drew names for full PTO days, half PTO days and other prizes. Ms. Kenney said she will announce all the winners and thanked everyone for donating. Chairman Keller thanked all the employees that donated and that it was a good contribution to United Way which is an organization that is near and dear to their hearts.
