HomeMy WebLinkAbout2021-11-04 Commissioner Minutes THURSDAY, NOVEMBER 4, 2021 The Franklin County Commissioners met Thursday, November 4, 2021, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. Valerie Jordan provided public comment as per the document that is attached to these minutes. Ms. Jordan also stated that she is happy with the election results on Tuesday and that democrats are no longer in power in Chambersburg. When they get in office she will have a nice statement to say to them. She informed Commissioners to not move forward with giving $2 million to the Chambersburg Borough for Southgate. Ms. Elia did not get appraisals for that property and she kept it a secret until Ms. Jordan went back into the minutes and realized what happened. She informed Chairman Keller to not do this because too many people want to replace him in this county now. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. The minutes of the October 27, 2021 meeting were reviewed. These will be decided upon in the afternoon approval session. The Board reviewed Agreements, Contracts and Reports. The items will be decided upon in the afternoon approval session. The Commissioners presented a fundraising check to Sharon Brosious from the Cumberland Valley Breast Care Alliance (CVBCA) that was raised from the County’s dress down fundraiser that was held in October. Keri Kennedy, Human Resources Coordinator, stated that this year county employees raised $635 for the dress down fundraiser. She also mentioned in August the County raised $626 for the Breast Cancer Walk that was presented to the CVBCA at that time. Sharon Brosious from CVBCA thanked everyone and stated she enjoys the partnership with county employees. She also provided two education classes for county employees that she hoped were informative. She stated that it’s been quite a challenge with COVID but they are doing their best trying to never say no to anyone that has a need for groceries or gas. Gas money seems to be the big challenge right now due to the higher gas prices. These funds will buy a lot of gas cards. She thanked everyone again. Chairman Keller said he is grateful for Sharon’s tireless leadership through the years. He is also grateful for the generosity of the employees and thanked everyone for contributing. Commissioner Flannery stated that he has had family members suffer from this so he appreciates all the work she does. Commissioner Ziobrowski said this cause is near and dear to his heart and appreciates everything that Sharon does. Ms. Brosious said after doing this job for over 26 years a younger nurse will be taking over this spring. She said they need to get some new young blood in there but she will still be around to help. The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 2:00 p.m. There was no public comment. Continued on page 2 Chairman Keller announced that Commissioner Flannery would not be attending the afternoon meeting. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the minutes of the October 27, 2021 meeting. The Board reviewed Adult Probation matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the Interagency Memorandum of Understanding between the County of Franklin and The Pennsylvania Commission on Crime and Delinquency (PCCD) to partner for a contracted Research Specialist Consultant to do a "Recidivism Study" for individuals on Probation and Parole. There is no financial obligation as this service is being provided at no cost by PCCD as part of a federal grant. An MOU is required by PCCD to partner with the County to establish the parameters concerning the data obtained on internal offender-specific data sets. The Board reviewed Commissioners Office matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute Change Order #020 from eciConstruction, LLC to provide modifications to automatic door operator actuator for the Archives Phase II project for an additional cost of $1,618.00. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute Change Order #021 from eciConstruction, LLC to provide eight (8) ceiling access panels in locations of above-ceiling HVAC equipment for the Archives Phase II project for an additional cost of $1,690.00. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute Change Order #GC-109 from Lobar, Inc. to provide vision panels with metal frames in doors 2013 and 2031 in the New Courthouse for an additional cost of $1,703.35. The Board reviewed Human Resources matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the Renewal Administrative Service Only (ASO) Agreement between the County of Franklin and Highmark, Inc. for the period of January 1, 2022 through December 31, 2024, in exchange for loyalty credits in the form of administrative (ASO) fee waivers. This credit is applied to the cost associated with maintaining medical/prescription coverage for our employees. The Board reviewed additional Human Resources matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the contract between the County of Franklin and United Concordia Companies, Inc. to provide the County's Dental insurance provider beginning January 1, 2022 for active employees, eligible retirees and COBRA participants for the period of January 1, 2022 through December 31, 2024. The monthly enrollment admin fee is $4.40 per contract per month and will remain the same over the length of the contract. Expenses will vary based on enrollment and plan utilization. The Board reviewed Information Technology Services matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the Sales Order Form from Comcast Business to provide internet at a speed of 500MB for $1,312.65 a month for the period of November 1, 2021 through January 31, 2024. The previous order form was for a speed of 100MB for $1347.60 a month. Continued on page 3 The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the agreement between the County of Franklin and Franklin County Jail Ministries United Churches of the Chambersburg Area to provide Chaplin services for the inmates at the Franklin County Jail at an annual cost of $25,000.00 for the period of January 1, 2022 through December 31, 2022 with an automatic one-year renewal. There is no increase in the contract. The Board reviewed Planning matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute Resolution #2021-08 authorizing an application to the Pennsylvania Municipal Assistance Program (MAP) for a grant to support the County Comprehensive Plan update. The total project cost of the proposal is $139,674.00 and the resolution is needed to commit 50% of the total project cost. The Board reviewed Property Management matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the proposal from DVL/Vertiv to provide preventative maintenance and semi-annual system inspections for two separate UPS systems in the following areas: Franklin County Courthouse for a 15 KVA Liebert UPS in basement, Prorated 4/01/2022-12/31/2022 for $3,099.59 and New Judicial Center for a 50 KVA Mitsubishi in basement for the time frame of 1/01/2022 - 12/31/2022 for an amount of $2,775.00. Total amount of the contract is $5,874.59. The Board reviewed Register & Recorder matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the proposal from Infocon to convert microfilm files to PDF/A at a cost of $5,000.00 for a setup fee and $3,000 per year for on-going software support fee. PA Historical & Museum Commission requires that a backup copy of the security preservation files be at a separate geographic location. The Board reviewed Risk Management matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Autoclear to service x-ray machines at a cost of $19,000.00 for the period of September 1, 2021 through August 31, 2022 at the following locations: Courthouse Annex, 157 Lincoln Way East, Chambersburg PA 17201; Historic Courthouse, 2 N. Main Street?, Chambersburg PA 17201 moved to 14 N Main Street; Human Services Building, 425 Franklin Farm Lane, Chambersburg PA 17202; Administrative Annex, 218 N 2nd Street, Chambersburg PA 17201; Hearing Annex, 39 N. Second Street, Chambersburg PA 17201. The Franklin County Commissioners and Tiffany Bloyer, Human Resources Director, on behalf of the STAR (Special Thanks and Recognition Committee) were present to award Mr. Matthew Kendall as the Employee of the Month for October. Mr. Kendall has been employed with Franklin County since September 2012. He currently serves as Hazardous Materials Specialist with the Department of Emergency services. The selection for the October 2021 Employee of the Month was determined by the STAR Committee. There were a total of twenty- four nominations. Ms. Bloyer read the nomination form which is attached and made a part of these minutes. Mr. Kendall thanked those who nominated him. Chairman Keller said there was stiff competition this month with 24 nominations. He serves with Matt on the Local Emergency but this is impressive and he hopes it was time well spent for the law enforcement folks and they found what they were looking for. Commissioner Ziobrowski said he hopes if there is ever a scavenger hunt in Franklin County they will task him with it. He has always been very impressive and professional, and he congratulated him. Also in attendance was Christina Unger, Administrator for Drug & Alcohol; Teresa Beckner, Fiscal Director; and Kurt Hoffeditz, Chief Information Officer for ITS. The Board reviewed Personnel matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the revised job descriptions for the HR Generalist-Employee Benefits and Risk Manager positions.
