HomeMy WebLinkAbout2009-06-12 Mental Health Provider MeetingMental Health Provider Meeting Human Services Building Friday, June 12, 2009 Minutes - Welcome Everyone introduced themselves and their agency affiliation. - Psychiatric Admissions Reporting Overview Tim Gilbert explained to the group that the county tracks how many psychiatric hospital admissions of individuals open with Franklin/Fulton County MH/MR are done throughout the year. It is then compared with the previous year's utilization. Jim will be reporting the utilization of hospitals by individuals, compared quarterly, at future Provider Meetings. He reviewed both the reasons for collecting this data and how it might be analyzed along with the rationale for enlisting the assistance of the provider agencies. - Early Warning Sign Report Jim explained the Community Mental Health Early Warning Sign Report was created to maintain open lines of communication between agencies and our case management unit, to foster a "treatment team" concept in providing appropriate support to the individuals we serve and to increase awareness within the mental health system of care of indications that service recipients may be struggling or having difficulty in some way. The report will be completed by an agency staff person. It is then sent to Jim, Cori, or the case manager of the individual either by email or fax, whichever is HIPAA compliant for the agency. The case manager will have the individual sign the revised release of information form which will permit the case manager to send it to other providers of the individual. This is a way of providing more support when an individual may need it. - Billing Updates Becky Leidig expressed her appreciation for the fact that she has been receiving billing from providers with the previously established Tuesday noon cut off time. She would now like to change the cut-off to Monday noon as a guarantee that the invoice will be processed that week. The monthly cut-off date of the 15th is working well. Mostly all of the providers are able to meet this time period. Becky requested that if a provider is having problems getting their payments by the end of the month to contact her and she will track down the issue. There should not be any payment to a provider later than the end of the month (if it was received by the 15th of the month). - Franklin/Fulton Annual Art Show Presentation Susan Snyder, New Visions, shared some art work of the Franklin/Fulton Community Support Program with the group. This was 2009 Viewer Choice Award Art Show Reflections of Us A Look in the Mirror. This is a regional art show that was started in 1994 and expands every year. This is a Mental Health Association's Community Support Program that is shared with New Visions. The art show is a powerful tool. It is a venue for people to express themselves. The categories are standard and the submission date is May 8th. It helps people with a desire to create. May is Mental Health Month and that is the same month as the art show. It was held at the Chambersburg Mall. The articles were on display for everyone to see. Many of the pieces were sold. - Office of Mental Health & Substance Abuse Services -"State of the State" • Central Field Office (Adults) Julie Barley and Kellie Wayda from OMHSAS talked about services people need in the community. OMHSAS would like to implement services and policy to support recovery and resiliency in the adult behavioral health system. They would like to assure that behavioral health services and supports recognize and accommodate the unique needs of older adults. Several state hospitals have closed and people are being served in their communities. Joan Earney, Deputy Secretary for OMHSAS, is going to attend the Danville State Hospital Service Area Planning Meeting in October to talk about achievements they have made. At the state level there needs to be more consistency with state hospitals. There is a problem with housing for these individuals when they are discharged. They would like local groups to develop a plan for single occupancy housing like a Community Residential Rehabilitation (CRR) program. They would like to form a clinical team to visit homes and the clubhouse to put supports in place. They need to decide what can be done in rural areas for the same level of care and community based resources. There is also a problem on what to do with older adults. OMHSAS has developed a Memorandum of Understanding adding Drug and Alcohol, Area Agency on Aging and Mental Health to have an impact on this age group. The agencies want to work closer to share information. Community support planning is going on state wide as an initiative for adults in state hospitals. Quality Management and Quality Assurance bring forward data that is working to promote recovery with gains that we have made. The state and the county would like to work in partnership to protect those gains. • Children's Bureau Deb Hardy reviewed some initiatives that OMHSAS is working on. Children's behavioral health is family based. It is important to use a family team. We need to use respite resources for relief. We need to collaborate early learning with transition groups. Juvenile Justice is teaming with Mental Health to determine a correct and appropriate placement for children who are determined to need out-of- home placement. Suicide prevention is using a data collection with a youth online survey. The child completes this survey and the data is collected for review. There is a definite need to develop resources for Fetal Alcohol Syndrome Disorder. One in 100 babies is born with this condition. • Act 62 Insurance Bill The PA Autism Insurance Act (Act 62) is a dual insurance, Medical Assistance and private insurance, although the service must be pre-authorized. The state's goal is to provide a central place to find information about the new Autism Insurance Act for family members, private health insurance companies and autism service providers. - New Business "Brown Bag Training" Barbara 7ohncour shared with the group the trainings that are scheduled fora "Brown Bag Training." There is going to be training by the Juvenile Probation Office on Tuesday, June 30, 2009 from 12:30 p.m. - 2:00 p.m. in the Human Services Building. This training is for ways to work together to benefit this population. Another training is scheduled for Thursday, September 17, 2009 from 12:30 - 2:00 for Developmental Disabilities, which is Mental Retardation and Early Intervention. The discussion will be about why it is important to take advantage of Early Intervention programs and the new regulations for mental retardation that go into effect on July 1, 2009. Future Trainings: Adolescent Co-Occurring (MH and D&A) Disorder: Identifying, Understanding and Treating Planned for Fall 2009/ Training: Loss -Grief and the Therapeutic Process Agency Updates Mike Grier, Keystone Community Mental Health Services, stated they are going to have a Community Relations Coordinator come and evaluate their programs. There is a group of 35 - 40 individuals in various stages of recovery, various education, and lifestyles. This group has written a book and the sale and proceeds go to self sustain the program. The stories speak of the power of hope and how people can overcome to promote recovery. Susan Snyder, New Visions, stated the Community Support Program is once again going to have "Christmas in July." The date for this event is Thursday, July 23, 2009. It will have a spiritual component with the definition of spirituality. The next Cross-Training provided by the County will be held on Thursday, November 19, 2009 starting at 8:30 a.m. Representatives from all the county agencies will give an overview of the services they provide.
