FRANKLIN COUNTY PRISON BOARD MINUTES

I. The meeting was called to order by Commissioner Flannery at 8:30 AM.
II. Public Comment
A. There was no public comment
III. Minutes for the October 2021 meeting were discussed.
A. Judge Meyers moved to accept the minutes, Controller Wissinger seconded the motion
and the minutes were unanimously approved.
IV. Warden’s Report
A. There were 155 commitments and 145 discharges in October.
B. The average daily population was 406.4 with an average of 344 males and 63 females.
C. The recidivism rate was 52% when looking at all new commitments that had been incarcerated at FCJ
within the past three years. The recidivism rate was 45% when looking only at those commitments
with new charges.
D. At a snapshot view at the beginning of November there were 150 sentenced and 251 unsentenced
inmates. There were 22 inmates on Approved Temporary Absence status; however none of these are
due to overcrowding. Forty-four were pending transfer to other facilities, with 34 of those pending
transfer to SCI. Judge Meyers asked for information regarding how the delayed SCI transfers are
affecting lengths of stay. DW Pierre will look into providing the information.
E. There was $14,940 collected in total revenue for October.
F. The average length of stay (ALOS) for those discharged in October was 82.7 days.
G. There was one inmate housed in Centre.
H. A breakdown of the demographic statistics for October indicated that males made up 77% of the
population, 69% of the population were white, 52% of the population was between the ages of 26-39,
73% were single, 5% were military veterans and 76% had at least their high school diploma or GED.
I. PrimeCare’s medical report was presented. There were 974 sick calls. There were 23 outside medical
appointments and nine trips to the ER. There were 734 mental health contacts. There were 97 inmates
on suicide watch. There were six inmates that required 1:1 observation. There was one inmate at
Torrance State Hospital. There were seven participants in the Sex Offender’s Treatment Program.
There were 42 in the Medication Assisted Therapy (MAT) program. There were 254 on the MH
caseload and an additional 47 with SMI diagnoses. There were 56 commitments placed on detox
protocol. There were two pregnant inmates. Thirty-four inmates were given the COVID vaccine.
J. Judge Meyers moved to accept the Warden’s report, Controller Wissinger seconded the motion and the
report was unanimously approved.
V. Intermediate Punishment report
A. The Pre-Release department received 64 intakes and had 41 releases.
B. Seven inmates were placed in jobs. Chief Wilburne reported the number should increase for next
month as program has been reinstated for under one month.
VI. At this time, there was an internet outage that interrupted the meeting. No further reports were given
VII. The next meeting is scheduled for December 14, 2021 at 8:30AM at the Franklin County Administrative Building.
Controller Keller moved to end the meeting, DA Fogal seconded the motion and the meeting was adjourned.
