The Franklin County Commissioners met Thursday, June 25, 2009, with the
following members present: Robert L. Thomas, David S. Keller and Robert G.
Ziobrowski. Chairman Thomas presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Public Comment was received from Allen Piper, President of Citizens for
Responsible Government, who would like the Board to labor more on the
contracts/agreement/reports, since this is public information. Last meeting could not
hear well and asks the board to speak up.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved all bills presented and ordered paid.
Commissioner Keller entered the meeting room at 9:05 a.m.
On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously
approved the minutes of June 16, 2009 and June 18, 2009 meetings.
The Board reviewed Adult Probation matters. On a motion by David S. Keller,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the Subgrant Award Notice (2009/2010/2011-IP-ST-19957) from
Pennsylvania Commission on Crime and Delinquency for the Franklin County
Intermediate Punishment Program for the period of 2009-2011 for an award amount of
$47,630.00 per year.
The Board reviewed Aging Office matters. On a motion by David S. Keller,
seconded by Robert G. Ziobrowski; unanimously approved for the purchase of kitchen
supplies for senior activity centers from Johnnies at a total cost of $8,525.00. This
company is on the COSTARS State contract.
The Board reviewed Emergency Services matters. On a motion by David S.
Keller, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Addendum to the Agreement dated June 11, 2009 between the
County of Franklin and Embarq to provide Centurion Maintenance Service to correct the
term of agreement to commence on September 25, 2009. All other terms and conditions
of the original agreement will remain in full force and effect.
The Board reviewed Information Services matters. On a motion by David S.
Keller, seconded by Robert G. Ziobrowski; unanimously approved the Quote from
Novell, Inc. for the Countywide Annual Novell Licensing Renewal at a cost of
$31, 809.60.
The Board reviewed Jail matters. On a motion by David S. Keller, seconded by
Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute
the Amendment to the Contract between the County of Franklin and Canteen
Correctional Services to include a .044% cost of living increase, rates are based on
population, effective June 1, 2009.

The Board reviewed Nursing Home matters. On a motion by David S. Keller,
seconded by Robert G. Ziobrowski; unanimously approved the Agreement of Affiliation
between the County of Franklin and Franklin County Career and Technology Center to
provide student clinical experience to an instruction group of approximately 30 students
for the period of July 1, 2009 through June 30, 2010.
The Board reviewed additional Nursing Home matters. On a motion by David S.
Keller, seconded by Robert G. Ziobrowski; unanimously approved the Agreement
between the County of Franklin and The Chambersburg Hospital to provide Behavioral
Health Services at a cost of $80.00 per hour for the period of July 1, 2009 through June
30, 2010.
The Board reviewed MH/MR matters. On a motion by David S. Keller, seconded
by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to
execute the Lease Agreement between the County of Franklin and Waynesboro Area
Human Services Council to lease office space at 24 East Main Street, Waynesboro at a
cost of $155.00 per month for the period of July 1, 2009 through June 30, 2010.
The Board reviewed Visitors Bureau matters. On a motion by David S. Keller,
seconded by Robert G. Ziobrowski; unanimously approved the Professional Services
Agreement between the County of Franklin and The Printing Department to provide
advertising, design and conceptual development related to John Brown Map & Driving
Tour, Ben Franklin/225th banner for Chambersburg Mall display and incidental ad
resizing at a cost not to exceed $1,800.00 for the period of June 25, 2009 through
August 1, 2009.
In Accordance with PA Acts 67, 68 notifications, Gannett Fleming notified the
County of a Pennsylvania DEP NPDES Permit Renewal being applied by Chambersburg
Water Treatment Plant for the Borough to discharge treated process wastewater into the
Conococheague Creek located in Greene Township.
The Board recessed until 9:30 a.m.
Dr. Barry Parks, Nursing Home Administrator, Mary Kimmel, Finance
Manager and Alma Cullers, Director of Nursing met with the Board to review the
Falling Spring Nursing and Rehabilitation Center Governing Board Report which is
attached and made a part of these minutes.
The meeting was adjourned at 9:52 a.m. with a motion by David S. Keller;
seconded by Robert G. Ziobrowski.
