HomeMy WebLinkAbout2022-01-26 Commissioner Minutes WEDNESDAY, JANUARY 26, 2022 The Franklin County Commissioners met Wednesday, January 26, 2022, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to adopt the amended agenda. Carrie Gray, County Administrator, is requesting to pull board action #5, lease agreement with TMCA. She would like to review the language and There was no public comment. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. The minutes of the January 19, 2022 meeting were reviewed. These will be decided upon in the afternoon approval session. Chairman Keller asked to include review and approval of the minutes in the morning session going forward. The Board reviewed Agreements, Contracts and Reports. The items will be decided upon in the afternoon session. Steve Thomas, Planning Director, and Troy Truax from Michael Baker International met with the Board to provide more information on the 2022 Comprehensive Plan that staff is recommending Michael Baker International to help develop. Mr. Thomas explained that the Comprehensive Plan is completed by the County every 10 years in accordance with the PA Municipal Planning Code. This plan will focus on the growing housing gap for affordability for residents, solar farms, warehousing and the impact on land use, including water and sewer. He said Franklin County has grown 4% in population even though a lot of Pennsylvania communities saw a decrease. He explained that they wanted to bring in an outside partner to help bolster the quality of the project. It will be a 14-16 month timeline for the project to give ample time for public engagement. They will also bring in independent studies that have been completed in the last 10 years from various organizations. Mr. Thomas explained they will engage municipalities to foster and strengthen the relationships with them during this process. Commissioner Ziobrowski asked if municipalities have to do a comprehensive plan every 10 years and if we encourage them to apply for grants and partner with us. Mr. Thomas responded every 10 years. There are a few that have updated their plans in the last 5 years but some have not done anything for many years. He said we will incentivize and encourage them to work with us and bolster them for grant opportunities as well. He continued that there will be stakeholder engagement with the healthcare industry, transportation industry and that the public needs to have a voice. Planning staff will be very active in the community and will attend various meetings and events to get input. This will include Amish and Mennonite communities as well. Mr. Thomas said that Nicole Boling applied for a Municipal Assistance Program (MAP) grant through the PA Department of Community and Economic Development (DCED) to help fund the project and she was able to secure a grant in the amount of $69,000 for the County. Troy will be involved also. He explained they are finishing up the Chambersburg Borough Comprehensive Plan right now and helping to usher in revitalization of the South Gate project. The economic development side and seeing plans at the end of the day lays out the roadmap Continued on page 2 for success. He is excited for this opportunity. Chairman Keller asked Steve to highlight the selection process and Mr. Thomas explained the process they went through on selecting Michael Baker International. He said the kickoff will start in February and will continue for 14-16 months. Ms. Gray wanted to point out that we are using in-house staff to assist with marketing, communication and GIS tasks which will save money and time. Mr. Thomas mentioned that they will look at using a digital platform along with some printed material since not everyone has access to the internet. They will also utilize interactive maps. Teresa Beckner, Fiscal Director, provided a fiscal update to the Board which is attached explained that today she will be reviewing the 2021 budget performance through November and that these are preliminary numbers since they are working diligently to close December. Ms. Beckner reviewed the General Fund expenditures with the Board and stated that we are performing well compared to budget for the first 11 months. Ms. Beckner reviewed the revenue side of the budget showing the tax collections had some growth and that net billings were up $450,000 from prior year but the total increase was around $700,000. Ms. Beckner reviewed with the Board additional data regarding expenditures and revenues. The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 2:00 p.m. There was no public comment. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the minutes of the January 19, 2022 meeting. The Board reviewed Commissioners Office matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute Change Order #GC-CO-119 from Lobar, Inc. for signage upgrade at the Historic Courthouse at a cost of $2,044.70. The Board reviewed Grants/CJAB matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the contract between the County of Franklin and Waynesboro Police Department to provide funds from the PA Commission on Crime and Delinquency Grant in the amount of $29,632.00 to be used for body worn cameras for each officer, transfer station kit, battery, warranty, evidence library and server that is necessary to ensure body worn camera footage is handled appropriately. The Waynesboro Police Department will provide a 50% match of $29,632.00 for a total contract amount of $59,264.00. The Board reviewed Grants matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Human Services/Information and Referral to provide subcontracting services to supervise a Coordinated Entry Access Site for the PA-509 Eastern PA Continuum of Care which is responsible for all counties comprising the South Central Regional Homeless Advisory Board. This agreement is at an amount of $12,882.44 for the period of June 1, 2021 through November 30, 2022. The Board reviewed Planning Office matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Michael Baker International, Inc. to provide the Franklin County Comprehensive Plan update at a contracted amount of $139,674.00. Continued on page 3 The Franklin County Commissioners and Tiffany Bloyer, Human Resources Director on behalf of the STAR (Special Thanks and Recognition Committee) were present to award Mr. Christopher Foote as the Employee of the Month for January. Mr. Foote has worked at Franklin County since December 2016. He currently serves as a Booking Officer/Correctional Officer at the Jail. The selection for the January 2022 Employee of the Month was determined by the STAR Committee. There were a total of 14 nominations, four of which were for Mr. Foote. Ms. Bloyer read the nomination form which is attached and made a part of these minutes. Chairman Keller said the Board is in awe of the tremendous work that Mr. Foote does. He continued that Commissioner Flannery appreciates everything they do at the Jail. Commissioner Ziobrowski said just as long as that ud to be on the same team. The Board met with Tiffany Bloyer, Human Resources Director and the Controller Harold Wissinger for Salary Board matters. Also in attendance were Sheriff Dane Anthony and Chief Deputy Ben Sites. The Board reviewed Personnel matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the job description for the Deputy Sheriff (K9 The Board reviewed appointments to the Franklin County Visitors Bureau Board. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to appoint the following individuals to the Franklin County Visitors Bureau Board: Bonnie Shockey, Beth Thoresen, Melodie Anderson-Smith, Paul Luka, Michael Ross, Michael Kalathas and Jaime Stoner for two-year terms to end on January 31, 2024 and Katrina Gayman, Jackie Mowen, Patti Nitterhouse, John Flannery, Scott Brown, Debby Cunningham, Chris Ardinger and Steve Christian for one-year terms to end on January 31, 2023. Carrie Gray, County Administrator, explained that they took the direction that the Board provided at the last Commissioners meeting to increase the allocation for Agriculture Preservation to certify with the state and increase the allocation by $750,000 separate from the Schroyer Estate gift. John Thierwechter, Assistant County Administrator, explained that the contribution could save up to 10 farms. Steve Thomas, Planning Director, said that they appreciate the generosity of the Board and that this will have a huge legacy impact on the County. This is the best return on investment from the State that we can get. The typical allocation net in the the generous contribution. Rochelle Barvinchack, Planner, said they have calculated that we could get a total state match of $1.35M so we would end up with $2.2M to preserve farms in Franklin County. This is a good position to be in and we could preserve 7-10 farms depending on the acreage for each farm. Chairman Keller said that those 10 farms are spread throughout Franklin County and that would put a dent in the 133 farms that are currently on the list now. Commissioner Ziobrowski stated that if other counties increase their allocation amounts we could get less from the state. He asked if we have the staff to be able to facilitate this within the next year. Mr. Thomas said that they do have the staff to make it work but the question could be for surveyors and appraisers but they do have a good relationship with them and they do get to take the recommendation and to certify the amount of $869,365 to the state. Ziobrowski; unanimously approved the Certification of County Funds for 2022 program year for total funds in the amount of $869,365 for purchasing agricultural conservation easements.
