THURSDAY, MAY 19, 2022
The Franklin County Commissioners met Thursday, May 19, 2022, with the following
members present: John T. Flannery and Robert G. Ziobrowski. Vice Chairman Flannery
presided and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance, proceeded with the business of the day.
The meeting was live streamed.
Vice Chairman Flannery announced that Chairman Keller will not be attending the
meeting today. He wanted to give a shout out to all the election workers. He said everything
went smooth.
On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously
approved to adopt the agenda.
There was no public comment.
On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously
approved all bills presented and ordered paid.
The minutes of the May 11, 2022 meeting were reviewed. On a motion by Robert G.
Ziobrowski, seconded by John T. Flannery; unanimously approved the minutes.
The Board reviewed Agreements, Contracts and Reports. The items will be decided
upon in the afternoon session.
The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that
were reviewed.

There was no public comment.
The Board reviewed Aging Office matters. On a motion by Robert G. Ziobrowski,
seconded by John T. Flannery; unanimously approved for the Vice Chairman of the Board to
approve the application to renew the Tuscarora Senior Activity Center's food and beverage
license at a cost of $82.00. The cost of the license is required in order for the Center to serve
congregate and home delivered meals to Franklin County Seniors. The license will begin June
4, 2022 and will end June 3, 2023.
The Board reviewed Commissioners Office matters. On a motion by Robert G.
Ziobrowski, seconded by John T. Flannery; unanimously approved for the Vice Chairman of the
Board to approve the contract between the County of Franklin and Kegerreis to provide
billboards for Human Resources recruitment efforts at a cost of $3,998.00 for the period of May
30, 2022 through June 30, 2022.
The Board reviewed Grants Management matters. On a motion by Robert G.
Ziobrowski, seconded by John T. Flannery; unanimously approved the Project Modification
Request to Pennsylvania Department of Community and Economic Development for a request
from South Central Community Action Program (SCCAP) to move $5,000 from essential
services into operations with in the Emergency Shelter component move $40,313.82 from
Financial Assistance into Services in the Rapid Rehousing Component, and move $14,186.18

from the Homelessness Prevention Component. $9,686.18 will be moved to the Services line
item of the Rapid Rehousing Component and the remaining $4,500 will be moved to the HMIS
Component of the grant. The change in the Emergency Shelter Component results from
increased shelter operation costs resulting from an increase in the number of individuals the
shelter may now serve during COVID. The change in the Rapid Rehousing component results
from an increased need for Rapid Rehousing Services and a decrease in the amount of funding
required to meet the need for Security Deposits. ERAP funding has accommodated the need for
Homelessness Prevention Rental Assistance; therefore, funds are available to move this
funding.
The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski, seconded by
John T. Flannery; unanimously approved the advertising agreement between the County of
Franklin and Partners for a Safer America, Inc. DBA Jail Advertising Network to provide signage
boards located within the Jail. These boards provide a service to the inmates giving them the
ability to easily locate Bail Agent and Attorneys. It provides a benefit to the facility, arrestees,
family members and advertisers. This program displays an ad purchased by the Bail Agents
and Attorneys. The jail will receive a commission from this display for the space. Jail
Advertising Network ensures the ads are compliant with the State and Federal law as well as
governing insurance industry display ads.
The Board reviewed Early Intervention matters. On a motion by Robert G. Ziobrowski,
seconded by John T. Flannery; unanimously approved the Annual Income and Expenditure
Report to Pennsylvania Department of Human Services/Bureau of Financial Operations for
Fiscal Year 2020/2021.
The Board reviewed Planning matters. On a motion by Robert G. Ziobrowski, seconded
by John T. Flannery; unanimously approved Resolution #2022-19 authorizing the Chairman of
the Franklin County Board of Commissioners to sign all agreements/contracts, addendums and
work orders as related to the 2016 Master Grant Agreement #521174 with PennDOT. The
Master Grant Agreement provides funding for the operation of the Metropolitan Planning
Organization via the Planning Department. The intent of this resolution is to update the 2016
resolution outlining who possesses the signing authority for said grant.
The Board reviewed Risk Management matters. On a motion by Robert G. Ziobrowski,
seconded by John T. Flannery; unanimously approved the quote from Allcom Global Services to
add a camera to the fingerprint room at the Judicial Center; move the Intercom station from
PS2B to Command Center door B039; add card reader to door 1028C for a lock on both sides;
and add a card reader to door B008 for a lock on both sides at a cost of $10,564.82 for the
period of May 5, 2022 through August 5, 2022.
The Board reviewed additional Risk Management matters. On a motion by Robert G.
Ziobrowski, seconded by John T. Flannery; unanimously approved the Franklin County Safety
Committee Bylaws. The purpose of the Franklin County Safety Committee is to promote a safe
and healthy working environment for each employee by creating and maintaining active
interests in safety by each employee and to assist in the overall effort to minimize the frequency
of incidents in the workplace.
The Board reviewed Tax Claim matters. On a motion by Robert G. Ziobrowski,
seconded by John T. Flannery; unanimously approved the exoneration of a mobile home in the
Borough of Greencastle that moved out of the county.

The Board reviewed Veterans Affairs matters. On a motion by Robert G. Ziobrowski,
seconded by John T. Flannery; unanimously approved for the Vice Chairman of the Board to
approve the contract between the County of Franklin and Kegerreis to provide two billboards for
